The Department of Justice - Philippines is pleased to inform the public of the launch of the Revised Protocol for the Case Management of Child Victims of Abuse, Neglect, Exploitation, and Discrimination (CANE+D) to be held on 14 August 2025 at the Justice Hall of the Department of Justice in Ermita, Manila. This is a milestone accomplishment for the Philippines since the launch of the original Protocol in 2013. The Revised Protocol heralds a more comprehensive, standardized, and harmonized approach to the case management of child victims that is more responsive to the evolving landscape and emerging issues which render children vulnerable to abuse, neglect, exploitation and discrimination.
The Revised Protocol was developed by the ๐๐ผ๐บ๐บ๐ถ๐๐๐ฒ๐ฒ ๐ณ๐ผ๐ฟ ๐๐ต๐ฒ ๐ฆ๐ฝ๐ฒ๐ฐ๐ถ๐ฎ๐น ๐ฃ๐ฟ๐ผ๐๐ฒ๐ฐ๐๐ถ๐ผ๐ป ๐ผ๐ณ ๐๐ต๐ถ๐น๐ฑ๐ฟ๐ฒ๐ป (๐๐ฆ๐ฃ๐), the primary inter-agency body mandated to ensure the effective implementation of child protection laws and to strengthen legal safeguards for child victims. The launch of the Revised Protocol will be commemorated with a ceremonial signing of CSPC Resolution 01, s. 2025. The Resolution, which proposes the adoption of the Revised Protocol by all CSPC member-agencies and partners, reflects a united commitment to strengthen child protection services across the country. The Revised Protocol is envisioned to help improve efficiency and accountability among duty bearers while ensuring that all interventions uphold the best interests of the child, safeguard their rights, and promote their well-being.
Since the launch of the original Protocol in 2013, the landscape of child protection has significantly evolved. Emerging forms of abuse, the enactment of new child-related laws, rapid advancements in technology, and the increasing complexity of inter-agency coordination have highlighted the urgent need for an updated and more responsive framework. The CSPC remains hopeful that the Revised Protocol will not only enhance coordination and responsiveness among government agencies and stakeholders but also pave the way toward a safer, more just future for all Filipino children.

Established under Executive Order (EO) No. 275, s. 1995, as amended by EO No. 53, s. 2011, the CSPC serves as the primary inter-agency body tasked with the coordination and monitoring of cases involving violations of Republic Act (RA) No. 7610, or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act, and other child-related criminal laws.

Technology is helping child abusers avoid detection in the Philippines
"Exploitation methods have evolved, becoming more difficult for authorities to detect and prevent. The locations of abuse have shifted from public venues to private homes and online platforms, where abuse can be livestreamed or recorded. Recruitment tactics have also evolved, with perpetrators using social media to coerce, manipulate and threaten victims," said Dr. Bernadette Madrid, Childlight Professorial Data Fellow and Child Protection Network Foundation Executive Director.
