The Veterans Federation of the Philippines (VFP) expresses its deepest sorrow and heartfelt condolences on the passing of its Chairperson Col. Cesar Pobre PA (Ret), who peacefully joined our Creator on December 22, 2025, at 2:48 a.m., at the age of 98. He was born on February 03, 1927 and belongs to the PMA Class ’52.

Col. Cesar Pobre (Ret) was a pillar of leadership, wisdom, and unwavering dedication to service. His lifelong commitment to duty and his invaluable guidance to the veterans’ organizations will forever be remembered and cherished. He led with integrity, humility, and a genuine concern for the welfare of others, leaving a legacy that will continue to inspire generations of Filipinos.

His passing is a great loss to the VFP community and to all who had the honor of working with and learning from him. We mourn not only a distinguished leader, but also a WWII veteran, mentor, author, patriot, and man of honor.

May his soul rest in Eternal Peace, and may his family, friends, and colleagues find comfort in the memories of his noble life and enduring contributions not only to the Armed Forces of the Philippines, Filipino veterans community but to the whole Filipino nation.

𝗧𝗼𝗱𝗮𝘆, 𝗗𝗲𝗰𝗲𝗺𝗯𝗲𝗿 𝟭, 𝟮𝟬𝟮𝟱, the Veterans Federation of the Philippines (VFP) opened the last month of the year with its traditional flag-raising ceremony at the Corporate Headquarters in Manila.

The event was graced by the following VFP officers:

The ceremony also featured the “𝘿𝙖𝙜𝙙𝙖𝙜 𝙆𝙖𝙖𝙡𝙖𝙢𝙖𝙣” segment, delivered by 𝗕𝗲𝗿𝗻𝗮𝗱𝗲𝘁𝘁𝗲 𝗟𝗶𝗺 𝗩𝗮𝗹𝗶𝗲𝗻𝘁𝗲, who discussed the leave privileges of coterminous employees.

𝗖𝗢𝗠𝗠𝗢 𝗘𝘀𝗴𝘂𝗲𝗿𝗿𝗮 gave his warm welcome message for the month of December and wished everyone an early Merry Christmas.

On November 22, 2025, 𝗩𝗙𝗣 𝗥𝗲𝗴𝗶𝗼𝗻 𝗜 held its Regional Assembly at the Tagudin Farmers Civic Center, Ilocos Sur. Attended by more than 500 veterans, the event was graced by the Veterans Federation of the Philippines Vice President for Plans, 𝗖𝗢𝗠𝗠𝗢 𝗦𝗔𝗟𝗩𝗔𝗗𝗢𝗥 𝗤 𝗘𝗦𝗚𝗨𝗘𝗥𝗥𝗔 𝗔𝗙𝗣 (𝗥𝗘𝗧).

VFP Region I President, 𝗩𝗘𝗧 𝗥𝗨𝗕𝗘𝗡 𝗦 𝗠𝗔𝗚𝗦𝗜 𝗦𝗥, delivered his welcome remarks, followed by messages from several distinguished guests, including former mayor 𝗛𝗢𝗡. 𝗥𝗢𝗤𝗨𝗘 𝗩𝗘𝗥𝗭𝗢𝗦𝗔 𝗝𝗥., and 𝗛𝗢𝗡. 𝗗𝗥𝗔. 𝗣𝗔𝗨𝗟𝗔 𝗖𝗬𝗡𝗧𝗛𝗜𝗔 𝗩𝗔𝗟𝗘𝗡𝗖𝗜𝗔, daughter of a World War II veteran, who shared her heartfelt message.

A plaque of recognition was also presented to 𝗪𝗼𝗿𝗹𝗱 𝗪𝗮𝗿 𝗜𝗜 𝗩𝗘𝗧𝗘𝗥𝗔𝗡 𝗘𝗨𝗙𝗘𝗠𝗜𝗔 𝗦. 𝗦𝗢𝗠𝗘𝗥𝗔, who is 𝟭𝟬𝟮 𝘆𝗲𝗮𝗿𝘀 𝗼𝗹𝗱.

As part of its continuing efforts to enhance organizational efficiency and data accuracy, the 𝗩𝗲𝘁𝗲𝗿𝗮𝗻𝘀 𝗙𝗲𝗱𝗲𝗿𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀 (𝗩𝗙𝗣) conducted its 𝗳𝗶𝗿𝘀𝘁 𝗪𝗼𝗿𝗸𝘀𝗵𝗼𝗽 𝗩𝗮𝗹𝗶𝗱𝗮𝘁𝗶𝗼𝗻 𝗼𝗻 𝗢𝗰𝘁𝗼𝗯𝗲𝗿 𝟮𝟳–𝟮𝟵, 𝟮𝟬𝟮𝟱. The seminar aimed to review and reconcile membership records from the VFP National Headquarters and regional organizations to identify discrepancies and ensure the integrity of the Federation’s member database.

The event was graced by 𝗠𝗚𝗘𝗡 𝗥𝗼𝗺𝗲𝗼 𝗗 𝗔𝗹𝗮𝗺𝗶𝗹𝗹𝗼 𝗔𝗙𝗣 (𝗥𝗲𝘁), 𝗩𝗙𝗣 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗮𝗻𝗱 𝗖𝗘𝗢, who served as the 𝗚𝘂𝗲𝘀𝘁 𝗼𝗳 𝗛𝗼𝗻𝗼𝗿 𝗮𝗻𝗱 𝗦𝗽𝗲𝗮𝗸𝗲𝗿, and was organized and led by 𝗠𝗚𝗘𝗡 𝗥𝘂𝗯𝗲𝗻 𝗟 𝗖𝗮𝗿𝗮𝗻𝗱𝗮𝗻𝗴 𝗔𝗙𝗣 (𝗥𝗲𝘁), 𝗩𝗶𝗰𝗲 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗳𝗼𝗿 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀.

