Last April 28, Dr. Yangaโs Colleges, Inc. (DYCI), together with the DOJ โ Bulacan Parole and Probation Office No. 1, held the Muling Liyab Recollection for 200 participants. The activity aimed to inspire healing, reflection, and a fresh start for everyone present.
This meaningful event was made possible through the initiative of Maโam Juliet Mactal, NSTP Director of DYCI and President of Bulacan PPO1 Volunteer Probation Assistants, in partnership with Maโam Joy Ongdico of the DYCI SERVIAM Office.
DYCI President Mr. Michael Yanga warmly welcomed the participants, while PPO1 Chief Probation and Parole Officer Mr. Isagani Villena expressed his appreciation for the support and partnership of DYCI in making the program successful.
The day became more inspiring through the heartfelt music of Himig DYCIan and the meaningful talks shared by Bro. Rjay Solivar, Bro. Jeric Sagala, Sir Raj Caburnay, and Sir Allen Gidao. They reminded everyone that every person has value, purpose, and the chance to begin again.
Led by Maโam Joy Ongdico, the recollection guided participants through moments of reflection, healing, and renewed hope.
By the end of the program, many participants shared messages of gratitude and renewed courage as they continue their journey with faith, hope, and love.

The program started with welcome remarks from LTC Elmer B. Gumapos, OIC/Regional Director and Chief Villena. Chief Villena also introduced the Officers, Administrative Staff, Case Decongestion Assistants, and Volunteer Probation Assistants of the office.
Professor Juliet D.T. Mactal, President of the Volunteer Probation Assistants, shared the roles of VPAs, their activities, and their future plans and goals.
This was followed by the presentation of the Client Port Program by AAIV Jim Kelly F. Cacayan, showcasing a new system used in Region III for faster data entry and monitoring of clients.
Senior Probation Officer Robert Gerson Domingo then discussed the proposed monitoring device in the form of a smartwatch, explaining how it works and its possible benefits.
Afterwards, Supervising Probation Officer Jun Ivan Lopez and Chief Villena presented the activities implemented by the office from December 2025 to March 2026.
Before the responses from the guests, Mr. Danilo M. Capili delivered a message to the visitors, expressing appreciation for their presence and support.
Finally, the visitors, Mr. Raymund E. Narag and Ms. Yayoi Kimura shared their responses, giving meaningful suggestions and commending the office for its dedication and commitment to its clients.
The program ended with a sense of accomplishment, emphasizing the officeโs dedication to serving its clients and community. Afterwards, the visitors enjoyed a mini tour of the Bulacan Provincial Jail, meeting Executive Judge Hermenegildo C. Dumlao II and Provincial Warden Enrico H. Vargas, and visited the Barasoain Church.

This program was created to address the economic challenges faced by both men and women under probation. Through LEAP, the office aim to equip them with practical skills, help them become productive, avoid re-offending, and contribute to a more peaceful community.
The program also supports clients in gaining ๐๐๐ช๐๐๐ฉ๐๐ค๐ฃ, ๐๐๐ซ๐๐ก๐ค๐ฅ๐๐ฃ๐ ๐ฉ๐๐๐๐ฃ๐๐๐๐ก ๐๐ฃ๐ ๐ก๐๐ซ๐๐ก๐๐๐ค๐ค๐ ๐จ๐ ๐๐ก๐ก๐จ, ๐๐ฃ๐ ๐๐๐๐๐จ๐จ๐๐ฃ๐ ๐๐ค๐ ๐ค๐ฅ๐ฅ๐ค๐ง๐ฉ๐ช๐ฃ๐๐ฉ๐๐๐จ to improve their quality of life. It promotes positive behavior, good work habits, and strong values, while encouraging responsibility and accountability.

LEAP was held over three daysโ๐ ๐ฎ๐ฟ๐ฐ๐ต ๐ญ๐ฒ, ๐ฎ๐ฌ, ๐ฎ๐ป๐ฑ ๐ฎ๐ณโat Malolos Resort Club Royale in Barangay Mabolo, City of Malolos, Bulacan.

This new program opened doors of opportunity for the clients, giving them hope and a chance to start again.

The day started with a proud and organized parade at the oval. To boost the energy and excitement of everyone, different sports activities were prepared. Participants enjoyed and competed in events such as the three-point shootout basketball, sack race, tug of war, walkathon, hula hoop relay, yell competition, muse and es**rt, and balloon pop relay. These activities were made possible with the help of the College of Sports, Exercise, and Recreation from Bulacan State University.

All teams gave their best and showed teamwork, discipline, and sportsmanship. The games were healthy, fun, and competitive. In the end, the Red Horse team successfully defended their title and became the Bulacan PPOLYMPICS 2026 Champion. The Blue Eagle team secured 2nd place, while the Violet Dragons placed 3rd.

The event was a great success as it combined physical activities and learning. It promoted unity, teamwork, and the importance of strong family relationships.

Today, we commemorate the 49th Anniversary of the Department of Justice โ Parole and Probation Administration (DOJ-PPA), established through Presidential Decree No. 968 by the late President Ferdinand E. Marcos Sr.
President Ferdinand R. Marcos Jr. honors the DOJ-PPA's vital role in reshaping lives and upholding justice with compassion. Through community-based treatment programs, we continue to offer second chances and restore dignity to those seeking redemption.
