Lawig Katawhan: ICYMI: Marine pollution bill gets lower house's nod, now awaits Senate version.
Days after assuming office, Rep. Lawrence "Law" Fortun filed House bill 861 entitled “An Act to Prevent and Control Pollution from Ships, Provide Penalties Therefor and Other Purposes”. The said piece of legislation aims to remedy the shortcomings of the 1976 Presidential Decree 979 and more significantly, seeks to implement the provision of the MARPOL 73/78, otherwise known as the International Convention for the Prevention of Pollution from Ships 1973, as amended by the Protocol of 1978. The bill was referred to the House Committee on Ecology last July 24, 2013, and was consolidated together with other versions into its current version which is HB 5377.
In several radio interviews, Rep. Lawrence Lemuel H. Fortun announced that the proposed legislation on prevention and control of marine pollution (MARPOL) successfully hurdled scrutiny of the lower house and is now awaiting Senate’s version.
The announcement was made days before President Benigno S. Aquino delivered his last State of the Nation Address and opens the third regular session of the 16th Congress of the Republic of the Philippines. The MARPOL bill is believed to be one of the legislative measures to be passed by senate in the coming sessions.
