A total of 86 Blaan students from Kindergarten to Grade 6 received educational support through the "𝐓𝐚𝐛𝐚𝐧𝐠 𝐏𝐚-𝐄𝐬𝐤𝐰𝐞𝐥𝐚 𝐬𝐚 𝐓𝐫𝐢𝐛𝐮" conducted by the National Commission on Indigenous Peoples (NCIP) Davao Occidental Provincial Office on September 17, 2026 at Guillerma A. Olarte Elementary School, Barangay Gomtago, Sarangani, Davao Occidental under the tutelage of Provincial Officer Atty. Leonor T. Oralde-Quintayo.

This initiative was made possible through a continuous partnership with the Provincial Local Government Unit (PLGU) of Davao Occidental under the leadership of Governor Atty. Franklin P. Bautista. Its enabling fund support for the annual implementation of the project has been instrumental in bringing essential educational resources closer to remote IP areas.

Guillerma A. Olarte Elementary School was chosen as a project beneficiary for this year. Situated in an Underserved and Unserved Area (UUA), the school serves IP students who face geographical and economic barriers to education. Adding to these daily challenges, the institution suffered severe damage from the 7.8 magnitude earthquake that struck off the coast of Southern Mindanao on June 08, 2026.

To address the daily needs and improve the participation and readiness of the IP students, the activity focused on distributing various school supplies. Each student recieved a backpack containing notebooks, pencils, ballpens, crayons, scissors and erasers along with a raincoat and a pair of slippers.

In addition, the IP learners were provided with nutritious hot meals, highlighting the importance of addressing children's nutritional needs to support their daily learning. This reinforced the initiative's commitment to advancing their health and education.

The activity was facilitated by the Sarangani Community Service Center (CSC) Team led by Ms. Caroline S. Pascual, Community Development Officer III/CSC Head with the assistance of School Principal Ferdinand E. Aracala and his fellow teachers.

In solidarity, the Davao Occidental Police Provincial Office under the leadership of PCOL Sherwin M. Butil, Provincial Director and represented by PLTCOL Arquiomedes Crosby D. Wesley, Force Commander of the 2nd Davao Occidental Provincial Mobile Force Company provided food packs, free haircut services and security.

Also in attendance was the 73rd Infantry Battalion of Davao Occidental, which extended its full support to the initiative, ensuring the safety and security of the participants throughout the project's implementation.

Key attendees included Municipal IP Chieftain Fulong Jose Cawah and Municipal IPMR Fulong Arnel Aguil, joined by Honorable Mercedez C. Cawag, Punong Barangay of the Local Government Unit of Gomtago. In their speeches, they highlighted that investing in the education of future generations is key to a resilient and responsive ancestral domain.

Aligned with Sustainable Development Goal 4 (Quality Education), Tabang Pa-Eskwela sa Tribu is an annual initiative of NCIP Davao Occidental with the aim to promote inclusive education by supporting disadvantaged IP students, especially those who resides in areas hardly reach by government services.

September 21, 2026 || NCIP Davao Occidental Joins I-LEAD Assessment and 2027 Planning Workshop

The NCIP Davao Occidental Provincial Office, together with delegates from NCIP Davao City, the NCIP XI Regional Office and Region XII, took part in the I-LEAD Assessment and 2027 Planning Workshop—a four-day activity focused on reflection, learning and planning for the year ahead held at Park Inn by Radisson, Manila.

In her discussion on the rationale of the activity, Ms. Marita M. Cisneros, I-LEAD Project Manager, shared that the workshop aims to develop the 2027 Annual Work Plan and Activity Registry, while also looking back on the implementation of the project and identifying ways to further improve its delivery.

The participants were also given an orientation on the I-LEAD Operations Note and Operations Manual, covering important areas such as project management arrangements, UNDP Policies, Operations and Procedures (POPP), work planning, financial management and claims, procurement and contracting, travel arrangements and the roles of responsible parties.

The afternoon session also tackles Monitoring, Evaluation, Research and Learning (MERL); safeguards, risk management, accountability and grievance mechanisms; knowledge, communication and visibility; and assets, records and information management.

More than the presentations and technical discussions, the activity also provided a space for participants to pause, reflect, share experiences and learn from one another. The first day opened with a participatory reflection and interactive discussions, allowing everyone to share their perspectives and what they hoped to gain from the workshop.

As the teams came together from different offices and regions, the workshop became an opportunity not only to plan for 2027, but also to strengthen collaboration and deepen a shared commitment to ensuring that I-LEAD project remain responsive, meaningful and beneficial to Indigenous Peoples and communities.

September 17, 2026 || NCIP Davao Occidental Joins the Philippine Bamboo Month Celebration

In observance of the Philippine Bamboo Month, the NCIP Davao Occidental under the tutelage of Atty. Leonor T. Oralde-Quintayo, Provincial Officer, joined the Department of Environment and Natural Resources – Provincial Environment and Natural Resources Office (DENR-PENRO) Davao Occidental together with various government agencies and private sector partners in commemorating this meaningful environmental celebration.

The celebration was held at the riverbank of Barangay Sangay, Municipality of Malita, a community that experienced the devastating effects of the massive flooding in 2025, which reportedly affected and displaced 60 families. While the riverbank rehabilitation and bamboo planting activities had already been undertaken in previous years, the massive flooding highlighted the continuing vulnerability of communities to extreme environmental events.

In her message, Atty. Leonor T. Oralde-Quintayo expressed NCIP Davao Occidental’s appreciation to DENR and its partner agencies for their continuing efforts to restore and rehabilitate ancestral domain areas and other environmentally vulnerable communities.

“Dili na layo sa atoa ang mga nahitabo sa atoang lokal ug international nga komunidad tungod sa global warming. Hinaot nga pinaagi sa atong pagtanom, matakdan ta sa resilience sa bamboo—nga padayon nga nagbarog ug nagpalig-on bisan pa sa mga kalisdanan.”

She emphasized that everyone is a steward of the environment, recognizing that human activities have contributed to ecological degradation. Environmental restoration initiatives, including tree and bamboo planting, serve as collaborative efforts to help restore ecosystems that have been damaged over time.

Atty. Oralde-Quintayo also reiterated that Indigenous Peoples communities are often among those most vulnerable to the impacts of environmental disasters, particularly those whose livelihoods and communities are closely connected to ancestral domain and natural resources.

Thus, NCIP Davao Occidental continues to support tree planting, bamboo planting, watershed rehabilitation and other environmental restorationprojects led not only by DENR but also by other national government agencies, local government units, private organizations and other partners.

🌱 Bamboo for Resilience, Restoration and Sustainability

The Philippine Bamboo Month is observed every September pursuant to Proclamation No. 1401 signed by President Rodrigo Roa Duterte, declaring September of every year as the “Philippine Bamboo Month.”

The choice of bamboo for the riverbank rehabilitation program is anchored on its capacity to contribute to soil stabilization. According to Forester Redentor G. Magno, Chief of the Technical Services Division, bamboo’s extensive root system can anchor firmly into the soil, helping strengthen riverbanks and withstand the effects of flooding and soil erosion.

The activity serves as a reminder that environmental protection is a shared responsibility. Through joint action, partnership and sustained restoration efforts, communities can help rebuild natural ecosystems and strengthen their resilience against the impacts of climate change.

NCIP Davao Occidental stands with DENR and its partner agencies in advancing environmental stewardship and the protection and restoration of our natural resources—for Indigenous Peoples, for communities and for generations to come.
