G.R. No. 274941, Michael L. Rama v. Hon. Samuel R. Martires et al.

The petition asks the Court to declare as unconstitutional Section 24 of Republic Act No. 6770 or the Ombudsman Act of 1989 and Section O, Rule III of Administrative Order No. 7 or the Rules of Procedure of the Office of the Ombudsman, as amended, as they apply to elective local officials such as Mayor Rama.

The petition also asks the Court to vacate the Ombudsman Order placing Mayor Rama under preventive suspension.

The Court required the respondents to file their Comment to the petition and prayer for temporary restraining order within a non-extendible period of 10 days from notice.

The Cebu Central Eagles Club on Sunday (Nov. 21, 2021) conducted its culminating socio-civic activity for Eagle Year 2021.

The activity was started with a Holy Mass at the Archdiocesan Shrine of the Immaculate Heart of Mary in Minglanilla, Cebu at 8:00 A.M. in time with the Roman Catholic Church's "Feast of the Christ the King." The parish priest, Fr. Joselito "Joy" Danao, acknowledged the Cebu Central Eagles Club shortly before the final blessing and procession of the Corpus Christi.

The officers and members headed by Charter President Kuya John Rey Saavedra and E.Y. 2022 President-elect Kuya Deryl Vargas turned over two (2) waiting sheds to the Barangay Council of Cadulawan, Minglanilla represented by Honorable Councilman Undong Laspuña. The CCEC Kuyas refurbished the two (2) waiting sheds used by the residents as their mini-terminal in waiting for "habal-habal" ride to the Poblacion and a stop-over of bikers pedalling towards the mountain village. This two (2) waiting sheds are now newly painted with roofings replaced with new one, while one got an extended cemented platform.

A solar-powered lamp was also installed for free at the Barangay Road near the main waiting shed to light the area during night time.

CCEC officers and members also turned over 20 rechargeable flashlights to Councilman Laspuña (representing Barangay Captain Wenifredo Boboi Geonzon) as an implement to boost their peace and order situation in the barangay. Kuya Atty. Mc Gordon provided Basic Legal Education (criminal procedure, Anti-Violence Against Women and Children, and anti-illegal drug apprehension assist procedure) to a few Barangay Peace and Security Officers of the village.

Around 100 children received their pack lunch (Jollibee chicken and spaghetti) from the CCEC Kuyas.

The CCEC Kuyas proceeded to the Barangay greenhouse project in Sitio Tuhob to conduct a tree-planting activity along with the private firm partners.

A television set each for Barangay Cadulawan Day-Care Center and the 701st Community Defense Center will soon be turned over to the heads of office.

In his message, Kuya John Rey Saavedra inspires the officers and members of CCEC to do more socio-civic activity that can make an impact to the lives of the residents in a community.

"It's not always that the children in this barangay could go to the Poblacion to eat at Jollibee. As you can see, their smiles mean a thousand word -- that they appreciate what we give to them," Saavedra said.

Unity Fist!

The "Father of Agila" Eagle David "Boy" Odilao Jr. assigns this team a Special Mission to regroup, rearm and re-organize the Cebu Unified Eagles Club, the mother of many Eagles Club in Cebu and the Mindanao area.

On motion of Eagle John Rey Saavedra, the 10 CVR Eagles Club Presidents present during the 3rd Rexecom at the Parklane Hotel on Oct. 17, 2021, passed a resolution to form a Caretaker Core Group whose mission is to enliven the Cebu Unified Eagles Club. The Caretaker Group is composed of Eagle Ernesto J. Elizondo Jr. (left), Eagle Ding Abay-abay (2nd left), Eagle Paul Alcazaren (3rd left), Eagle John Rey Saavedra (2nd right), the group's secretary, Kuya Ed Cañete (right), and Eagle Gov. Romulo L. Carrillo Jr. of CVR.

Kuya Dodong Elizondo and Kuya Paul Alcazaren are the "originals" of the Cebu Unified Eagles Club, while Kuya John Rey Saavedra is also one of the oldest active members of this illustrious club, and he is now the Charter President of the Cebu Central Eagles Club.
