GOJUST specifically aims to develop more responsive and accountable justice services in the country, with a particular focus on those who are most vulnerable, including women, LGBTI, persons with disabilities, indigenous peoples, and other excluded groups. The programme has a two-pronged approach to strengthening access to justice in the Philippines by combining improvements in the administration

To ensure a smooth submission process, please keep the following in mind:

Grant+ Platform: Ensure your organization is fully registered on the Grant+ Platform. You can complete your registration even if your proposal is still in draft form.

Completeness: Double-check that all required annexes and supporting documents are uploaded as per the guidelines in the Call for Proposals document.

Technical Support: We recommend submitting in advance of the deadline to avoid any last-minute technical issues.

The Grant Facility of the EU-GOJUST is hosting an optional technical walkthrough focused specifically on the budget uploading requirements in the Grant+ Platform: This session is specifically designed for personnel responsible for drafting the Financial Proposal (Annex 3) and executing the final technical upload of the budget onto the Grant+ platform:
This session will provide step-by-step guidance on properly navigating, structuring, validating, and uploading the Budget template and other required documents into the Grant+ platform.
Learn common errors and technical pitfalls encountered during the budget upload process to ensure a compliant and successful digital submission before the deadline.
Kindly note that due to the closure of the general Q&A period, this session will solely address technical queries related to budget and document uploading in Grant+.

To those who are interested to attend the different orientation on the EU-GOJUST Grant Facility, please fill up the Expression of Interest found in the Call for Proposals for Windows 1 and 2. By attending the sessions, you will learn more about the the 2 funding windows, its requirements and how proposals will be evaluated. There are also sessions on the grant plus platform, and the EU-GOJUST's GESI (gender and social inclusion) framework. Deadline for EOIs is on November 14, 2025.

Cagayan de Oro City Justice Zone conducted an information drive awareness campaign on Human Trafficking and OSAEC-CSAEM in line with celebration of World Day Against Trafficking last July 17, 2025.

The activity was participated by barangay officials, Barangay Council for the Protection of Children (BCPC) focal persons and Violence against Women and Children (VAWC) desk officers from the 29 barangays.

The activity was also joined by the Committee on Social Services Chairperson City Councilor Maximo โ€˜Jonjonโ€™ Rodriguez III, Committee on Women and Family Relations Chairperson City Councilor Desiree โ€˜Desโ€™ Dahino, City Councilor Imee Rose Moreno from the Liga ng mga Barangay President City Councilor Marlou Tabac.

The activity is a continuing effort and campaign of the Cagayan de Oro City Justice Zone to combat OSAEC and CSAEM.

๐Ÿ‡ช๐Ÿ‡บโš–๏ธ EU-GOJUST II Closes After 4 Years of Justice Reform in the Philippines

After four years of working side by side with Philippine justice institutions, civil society organizations, and communities, EU-GOJUST II has officially come to a close โ€” leaving behind a legacy of stronger coordination, digital transformation, and expanded access to justice across the country.

The programme supported the release of over 25,000 Persons Deprived of Liberty (PDLs) through jail decongestion initiatives and helped reduce court backlogs. Justice Zones in Cagayan de Oro, Ozamiz, and Iligan were strengthened to collaboratively address issues like online sexual abuse and exploitation of children. ๐Ÿง‘โ€๐Ÿคโ€๐Ÿง‘

EU-GOJUST II also backed the creation of Regional Court Management Offices, allowing courts to function more efficiently by freeing judges from administrative burdens. Through support to the Supreme Courtโ€™s Strategic Program for Judicial Innovations (SPJI), judges are now more focused on timely adjudication.

Beyond institutions, EU-GOJUST II empowered grassroots initiatives ๐ŸŒฑ. In Cebu, the programme supported Humanity Behind Bars, a legal aid collaboration that helps identify PDLs eligible for release and trains paralegals from within jail populations. In Mt. Apo, indigenous Manobo Apao descendants received training on their legal rights to protect their ancestral domain.

These initiatives show the power of collective reform โ€” between institutions, civil society, and local communities โ€” in making justice more efficient, fair, and accessible for all. โœŠ๐Ÿฝ

While EU-GOJUST II winds down, we look forward to a new phase โ€” one that deepens our support for making justice timely, affordable, and meaningful, especially for the most vulnerable. ๐Ÿ›๏ธ

๐Ÿ“Œ Exhibit Spotlight: SALIGAN & the SAFER Project

One of the standout stories in our work in justice sector reform is the work of SALIGAN (Sentro ng Alternatibong Lingap Panligal) through its SAFER Project (Strengthening Access to Justice through Fundamental Reforms) โ€” made possible through the Grants Facility under Result Area 3 of the EU-GOJUST II Programme.

Through SAFER, SALIGAN partnered with the National Barangay Operations Office (NBOO) of the DILG to equip barangay officials with tools and knowledge to better protect the rights of women and children, especially in responding to cases of abuse, violence, and exploitation at the community level.

๐Ÿ“š Together, they co-developed training modules and information materials on gender sensitivity, legal remedies, and protocols that are practical and community-centered โ€” helping local officials understand their crucial role in ensuring access to justice from the ground up. ๐Ÿ˜๏ธ๐Ÿ‘ฉโ€โš–๏ธ

Last May, this impactful initiative was amplified during a panel organized by EU-GOJUST II as part of Open Government Week, where SALIGAN and DILG shared how their collaboration is transforming the frontline response to gender-based violence and community-level disputes.

With the support of EU-GOJUST II, SALIGAN's SAFER project is a clear example of how civil society and government can work hand in hand to build a more just, inclusive, and responsive justice system. ๐Ÿค
