NHMFC ADVANCES SUSTAINABLE HOUSING AGENDA IN VISAYAS

The National Home Mortgage Finance Corporation (NHMFC) convened key stakeholders at the Visayas Caravan 2026, held at the Waterfront Cebu City Hotel, to strengthen collaboration on affordable, inclusive and sustainable housing.

With the theme “Building the Future: One Sustainable Housing Agenda,” and focusing on NHMFC’s Building Eligible Resilient Dwelling for Everyone Program or BERDE Program, the event gathered local government units, public and private sector partners, industry leaders, and delegates from PT Sarana Multigriya Financial (SMF) Indonesia to discuss sustainable housing practices, green building initiatives, water financing mechanism, and policy frameworks that support inclusive and climate-resilient housing development.

In his message to the participants, Atty. Joshua Emmanuel L. Cariño, NHMFC OIC-VP of Fund and Asset Management Group and Acting Corporate Secretary, underscored the need for seamless coordination between policy, land titling, taxation and financing.

“While NHMFC addresses funding challenges, financing is more effective when the entire development process is clear, aligned and responsive,” Atty. Cariño said.

He added that the housing need is urgent but it is also a shared responsibility. “No single agency, developer, local government unit or institution can address it alone. It requires cooperation, clarity and a common commitment to make housing projects not only possible but sustainable and livable for Filipino families,” Atty.Cariño stressed.

The event also featured a keynote address from Mr. Heliantopo, Director of Business of SMF Indonesia who shared valuable insights, best practices, and the value of international collaboration in advancing sustainable housing initiatives.

Other speakers at the event were Mr. Ricardo Dizon Jr., Regional Sales Director of Arthaland Corporation; Mr. Mario Lawrence C. Suelto, Technical Director of the Philippine Green Building Council (PhilGBC); Ms. Rachel B. Pestano, Partnership Account Manager of Water.org; Atty. Gericah May Rodriguez, Revenue Officer of Bureau of Internal Revenue; EnP Roma Mae Quijano, Chief of the Environmental Land Use & Urban Planning and Development Division of DHSUD Region 7, Atty. Hazel D. Espina, Acting Register of Deeds for LRA Mandaue, Cebu; and Mr. Rodel Leocario, Acting Manager of the Marketing Department of NHMFC.

Closing the program, OIC-EVP and OIC-VP of the Securitization Group, Atty. Victor Allan B. Hilao, reaffirmed NHMFC’s commitment to working with partners and stakeholders in pursuing a unified sustainable housing agenda.***

NHMFC, SMF INDONESIA STRENGTHEN COOPERATION ON GREEN HOUSING INITIATIVES

The National Home Mortgage Finance Corporation (NHMFC) continues to expand its international partnerships as it hosted a delegation from PT Sarana Multigriya Finansial (SMF) Indonesia on May 12-14, 2026, for a knowledge-sharing engagement aimed at advancing cooperation in sustainable and affordable housing finance.

The visit is aimed at exchanging best practices in green housing initiatives, climate-resilient development, and innovative financing mechanisms. These align with NHMFC’s commitment to advancing sustainable housing, as well as promoting regional knowledge exchange.

A key highlight of the engagement was the dialogue with the Bangko Sentral ng Pilipinas (BSP) led by Assistant Governor Pia Bernadette Roman-Tayag, Chief Sustainability Officer, along with the NHMFC team headed by President Renato L. Tobias. The meeting focused on the BSP’s Sustainable Finance Agenda and measures on how NHMFC can further promote and support green housing financing and development.

During the knowledge-sharing sessions, NHMFC showcased its flagship Housing Loan Receivables Purchase Program (HLRPP), more specifically the Building Eligible and Resilient Dwelling for Everyone or BERDE Program, which promotes the development of sustainable and resilient housing.

In turn, the SMF delegation led by Mr. Heliantopo, Director of Business, shared SMF’s business model, and its contribution as a fiscal tool in supporting the housing programs of the government of Indonesia. The delegation also presented SMF’s approach to risk management and the key inherent risks.

NHMFC also served as the bridge between SMF Indonesia and Water.org – a global nonprofit organization working to bring water and sanitation to communities worldwide.

The engagement also included a tour of the green housing units at Sevina Park Villas and Una Apartments in Biñan, Laguna, with some units set to be taken-out under NHMFC’s BERDE Program.

To cap-off the engagement, the SMF delegates also participated in the Visayas Caravan 2026 spearheaded by the NHMFC Securitization Group. This event likewise highlighted sustainable development practices, water financing mechanism, green building certification, regulatory frameworks, and policy initiatives that support inclusive and climate-resilient housing development.

Both institutions reaffirmed their commitment to strengthening collaboration and exploring future partnerships in green and resilient housing finance.

Moreover, SMF expressed its appreciation to the NHMFC Team “for being such wonderful hosts --- for the kindness and the warm welcome.”***

NHMFC HOUSING PROGRAMS SHOWCASED AT 30TH NREA-DHSUD CONVENTION

The National Home Mortgage Finance Corporation (NHMFC) highlighted its key housing finance programs and strategic initiatives during the 30th National Real Estate Association and Department of Human Settlements and Urban Development (NREA-DHSUD) National Convention held on May 13, 2026 at the Bayview Park Hotel, Manila.

