On May 19, 2026, the Philippine Tax Academy (PTA), led by PTA President Gil S. Beltran, welcomed representatives from Huawei for a courtesy call and knowledge-sharing engagement focused on global tax administration practices, digital transformation, and institutional capacity development. The meeting formed part of PTAโs continuing efforts to explore strategic partnerships that advance innovation and capability-building in the public sector.
PTA President Gil S. Beltran was joined by Customs Institute (CI) Chancellor Atty. Noemi B. Garcia-Alcala, and CI Vice Chancellor Elizabeth B. Pableo, Local Government Finance Institute (LGFI) Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Teresa S. Habitan, and Internal Revenue Institute (IRI) OIC-Chancellor Ma. Lourdes V. Dedal. Representing Huawei were Richard Needs, Huawei Overseas Tax Director; Terence Yang, Asia Pacific Tax Lead; Tax Managers Atty. Wenzel Kenn Ambulo and Vincent Lin; and Atty. Valery Joy Brion from the Public Affairs and Communications Department.
During the session, Huawei shared insights and experiences from its engagements with the Malaysia Tax Academy, particularly on workshops and programs supporting modern tax administration and digital transformation initiatives.
The discussions also identified potential areas for future collaboration between PTA and Huawei, including international taxation, digitalization of tax administration, artificial intelligence applications, risk-based compliance management, transfer pricing, and e-invoicing and digital reporting. These areas open opportunities for knowledge exchange and capacity-building initiatives that support the modernization of tax administration and strengthen public sector capability.

The Philippine Tax Academy โ Customs Institute (PTA-CI) held a meeting with the Japan International Cooperation Agency (JICA) and the Bureau of Customs โ Learning and Development Management Office (BOC-LDMO) on May 20, 2026 at the PTA office, EDPC Building, Roxas Boulevard, Manila, to strengthen its training collaboration for 2026.
The meeting was attended by ๐๐ญ๐ญ๐ฒ. ๐๐จ๐๐ฆ๐ข ๐. ๐๐ฅ๐๐๐ฅ๐-๐๐๐ซ๐๐ข๐ and ๐๐ซ. ๐๐ฅ๐ข๐ณ๐๐๐๐ญ๐ก ๐. ๐๐๐๐ฅ๐๐จ, Chancellor and Vice Chancellor of the PTA-CI; ๐๐ซ. ๐๐ก๐ข๐ ๐๐๐ค๐ข ๐๐๐ญ๐ฌ๐ฎ, JICA Expert; ๐๐ฌ. ๐๐ก๐ซ๐ข๐ฌ๐ญ๐ข๐ง๐ ๐๐๐ง๐ ๐. ๐๐๐ฅ๐๐ง๐๐ข๐จ, Head of BOC-LDMO; and other representatives from PTA-CI and BOC-LDMO.
Key discussions focused on the Training Plans of the BOC-LDMO and PTA-CI, as well as possible areas of collaboration among the CI, BOC, and JICA toward strengthening customs capacity building and professional development initiatives. The participation of key experts from Japan Customs in the joint trainings was also suggested. Likewise, possible utilization of other learning platforms, including those of the World Customs Organizationโs (WCO) CLiKC app, which gives access to WCO courses and learning, was also discussed. Initially, a Training of Trainers course is being eyed as a major collaboration that could be implemented in August or September of this year.
JICA, through Mr. Katsu, has been a training partner of PTA-CI for the past three (3) years. Mr. Katsu also spearheaded the implementation of the 2024 Workshop on Training Management in Japan, which was attended by the CI Chancellor and Vice Chancellor, together with representatives from the BOC-LDMO

Representing the PTA was Chancellor Ma. Pamela P. Quizon, who attended the convention as Special Guest and Resource Speaker upon the invitation of the National Real Estate Association, Inc. (NREA). During the event, Chancellor Quizon was also requested to provide updates and insights on the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA).
The RPVARA session generated active participation and meaningful engagement from real estate professionals, housing stakeholders, and local government representatives nationwide. Participants eagerly raised questions and shared insights on the practical challenges, opportunities, and latest developments surrounding RPVARA implementation, reflecting the sectorโs strong interest in valuation reform and its impact on governance, taxation, housing, and property development.
The exchange of ideas opened promising opportunities for future collaboration and prospective partnerships for LGFI in advancing capacity-building initiatives for the real estate and local governance sectors.
The PTA extends its sincere appreciation to the officers and leadership of NREA, particularly National President Ma. Loren B. Sales, Board Vice Chairman Atty. Amador Tolentino Jr., Board Chairlady Consultant Imelda C. Magtoto, and Executive Vice President and Overall Convention Chairman Jovi Francis W. The Customs Institute - Philippine Tax Academy successfully concluded its Mandatory Continuing Legal Education (MCLE) Program held on April 11, 18, 25, and May 9, bringing together lawyers, prosecutors, judges, and legal practitioners for insightful discussions on timely and relevant legal issues.
The program featured esteemed speakers and lecturers, namely: former Supreme Court Associate Justice Adolfo Azcuna, Judge Roline Ginez-Jabalde, Atty. Nelson Gargoles, Atty. Melissa Leonardo-Rodriguez, Atty. Eugene De Jesus, Atty. Josephine Gomez, Atty. Froilyn Doyaoen-Pagayatan, Atty. Christopher A. Rodriguez, Atty. Brenda Jay Angeles Mendoza, Atty. Julius Anthony Omila, Prosecutor Othello Mendoza, Atty. Rosario Ramos Olivas, and Atty. Minerva S. Retanal.
Justice Adolfo Azcuna, upon concluding his lecture on International Humanitarian Law, commended CI-PTA for its โcompetence and professionalismโ in providing quality legal education and professional development opportunities for members of the legal profession.
The MCLE Program is required for all licensed attorneys to maintain their active legal status and ensure competency. It covers updates on laws, legal ethics, and professional responsibility, among others. Likewise, the requirement for lawyers to complete 36 MCLE units every three years is provided under Supreme Court Bar Matter 850, to elevate legal practice standards and improve the administration of justice.
Fifty-two lawyers from Bureau of Customs (BOC) and one from the Bureau of Internal Revenue (BIR) attended the program, which was held in Paranaque.
This is the 3rd time that PTA-CI, under the leadership of Chancellor Atty. Noemi Alcala-Garcia and Vice Chancellor Elizabeth Pableo conducted the MCLE for tax and customs lawyers.
PTA-CI extends its sincere gratitude to all speakers, participants, and partners who contributed to the success of the program.

April 20, 2026 โ The Philippine Tax Academy, through its Internal Revenue Institute (PTA-IRI) and under the leadership of Chancellor Ma. Pamela P. Quizon and Vice Chancellor Ma. Lourdes V. Dedal, conducted an exploratory meeting with the Department of Environment and Natural Resources โ Land Management Bureau (DENRโLMB), led by Director Atty. Emelyne V. Talabis, to discuss potential collaboration on capacity-building initiatives in support of the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA). The virtual meeting focused on aligning institutional roles and strengthening valuation-related competencies across DENR offices.
Discussions covered PTAโs mandate, RPVARA-related course offerings, and proposed revisions to the Memorandum of Understanding (MOU), with both parties agreeing to refine the MOU and explore customized training programs. The engagement marks a key step toward strengthened inter-agency collaboration and the development of structured, competency-based learning programs to support RPVARA implementation.
