The Commission on Audit (COA) conducted the Audit Exit Conference on July 16, 2026, with Bulacan State University to discuss the results of the compliance audit on the implementation of the Universityโs Land Use Development and Infrastructure Plan (LUDIP), pursuant to Republic Act No. 11396 and CHED Memorandum Order No. 11, series of 2020.
The audit engagement officially commenced through an Entrance Conference held on May 7, 2026, where the audit scope, objectives, and documentary requirements were discussed with concerned University offices.
Based on the Audit Observation Memorandum and the matters discussed during the Exit Conference, Bulacan State University was noted to be substantially compliant with the applicable requirements on LUDIP preparation, approval, implementation, monitoring, and updating, subject to the remaining audit observations and recommendations that the University shall continue to address.
During the conference, the Audit Team recognized and commended the Universityโs efforts in the implementation of the LUDIP and encouraged the Planning and Development Office to continue sustaining and strengthening its implementation. Particular emphasis was given to the completeness of the Universityโs responses and the availability of supporting evidence for each audit query. This positive audit engagement affirms that the Universityโs compliance with the LUDIP Law goes beyond document preparation, as the approved LUDIP is being actively utilized as a functional planning and monitoring tool for responsible land use, infrastructure prioritization, project alignment, and sustainable institutional development.
The conference also served as an opportunity for the COA Audit Team and University officials to discuss the audit observations, management responses, and continuing measures to further strengthen LUDIP implementation, monitoring, reporting, and policy development.
The Planning and Development Office extend its appreciation to the University Administration, concerned offices, campuses, and personnel whose cooperation and contributions were instrumental throughout the audit process.
This positive outcome reflects Bulacan State Universityโs continuing commitment to responsible land use and infrastructure planning, regulatory compliance, transparency, accountability, and sustainable institutional development.
