PUBLIC INFORMATION ON THE CONDUCT OF BARANGAY ASSEMBLY

CLARIFICATION ON THE NOTICE REQUIREMENT FOR BARANGAY ASSEMBLIES

The SK Council would like to clarify the procedures in the calling of the Barangay Assembly as provided in the Local Government Code of 1991 (RA 7160). We want the public and our constituents to have a better understanding of the procedures in the calling of the Barangay Assembly as provided in the Local Government Code of 1991.

THE LEGAL MANDATE
As provided in Section 397 (c) of RA 7160:
"No meeting of the barangay assembly shall take place unless a written notice is given one (1) week prior to the meeting except on matters involving public safety or security, in which case notice within a reasonable time shall be sufficient."

Furthermore, the DILG Omnibus Guidelines (MC No. 2024-021 and updated issuances) reinforce that the Punong Barangay is responsible for ensuring that all members of the assembly, which includes all residents aged 15 and above, are properly informed through written notices and posters in public places.

The SK Council reiterates its commitment and obligation to represent the youth sector and actively participate in the legislative and consultative work of the Barangay, however, for any official to be present and prepared to report on the accurate and transparent financial reports and programs, the mandatory one-week written notice has to be observed.

Without the formal notice, the assembly cannot claim the "proper notice" which is a necessary requisite for a valid meeting.

As a matter of fact, we in the SK Council believe that local governance is built on respect and the rule of law, and we are open to constructive dialogue but will not tolerate unprofessionalism regarding their absence, especially when the legal notice for the same was not served, does not serve the best interest of the community.

We hope that in the future, a more collaborative and compliant manner of coordination with the Sangguniang Kabataan in the conduct of assemblies would be observed in order for the youth sector to be represented in a professional manner.

🔥 Youth F.A.S.T (Fire Awareness and Safety Training) – February 28, 2026, Brgy. Umapad

Under the leadership of SK Councilor Louie Baclay, Head of the Committee on Environment, with the support of fellow SK Councilors, our youth participated in this essential training led by the Bureau of Fire Protection Region 7 – Mandaue City Fire Station Officers.

Participants learned hands-on skills, including the proper use of fire extinguishers and fire hoses connected to the fire truck, while also gaining valuable knowledge about fire causes and prevention.

As we observe Fire Prevention Month, let us all stay prepared, aware, and ready to act. Mag-amping kita kanunay, Umapadnon! 🔥

As 𝗙𝗶𝗿𝗲 𝗣𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗼𝗻 𝗠𝗼𝗻𝘁𝗵 approaches, we are reminded of the importance of being prepared and informed. With the peak of summer heat drawing near, the month of March is officially declared as Fire Prevention Month to promote awareness and equip Filipino citizens with the knowledge and skills needed to prevent and respond to fire-related incidents. According to the Bureau of Fire Protection, most fire incidents occur during the months of April and May.

In line with this, we invite all youth of Barangay Umapad to participate in the Youth Fire Awareness and Safety Training 2026, aimed at strengthening fire prevention awareness and emergency response readiness.

The Women’s and Men’s Volleyball divisions successfully completed their try-outs last February 15, 2026 at LPC Basketball Court!

And just like that, the last day of Brgy. Umapad Tryouts for the 1st Mandaue Unity Cup has officially come to an end. From February 13 to 15, we witnessed amazing talent across all divisions. 🙌
