The Philippine Coast Guard (PCG), headed by Vice Admiral Edgar Ybaรฑez PCG, together with CGCS, CG-6, and CGIG-IAS, among others, attended the Technical Working Group (TWG) Meeting of the Senate Committee on Public Services on the Revised PCG Law last January 14 2026, at the Senate of the Philippines, Pasay City.
All sections of the seven (7) Senate Bills were deliberated and approved, including key provisions on the establishment of the Philippine Coast Guard Academy (PCGA) and the Corps of Professors, with minor comments and pending submission of pertinent supporting data as well as coordination meetings with the NTC, BFP, and AFP to address specific concerns raised by the said agencies.
The DBM did not interpose any objection to the provision on the return of pension benefits to affected retirees, marking a significant step forward in addressing long-standing welfare concerns.
The TWG successfully concluded its deliberations and will submit a Committee Report for plenary deliberation and approval on Second Reading.

Acting Commander, Coast Guard Legislative Liaison Affairs (CGLLA) paid a courtesy visit to the Bureau of Fire Protection (BFP) represented by FCSUPT MANUEL M MANUEL OIC, Deputy Chief for Administration to harmonize the PCG Revision Bills and the BFP Modernization Act of 2021 (RA 11589) specifically the inspection and investigation of fire incidents on vessels. (Section 4-K).
The BFP resource person initially objected to the said provision during the TWG Meeting of the Senate Committee on Public Service last January 14, 2026.
BFP now fully support the passage of the PCG Revision Bill. A Memorandum of Agreement between the PCG and BFP is proposed to ensure further collaboration and interoperability.

The Coast Guard Legislative Liaison Affairs coordinated with the Armed Forces of the Philippines (AFP) and National Telecommunications Commission (NTC) last January 15, 2026 to harmonize the provisions of the proposed PCG Law Revision Bills and other matters pertaining to the bill as discussed during the TWG Meeting of the Senate Public Service Committee last Jan 14, 2026.

๐๐๐๐ ๐๐๐๐: This year marked a historic year for the Coast Guard Legislative Liaison Affairs (CGLLA), as we secured unprecedented congressional support for the Philippine Coast Guardโs legislative agenda under the leadership of the PCG Commandant, Admiral Ronnie Gil L Gavan PCG.
In just four months, 21 bills for the Revised Philippine Coast Guard (PCG) Law were filed in the 20th Congress, an extraordinary vote of confidence toward strengthening the PCGโs mandate, organizational structure, personnel system, and operational capability.
This momentum was firmly anchored on the Senate Public Hearing on 18 September 2025 and the House Committee Deliberation on 19 November 2025, where strong congressional support paved the way for bill consolidation, the scheduling of Technical Working Groups, and the omnibus advancement of the proposed PCG Law. These hearings, reinforced by sustained high-level engagements and inter-agency collaboration, further strengthened Congressโ trust in the PCG.
Beyond legislation, CGLLAโs advocacy delivered real gains for Coastguardians, including the institutionalization of the PCG Retireesโ Day, honoring the legacy and lifelong service of our veterans.
As the year draws to a close, CGLLA remains steadfast in its mission to bridge the PCG and Congress, championing reforms that protect our people, uplift our personnel, and defend our maritime nation.