With the theme “Building the Future: Integrating Governance, Sustainability, and Innovation in the Philippine Real Estate Industry,” the event gathered key stakeholders from the housing and real estate industry to discuss industry developments. DHSUD Secretary Jose Ramon P. Aliling served as the convention’s keynote speaker.

Representing NHMFC, OIC-Vice President of the Fund and Asset Management Group and Acting Corporate Secretary, Atty. Joshua Emmanuel L. Cariño, served as one of the resource speakers.
Atty. Cariño underscored NHMFC’s pivotal role in strengthening the secondary mortgage market and expanding access to affordable housing for Filipino families.

He presented the Corporation’s flagship Housing Loan Receivables Purchase Program (HLRPPs) and highlighted enhancements and initiatives designed to support housing developers, originators, and homebuyers, that are aligned with the thrusts of President Ferdinand Marcos Jr.

The featured sub-programs of HLRPP were the HOME PROGRAM (Purchase of Originated Economic/Low-Cost Housing Receivables) which provides funding support to housing loan with a 90% loan-to-value ratio, 30 years repayment period and 4.7% interest rate; the Expanded 4PH SHeLTeR Program (Expanded 4PH Socialized Housing Loan Take-out of Receivables) which provides a liquidity facility for originators with socialized housing projects under the Expanded 4PH. Features are 100% loan to value ratio, 30 years repayment period, and a fixed interest rate for as low as 3% for the first 10 years and 5% for the remaining years; the MABUHAY Program (MAginhawang BUhay sa BaHAY Program or Reverse Mortgage Program) which offers a worry-free liquidity facility for all Filipino Senior Citizens; and the BERDE Program (Building Eligible and Resilient Dwelling for Everyone) which promotes the development of sustainable and resilient housing.

Atty. Carino emphasized that through the HLRPP, NHMFC continues to strengthen liquidity in the housing sector while advancing inclusive and sustainable homeownership for the Filipino communities.

NHMFC’s participation in the convention reinforces its commitment to collaboration, innovation, and the continuous development of responsive housing finance solutions in support of the government’s shelter program.***

NHMFC INAUGURATES NEW CEBU OFFICE

The National Home Finance Corporation (NHMFC) officially marked a significant milestone with the blessing and inauguration of its new office located at the Ground Floor, Arcade-2 Building, Escario Street, Barangay Kamputhaw, Cebu City, further strengthening its presence in the Visayas region.

The ceremony was attended by key officials from NHMFC Makati Head Office led by Atty. Joshua Emmanuel L. Cariño, OIC-Vice President of Fund and Asset Management Group (FAMG) and Acting Corporate Secretary, Paz Divina Caballero, OIC-Vice President of Collection and Accounts Management Group (CAMG), and Mr. Noe Valencia, Department Manager of Central Servicing Department and Regional Accounts.

The blessing of the new office was officiated by Rev. Fr. Abel Villarojo, parish priest of Our Lady of the Sacred Heart Parish.

“The transfer of the new NHMFC office in Cebu is a testament to the Corporation’s continued commitment to improving accessibility and service delivery to its clients across the country,” Atty. Cariño said.

He added that “NHMFC remains committed to its mission of providing quality housing and financial services to the Filipino communities.”

OIC-VP Caballero also expressed optimism about the Cebu office’s role in enhancing regional operations.

“This inauguration reflects the Corporation’s strategic direction to bring its services closer to its stakeholders while fostering stronger partnerships in the region,” she stressed.

The NHMFC Cebu Office is headed by Randyl Espinosa. This transfer to a new location is expected to improve service efficiency outreach, reinforcing NHMFC’s vision of building sustainable communities and empowering more Filipino families through accessible housing solutions.

HOUSING FUELS ECONOMIC AND SOCIAL PROGRESS, SAYS NHMFC PRESIDENT TOBIAS AT FIABCI INTERNATIONAL FORUM

NHMFC President Renato L. Tobias underscored the critical role of housing in advancing socio-economic development and inclusive growth during the FIABCI Annual International Forum recently held at Solaire Resort North, Quezon City.

In his keynote speech, President Tobias emphasized housing as one of the most powerful drivers of inclusive growth through its multiplier effect.

“Housing jumpstarts economic activity from production to consumption. It creates a multiplier effect that begins with production and extends all the way to household consumption,” President Tobias said.

“When we strengthen housing, we strengthen communities, we expand opportunities, and drive the socio-economic development of our nation,” he added.

President Tobias further reaffirmed NHMFC’s commitment to expanding access to housing finance and fostering stronger partnerships across sectors.

The Internal Forum gathered industry leaders, international experts, and key stakeholders to exchange insights and best practices in real estate and housing development, reinforcing FIABCI’s mission to promote excellence and innovation in the sector.
