2026 Huwarang Palengke Begins: Bulacan Pushes for Fair, Digitalized, and Transparent Market Validation
The Technical Working Group (TWG), in collaboration with the Bulacan Market Administrators League (BUMALI), formally convened for the meeting and launching of the 2026 Search for the Huwarang Palengke — a flagship initiative aimed at elevating the standards of public market governance, consumer protection, and local economic development across the Province of Bulacan.
The activity was spearheaded by the TWG Chairperson, Mr. John Crist T. Dizon of the Department of Trade and Industry (DTI) Bulacan Provincial Office, who presented and discussed the newly enhanced parameters and implementing regulations for the 2026 validation process.
The key enhancements strengthen validation and improve assessment procedures. Specifically, the framework removes market size categories and rankings. Instead, it adopts minimum percentage scores for individual parameters and overall evaluation requirements to qualify as a model public market.
These reforms signify a transformative shift in the conduct of the Huwarang Palengke evaluation process—moving beyond competition and toward the cultivation of excellence, integrity, resilience, and service-oriented public market management.
The initiative seeks to encourage all participating local government units and market administrators to continuously innovate, strengthen regulatory compliance, uphold fair trade practices, and ensure consumer welfare through responsive and sustainable market operations.
Moreover, the strengthened validation mechanism reflects the commitment of the TWG and BUMALI to establish a more credible, objective, and development-driven recognition system that is aligned with the evolving demands of governance and the era of digitalization.
Mr. Jose F. Sosa, President of the Bulacan Consumer Affairs Council (BCAC) and the principal proponent of the Search for the Huwarang Palengke since its inception, likewise emphasized the significance of the initiative as a collaborative undertaking aimed at elevating the standards of public markets throughout the Province of Bulacan. He shared that the vision behind the program was to develop markets that exemplify the ideals and standards embodied by the Huwarang Palengke—promoting excellence in governance, consumer welfare, sanitation, environmental sustainability, innovation, and public service.
The Technical Working Group (TWG) of the Huwarang Palengke is composed of key government agencies and stakeholders, namely the Bulacan Consumer Affairs Council (BCAC), Department of Trade and Industry (DTI), Department of the Interior and Local Government (DILG), Department of Information and Communications Technology (DICT), Philippine Information Agency (PIA), and the Provincial Government of Bulacan through its various offices, including the Provincial Cooperative and Enterprise Development Office (PCEDO), Provincial Veterinarian’s Office (PVO), Provincial Agriculture Office (PAO), Bulacan Environment and Natural Resources Office (BENRO), and the Provincial Health Office (PHO). Together, these institutions work in synergy to promote market excellence, strengthen consumer protection, and encourage the adoption of best practices among public markets across the province.
As Bulacan strengthens its role as a model province in local economic governance, the 2026 Search for the Huwarang Palengke goes beyond recognition—it serves as a catalyst for institutional growth, public service excellence, digital transformation, and inclusive market development.
