๐๐๐๐๐๐๐๐๐: On 07 April 2026, the CGWCEIS Training Institute achieved a key milestone with the conduct of the first-ever Project Proposal Deliberation for the Coast Guard Electronics Technician Specialization Course (CGETSC) Class 01-2025 at the CGWCEISC New Classroom.
More than an academic requirement, this pioneering initiative reflects the Instituteโs firm commitment to outcomes-based training, innovation, and operational relevance. As one of the final course requirements, the Project Deliberation served as a definitive platform for validating the competence and professional qualification of the students as future Electronics Technicians of the Philippine Coast Guard.
Through the development, presentation, and defense of their concept papers, the students demonstrated their ability to apply electronics principles to real-world operational challenges, reinforcing both technical mastery and mission-oriented thinking. This milestone firmly establishes CGETSC Class 01-2025 as the benchmark for future classes, setting a high standard in training excellence and application-based learning.
The deliberation was graced by seven (7) distinguished subject matter experts (5 Officers and 2 Non-Officers), chaired by Captain Maria Ronalyn Abu PCG, with Commodore Pamela Dela Cruz Dolina PCG, Superintendent, CGWCEIS Training Institute, serving as the Assessor for the Concept Papers. Each group underwent a rigorous question-and-answer session, confidently defending their proposals while demonstrating technical competence, discipline, and command presence.
Behind this achievement was the steadfast guidance of the studentsโ dedicated instructors and the Training Directorate headed by the Course Director, Lieutenant Junior Grade Adrean N Lagnason PCG, ensuring that each proposal was carefully developed, technically sound, and aligned with operational requirements.
Five (5) innovative and mission-oriented proposals were presented:
โข Smart Stage Podium โ A multifunctional, technology-integrated podium designed to enhance presentations, communication, and operational briefings in classrooms, conferences, and command settings.
โข Solar Power System โ A renewable energy solution that converts sunlight into usable electricity, providing sustainable and reliable power for facilities and operations through grid-tied, off-grid, or hybrid systems.
โข Portable Solar Charger โ A compact and mobile charging device designed to supply power to communication and navigation equipment during field operations, especially in remote areas with limited electricity access.
โข Sound-Controlled Light System โ An automated lighting system that activates upon detecting sound and turns off after a set duration, promoting energy efficiency and ease of use in facilities such as hallways and workspaces.
โข Arduino-Based Radio Communication Jamming and Interference Detector โ A portable, low-cost device capable of detecting signal interference within VHF-UHF bands, providing real-time alerts and data logging to support reliable communication operations.
Each project, though simple in design, represents a meaningful contribution to enhancing organizational effectiveness. These outputs reflect the studentsโ initiative, creativity, and commitment to service. Once adopted, they will stand as their tangible legacy to the organization.
All concept papers will be recommended to be endorsed to concerned units/offices for reference and possible implementation, bridging the gap between academic training and operational application.

๐๐ ๐๐๐ ๐๐๐๐๐๐๐๐๐: The Coast Guard Information System Technician Specialization Course (CGISTSC) โTERABYTESโ Class 05-2026, composed of forty (40) Seaman/Seawoman First Class (E-3) personnel and currently undergoing training at the Coast Guard District Western Visayas in Iloilo City, actively participated in a Mental Health Awareness activity aimed at strengthening psychological well-being, enhancing resilience, and fostering emotional preparedness among the students.
The activity, facilitated by the CGWCEIS Training Institute in collaboration with the Coast Guard Nursing Service Sub-Unit Western Visayas, was conducted to underscore the critical role of mental health in the effective performance of duties, recognizing that Coast Guard personnel often operate in high-pressure and demanding environments. It aimed to equip the students with essential knowledge and heightened awareness to better manage stress, sustain focus, and foster mutual support in both professional and personal settings.
Discussions highlighted the advantages of maintaining good mental health, including improved decision-making, emotional stability, stronger teamwork, and overall operational effectiveness. The session also underscored the importance of self-care practices such as proper rest, stress management, physical activity, and seeking support when needed.
Moreover, the activity emphasized the value of confidentiality and creating a safe space where individuals can openly share concerns without fear of judgment. Students were encouraged to look after not only their own well-being but also to be mindful and supportive of their peers.
From the activity, students gained valuable insights on recognizing early signs of stress, practicing self-awareness, and maintaining a balanced lifestyle. They learned that mental strength is just as vital as physical readiness, and that caring for oneโs mental health is essential in delivering effective and compassionate public service.

๐๐ต๐ฒ๐ฐ๐ธ ๐๐ต๐ถ๐ ๐ข๐๐: On 07 April 2026, the CGWCEIS Training Institute, in its continued commitment to holistic personnel development, spearheaded a Troops Information and Education (TI&E) session on Mental Health and Wellness, in collaboration with the CGWCEISC Medical Service. The activity was attended by 30 CGWCEISC Non-Officers, including Admin POICs from various units/offices and members of the โAngels of the Sea.โ
The session highlighted the Instituteโs role in fostering not just technical and operational competence but also the mental, emotional, and social well-being of its personnel. It served as a powerful reminder that behind every uniform is a human being who deserves care, understanding, and support.
During the lecture, Lieutenant Junior Grade Michael Edward E. Loayon PCG, Officer-in-Charge of the Coast Guard Medical Service โ CGWCEISC, together with Assistant Nurse-in-Charge Ensign Emelie C. Sanusi PCG, led an insightful and heartfelt discussion on mental health. They emphasized that true strength lies not only in physical endurance but also in the courage to acknowledge struggles, manage stress, and seek help when needed.
More than a lecture, the session became a safe space where participants were encouraged to open their minds and heartsโrealizing they are not alone in their challenges. The conference served as a strategic platform to outline the Instituteโs Way Forward, ensuring sustained alignment with its core mission of delivering high-quality, relevant, and responsive training programs. Key updates from the Education and Training Board for 2026 were presented, highlighting priority directions and initiatives aimed at strengthening both academic standards and operational effectiveness.
Among the highlights were the presentation of the proposed training standards across all managed courses, the draft curriculum for Basic CGWCEIS Courses for Officers and Non-Officers, and the assessment of the Instituteโs first quarter performance. ๐๐๐๐: In line with CGWCEISCโs continuing commitment to inclusive and people-centered public service, the CGWCEIS Training Institute successfully conducted a Disability Sensitivity and Basic Sign Language Orientation for the members of CGWCEISC Deployable Response Group (DRG) on 07 April 2026.
The activity was held in collaboration with Ms. Wennah G. Marquez of the Persons with Disability Affairs Division (PDAD), City Government of Mandaluyong, and Mr. Dennis Rhonnel C. Balan, who served as the Filipino Sign Language Interpreter. It aimed to enhance the capability of CGWCEISC particularly its DRG to effectively and appropriately engage with Persons with Disabilities (PWDs) during maritime operations, disaster response, and other field deployments.
The orientation covered proper techniques in assisting individuals using wheelchairs, as well as basic sign language to improve communication with persons with hearing impairments. It emphasized the importance of upholding dignity, safety, and respect for all, in accordance with existing laws and international standards on disability rights.
Through this initiative, the operational readiness of the DRG of CGWCEISC was further strengthened, equipping personnel to respond to diverse and sensitive situations with professionalism, empathy, and competence. It also highlighted the vital role of effective communication in mission successโensuring accurate response, minimizing risks, and fostering trust within the community.