During the workshop, the following resource speakers delivered their respective presentations:

• 𝗖𝗔𝗣𝗧 𝗚𝗶𝗹𝗯𝗲𝗿𝘁 𝗠 𝗕𝗮𝗹𝗮𝗱𝗵𝗮𝘆 𝗣𝗡 (𝗥𝗲𝘁), Vice President for Finance, discussed the 𝗩𝗙𝗣 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗨𝘁𝗶𝗹𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗥𝗲𝗽𝗼𝗿𝘁 𝗢𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻;
• 𝗔𝘁𝘁𝘆. 𝗥𝗼𝗹𝗮𝗻𝗱𝗼 𝗗. 𝗩𝗶𝗹𝗹𝗮𝗳𝗹𝗼𝗿, Chief of Legal Affairs, PVAO, gave a 𝗕𝗿𝗶𝗲𝗳𝗶𝗻𝗴 𝗼𝗻 𝘁𝗵𝗲 𝗣𝗼𝘀𝘀𝗶𝗯𝗹𝗲 𝗦𝘁𝗼𝗽𝗽𝗮𝗴𝗲 𝗼𝗳 𝗣𝗩𝗔𝗢 𝗣𝗲𝗻𝘀𝗶𝗼𝗻𝗲𝗿𝘀’ 𝗠𝗲𝗺𝗯𝗲𝗿𝘀𝗵𝗶𝗽 𝗗𝘂𝗲𝘀 𝘁𝗼 𝗩𝗙𝗣;
• 𝗠𝘀. 𝗟𝗶𝘇𝗮 𝗧. 𝗗𝗲𝗹𝗮 𝗖𝗿𝘂𝘇, Chief of the Veterans Records Management Division, PVAO, presented a 𝗕𝗿𝗶𝗲𝗳𝗶𝗻𝗴 𝗼𝗻 𝗩𝗲𝘁𝗲𝗿𝗮𝗻𝘀 𝗥𝗲𝗰𝗼𝗿𝗱𝘀 (𝗟𝗶𝘃𝗶𝗻𝗴 𝗮𝗻𝗱 𝗗𝗲𝗰𝗲𝗮𝘀𝗲𝗱); and
• 𝗖𝗢𝗟 𝗦𝘁𝗲𝗽𝗵𝗲𝗻 𝗟 𝗖𝗮𝗯𝗮𝗻𝗹𝗲𝘁 𝗣𝗡 (𝗠) (𝗚𝗦𝗖), Deputy Chief, PGMC, provided a 𝗕𝗿𝗶𝗲𝗳𝗶𝗻𝗴 𝗼𝗻 𝗥𝗔 𝟭𝟲𝟯𝟴: 𝗗𝗮𝘁𝗮 𝗣𝗿𝗶𝘃𝗮𝗰𝘆 𝗮𝗻𝗱 𝗢𝘁𝗵𝗲𝗿 𝗥𝗲𝗹𝗮𝘁𝗲𝗱 𝗧𝗼𝗽𝗶𝗰𝘀.

The activity also included the 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗢𝘂𝘁𝗽𝘂𝘁𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗜𝗻𝘁𝗲𝗿𝗶𝗺 𝗦𝘂𝗽𝗿𝗲𝗺𝗲 𝗖𝗼𝘂𝗻𝗰𝗶𝗹, assisted by the 𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗼𝗿𝘀 𝗳𝗿𝗼𝗺 𝘁𝗵𝗲 𝗢𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁, who played a vital role in consolidating and validating the workshop results.

The workshop concluded successfully, marking the first phase of the seminar as a productive and insightful initiative. It strengthened coordination among VFP offices and partner agencies, paving the way for more accurate records management and improved service to all veterans nationwide.

The 𝐕𝐞𝐭𝐞𝐫𝐚𝐧𝐬 𝐅𝐞𝐝𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬 welcomed the first week of November with a rainy morning and a meaningful flag ceremony, joined by 𝗩𝗙𝗣 𝗣𝗿𝗲𝘀𝗶𝗱𝗲𝗻𝘁 𝗮𝗻𝗱 𝗖𝗘𝗢 𝗠𝗚𝗘𝗡 𝗥𝗼𝗺𝗲𝗼 𝗗 𝗔𝗹𝗮𝗺𝗶𝗹𝗹𝗼 𝗔𝗙𝗣 (𝗥𝗲𝘁). The occasion was made even more special as the Federation also celebrated the VFP President and CEO’s birth month, marking the day with camaraderie and gratitude for his dedicated leadership and service.

One of the highlights of the program was the “𝑫𝒂𝒈𝒅𝒂𝒈 𝑲𝒂𝒂𝒍𝒂𝒎𝒂𝒏” segment delivered by 𝗖𝗔𝗣𝗧 𝗝𝗼𝘀𝗲𝗽𝗵𝗶𝗻𝗲 𝗢 𝗧𝗮𝗻𝘇𝗼 𝗣𝗡 (𝗥𝗲𝘁), who emphasized remembering the significant historical days that honor the sacrifices of our veterans.

In his concluding remarks, 𝗠𝗚𝗘𝗡 𝗔𝗹𝗮𝗺𝗶𝗹𝗹𝗼 encouraged everyone to stay productive and positive throughout the week, reminding all to remain steadfast despite the rainy and stormy weather.
