DOJ clears Marcelino in drug, gun ban raps The Department of Justice (DOJ) has dismissed the criminal complaints filed against Marine Lt. Col. Ferdinand Marcelino who was busted in a drug raid last January.

I have been told that these pictures have been circulating here on facebook. And my opinions on the matter are...

On the RECYCLING OF EVIDENCE
Complaint was filed before the Department of Justice. I, Gen. Dionisio Santiago as PDEA chief during that time, together with the owner of Green Planet, were the subjects of the complaint. Green Planet is the facility being used or accredited by PDEA for the destruction of non solid waste materials. The case did not prosper because the office of the State Prosecutor did not find merit on the complaint. Green planet to this date continues to be the accredited destruction facility of PDEA. Meanwhile, one of the complainants in the case has been dismissed from the service and is perpetually disqualified from holding government office as affirmed by no less than the Supreme Court. Upon my replacement, he remained in PDEA under Gutierrez and Cacdac, with whom he had falling outs also. He then claimed in public that PDEA was better off under Santiago than Gutierrez and Cacdac. So ano ba talaga?
As to the one pursuing the case against me, he remained in PDEA and occupied a higher and influential position. If he is convinced about the case that they filed, how come Green Planet is still there servicing the destruction requirements of PDEA?

On ILLEGAL ACTIVITIES AT THE BUREAU OF CORRECTIONS BEING ATTRIBUTED TO ME, GEN SANTIAGO AS PRISON DIRECTOR
It is true that I brought with me some active and retired military and non uniformed personnel as my support in carrying out my task as BUCOR Director. Some of them had worked directly under me and were very effective and were of proven integrity. Some were dismissed from the service primarily because of AWOL cases and early retirement because of employment abroad. I organized them and they were called the MEN IN BLACK (MIB). Eventually some of them started to abuse their positions so I dismissed them and cut off their connections with the Bureau. Some of them stayed on under the watch of my successor AFTER I RESIGNED AS BUCOR DIRECTOR. I WISH TO EMPHASIZE HERE THAT I WAS NOT FIRED. I RESIGNED!!! The reason was that I was being ordered to explain my actions which did not seat very well with a very powerful religious organization. What I did was right and legal so INSTEAD OF COMPROMISING MY PRINCIPLE, I RESIGNED!!! Later, I was recalled and appointed as Executive Director of the DANGEROUS DRUGS BOARD where I served for one and a half year and then PDEA as Director General.

As to my BEING "SIPSIP" TO DUTERTE FOR APPOINTMENT TO A GOVERNMENT POSITION
I knew the President way back pa. We were not originally together when I filed my candidacy for a senate seat. But events led to it, I became a candidate under him. I was prodded by a lot of people to withdraw so that I can be appointed immediately. No less than the President has told me that he wanted to appoint me to spearhead the anti-drug campaign if and when he wins. Instead, I continued on even with a lot of uncertainties due to budgetary constraints because I wanted to prove something; THAT A POOR CANDIDATE HAS A CHANCE OF WINNING AN ELECTION IN OUR COUNTRY. I had all the chances of withdrawing with an assurance of appointment, but I did not. PANO NAGING BULOK ANG STYLE KO? BAKA ANG KUKOTE NG DETRACTORS KO ANG BULOK!!!

Para sa mga nagpost ng mga litratong ito, here are some things that I suggest you think about para hindi kayo magmukhang tanga.

1. May appointment ban para sa mga kumandidato nung eleksyon. Wala akong mapapala na appointment kahit magingay ako dahil nga hindi ito pinapahintulutan ng batas. HINDI KO NAIS BALIIN ANG BATAS PARA LAMANG SA MAKAPUWESTO.

2. Bakit niyo ngayon nilalabas yan? Sana noon niyo pa nilabas noong panahon ng kampanya. Ang tanging naiisip kong dahilan kung bakit kayo nagiingay ng ganyan ngayon ay dahil natatakot kayo. Malapit na magsimula ang opisyal na panunungkulan ni Pres. Rodrigo DUterte. MARAHIL AY NANGINGINIG NA KAYO DAHIL MALAPIT NA MAUNGKAT AT MATUKLASAN MGA KALOKOHAN NIYO. Inuunahan niyo na ba ng paninira at pagtuturo ng sisi sa ibang tao?

3. Walang mawawala sa akin dahil sa mga pinapakalat niyo. Wala naman akong hinahawakan na kahit anung puwesto. Ang paglaban ko sa ilegal na droga ay isang personal advocacy. Wala akong nais siraan o sirain kundi ang paglaganap ng ilegal na droga sa ating bansa.

Para kay Sen. Alan Peter Cayetano, maraming maraming salamat sa suporta hindi lamang kay Pres. Duterte kundi pati na rin sa aming mga senatorial candidates.

Sa mga kapwa ko senatorial candidates na sumama sa pangangampanya ni Pres. Duterte, hindi tayo natalo. Dahil sa bandang huli, ang mahalaga ay nanalo ang bawat boto ng taumbayan sa pagkakahalal ng isang Pangulo na magtataguyod ng bagong Pilipinas at ibabalik ang dangal sa bawat Pilipino.

Mga kababayan, ang pagtatapos ng eleksyon ay umpisa pa lamang ng tunay na pagbabago. Tulungan natin ang ating bagong pangulo na ibalik ang kaayusan at kaunlaran sa bansa. Huwag po natin kakalimutan ang kanya kanya nating tungkulin bilang Pilipino. Ang disiplina ay dapat magmula sa sarili.

Dalawang araw na lang bago magtapos ang panahon ng pangangampanya. Sa tingin ko tamang tama na sa Marinduque ginanap ang isa sa mga huling campaign rallies ni Mayor Duterte sapagkat ito ay tinaguriang "Heart of the Philippines". Bagay na bagay dahil saan pa ba dapat magsimula ang pagnanais ng tunay na pagbabago kundi sa puso nating mga Pilipino!

Nagumpisa ang panahon ng pangangampanya with Mayor Duterte placing 3rd or 4th in surveys, karamihan pa ng suporta ay nanggagaling sa Mindanao. Now, with 8 days left before election day, siya na ang leading candidate at mukhang kahit kamaynilaan ay nakuha na rin niya ang suporta.

Masayang masaya po ako dahil nakadalaw si Mayor Duterte sa Navotas, ang bayang kinalakhan ko. Salamat sa mga kapwa ko Navoteno para sa mainit na pagtanggap, hindi lamang kay Mayor, kundi pati na rin kay Sen. Alan Peter Cayetano, sa akin (Gen. Dionisio Santiago), at pati na rin sa ibang senatorial candidates na kasama namin.

Salamat din sa mga kaibigan at kamag-anak ko na nagupload ng mga litrato para ipakita kung gaano karaming tao ang sumalubong sa amin.

*May dalawang litrato dito kung saan may batang inaabot kay Mayor Duterte. Nang pagmasdan ko ang bata ay apo ko pala sa tuhod!
