In appreciation of their invaluable support and significant contributions to the realization of the vision and mission of the Bulacan Environment and Natural Resources Office (BENRO), selected employees were awarded a Certificate of Special Commendation during the 1st Monday Flag Ceremony held on April 6, 2026.
The award was conferred by Bulacan Governor Hon. Daniel R. Fernando in appreciation of the employeesโ dedication to the intensified campaign against the excessive volume and undocumented transport of quarry materials and minerals within the Province of Bulacan. Their efforts support the strict implementation of Provincial Ordinance No. C-005 and Provincial Ordinance No. 64-2018, which regulate quarry operations and the transport of mineral resources in the province.
Present during the awarding were members of the Sangguniang Panlalawigan, Provincial Administrator Ms. Antonia V. Constantino, and OIC-BENRO Atty. Jayric L. Amil.
The recognition highlights the Provincial Governmentโs continued commitment to strengthening environmental governance and ensuring responsible quarry operations across Bulacan.

The Bulacan Environment and Natural Resources Office (BENRO) participated in a seminar-training on Water Quality Analysis, Procedures, and Water Sampling conducted by Environmental Management Bureau (EMB) - DENR Region 3 last March 18, 2026 as compliance to the directive of Provincial Governor, Daniel R. Fernando, for the โlevelling upโ and improvement of skills of the PGB personnel.
The training aimed to enhance the technical knowledge and practical skills of participants in conducting accurate and reliable water quality monitoring. Topics discussed included the. Clean Water Act of 2004, proper procedures for water sampling, preservation techniques, handling and transport of samples, as well as the analysis of key water quality parameters such as pH, Dissolved Oxygen (DO), Biochemical Oxygen Demand (BOD), Total Suspended Solids (TSS), Total Dissolved Solids (TDS), salinity, conductivity, and oil and grease.
Resource speaker Engr. James L. Romero- Chief, Manila Bay Coordinating Unit from EMB-DENR Region 3 emphasized the importance of following standard protocols to ensure data integrity and compliance with environmental regulations. The session also highlighted the role of water quality monitoring in safeguarding public health, protecting aquatic ecosystems, and supporting evidence-based environmental management.
The activity provided BENRO personnel with valuable insights and hands-on guidance, strengthening their capability to implement effective water quality monitoring programs within the province. It also reinforced the commitment of both agencies to uphold sustainable environmental practices and ensure the protection and preservation of water resources.

The Bulacan Environment and Natural Resources Office (BENRO) headed by Atty. Julius Victor Carag Degala together with its personnel, extended its support to the children and staff of Tahanang Mapagkalinga ni Madre Rita, Inc. through the donation of paint intended for the improvement and beautification of the facility.
Tahanang Mapagkalinga ni Madre Rita, Inc. is a residential center located in Guiguinto, Bulacan that provides shelter, care, and holistic formation for children who are in need of special protection, including those who have experienced poverty, neglect, or abuse. The institution aims to help children develop their self-worth and integrate into a supportive and nurturing environment.
The donation of paint from BENRO aims to assist the institution in maintaining a clean, safe, and pleasant environment for the children under their care. The materials will be used to repaint and refurbish portions of the facility, helping improve the overall appearance and comfort of the residential home.
This simple yet meaningful assistance reflects BENROโs commitment to community outreach and social responsibility. By supporting institutions that care for vulnerable children, BENRO continues to promote compassion, volunteerism, and partnership with organizations that work toward the welfare and development of the community.
Through this initiative, BENRO hopes to contribute to the creation of a more child-friendly and nurturing environment where the residents of Tahanang Mapagkalinga ni Madre Rita can continue to grow, learn, and pursue their dreams.

Another successful Tree Planting and Growing Activity was conducted today, January 16, 2026, at the Malolos Materials Recovery Facility (MRF) in Barangay Mambog, City of Malolos, in collaboration with the City Environment and Natural Resources Office of Malolos, headed by Mr. Amiel Cruz, UP Clark Lakan, and the Rotaract Club of Malolos Hiyas-Karatig. This initiative was spearheaded by the Department Head of the Bulacan Environment and Natural Resources Office (BENRO), Atty. Julius Victor Carag Degala, with the assistance of the Forestry Section Chief, Mr. Ronn Ryan Marcelino, as part of the continued commitment to environmental protection and the promotion of a greener and more sustainable Bulacan.

Issuance of Certificate of Non-Coverage to Business Establishments
Personnel from the Bulacan Environment and Natural Resources Office (BENRO) are currently deployed in various cities and municipalities in Bulacan as part of the Business One Stop Shop (BOSS). In coordination with the Business Permit and Licensing Office and the Treasurerโs Office, this initiative ensures the efficient processing and issuance of Certificate of Non-Coverage (CNC) for business permit renewal.
Implementation begins in January, with selected local government units extending the period up to March.

In line with the continuing commitment to environmental protection, conservation, and climate action, a Tree Planting and Growing Activity was successfully conducted on January 7, 2026, in Barangay Bulihan, City of Malolos, Bulacan.
This initiative was led by the Department Head of the Bulacan Environment and Natural Resources Office, Atty. Julius Victor Carag Degala, with the assistance of the Section Chief of the Forestry Section, Mr. Ronn Ryan Marcelino. The activity was made possible through the strong collaboration and collective efforts of the Bulacan Police Provincial Office, the City Environment and Natural Resources Office of Malolos, and the Barangay Bulihan Officials. Through this shared responsibility among government agencies and law enforcers, we continue to take meaningful steps toward a greener, healthier, and more resilient Bulacan.
