French platform for international exchange and solidarity volunteering.

France Volontaires is the French platform for international exchange and solidarity volunteering. As a French Ministry of Europe and Foreign Affairs operator, it brings together the State, local authorities and associations around a public interest mission: the development and promotion of international exchange and solidarity volunteering. France Volontaires Philippines is a resource and advice center for partner organizations, public authorities, volunteers and people wishing to get involved. It is involved in training, networking, promoting and developing international volunteering for exchange and solidarity.

He has also worked in the past with various global clients in the non-profit sector - among them Wikimedia Foundation, International Labour Organization and various offices of the United Nations.

👩‍💼 Ms. Michaela BASKIÑAS
Mikee is a dynamic individual who seamlessly balances her passion for artistry, public service, and volunteerism. She holds a BS in Agricultural Biotechnology and has excelled as a soprano in the University of the Philippines Los Baños Choral Ensemble and various choral groups, earning both local and international recognition. She has also performed in several successful productions as a musical theater actor.
In the administrative sphere, Mikee has made significant contributions to the Quezon City Government, showcasing her strong organizational skills and people-centered approach. Currently serving as an Administrative Officer in the QC Human Resource Management Department, she leads strategic initiatives and contributes to workforce development and organizational growth. She also leads the city-wide volunteer program and actively serves as a volunteer herself, reflecting her deep commitment to community engagement and public service.
Her career continues to evolve as she remains active in the performing arts
as a singer, theater actor, and vocal coach. Mikee embodies versatility and determination, enriching both the artistic and administrative worlds with her talents, leadership, and unwavering commitment to excellence.

👨‍💼 Mr. Neil Joshua JOLOC
He is a graduate of BS in Accountancy in Polytechnic University of the Philippines (Official), and now works professionally as an Auditor. As an active youth leader, he optimizes his time to participate in Nation-Building, actively participating in youth groups and organization. He's a youth parliamentarian, being part of the 12th National Youth Parliament Philippines. Presently, Josh heads the National Youth Volunteers Coalition, Inc. as CEO, following his term ending 2026 as National President, and also represents the National Youth Volunteers Coalition, Inc. to the Stakeholders’ Chamber on the SDGs of Department of Economy, Planning, and Development as Permanent Representative. In his free time, he enjoys photography, watching movies, and collecting pokemon cards.

She is the Philippines Country Delegate for IECD-Institut Européen de Coopération et de Développement, where she leads the organization’s development and programs in the country. With over 14 years of professional experience, she began her career in business development and international relations before transitioning to the non-profit sector. She has worked across the region, particularly in Vietnam and the Philippines, supporting initiatives in vocational training, entrepreneurship and economic empowerment. Her work focuses on creating sustainable opportunities for vulnerable youth and women through partnerships with local communities, training institutions and the private sector.

👨‍💼 Mr. Lorem Mendoza
He is an experienced community development worker with more than a decade of experience in youth ministry and youth leadership development. He completed studies in Philosophy and Theology in Ecole Saint Jean, a French private institute. After years of serving as a Catholic missionary in New Zealand and in France, and being back in the Philippines, he has been involved in the youth leadership programs of Ayala Foundation, Inc. as a Project Support officer particularly for the Leadership Communities (LeadCom) program implementation in Visayas and Mindanao. In the recent years, he served as the Affiliate Coordinator and Operations Manager of Pure Heart Philippines, a Catholic non-profit organization. He has worked as a part-time freelance French language teacher for Alliance Française de Cebu. In 2025, he was deployed by France Volontaires - Philippines in partnership with La Délégation Catholique pour la Coopération to spend a year of volunteering at La Canopée - Habitat Partagé & Permaculture as an International Reciprocity Volunteer.

👩‍💼 Ms. Arlyne Fernandez
She is a licensed social worker and a graduate of the Bachelor of Science in Social Work, originally a hybrid program combining Business Management and Social Work, which she completed in 1988 with a full scholarship from Pamantasan ng Lungsod ng Maynila (University of the City of Manila). She has attended various local and international trainings on drug abuse prevention, treatment and rehabilitation, adoption, residential care programs, case management, social street work, and other areas of social work.
Arlyne Fernandez has been with Virlanie Foundation Philippines for more than three decades, holding various positions throughout her career. She started as a direct social worker and Project Coordinator of one of Virlanie’s homes in 1993, and went on to hold various supervisory and managerial positions from 1997 onwards. On June 15, 2021, the Virlanie Board of Trustees formally appointed her as Executive Director, overseeing the organization’s overall operations. She also represents Virlanie Foundation Philippines in various international, national, and local networks dedicated to the protection of children’s rights and welfare.
In June 2022, she was recognized as one of the Most Outstanding Social Workers during the celebration of Social Work Day, organized in collaboration with the ASEAN Social Work Consortium and the Department of Social Welfare and Development - DSWD.

👩‍💼 Dr. Lauren Périères
She holds a Master’s degree in Control of Infectious Diseases from the London School of Hygiene & Tropical Medicine (LSHTM) Alumni Association and a PhD in Public Health from Aix-Marseille Université. She currently works as a Program Officer with Healthy Futures Global through the International Solidarity Volunteering (VSI) programme, providing technical assistance to the Department of Health (Philippines) in implementing a national programme to eliminate the mother-to-child transmission of HIV, syphilis, and hepatitis B.
Prior to joining Healthy Futures Global in the Philippines, Lauren worked for more than six years at the French National Research Institute for Sustainable Development (IRD), including three years supporting a pilot project on eliminating mother-to-child transmission of these three infections in The Gambia and Burkina Faso. Her interest in public health began in 2016, when she volunteered in Bogo City, Cebu, supporting community-based health activities.

✨ 𝐄𝐕𝐄𝐍𝐓 𝐑𝐄𝐂𝐀𝐏 | Local Immersion for SPFL-French Teachers

Under the Department of Education (DepEd Philippines), the Special Program in Foreign Language (SPFL) is a curricular offering in select secondary schools that gives learners the opportunity to study a foreign language, such as French.

France Volontaires - Philippines was pleased to be featured in the immersion, providing us with a platform to present our programs and share volunteering opportunities with French teachers.
