The Department of Trade and Industry (DTI), through its Bureau of Competitive Development (BCD), partnered with the Management Association of the Philippines (MAP) for the MAP CEO Academy Training on the Philippine Quality Award (PQA) for Higher Education Institution (HEI) Presidents with Industry and Government Leaders.
The two-day program seeks to strengthen leadership and management capabilities in Philippine Higher Education Institutions (PHEIs) through the adoption of the PQA framework, the countryโs highest level of recognition for organizational excellence.
In his opening presentation, DTI-BCD OIC Director Jo-Dann Darong provided an overview of the PQA, emphasizing its education criteria and the importance of instilling a culture of quality within academic institutions. โOrganizational excellence has become an imperative in the delivery of products and services,โ Darong highlighted. โIn education, this means ensuring that our graduates, research outputs, and institutional systems meet global standards of quality and competitiveness,โ he added.
This initiative aligns with MAP's mission to promote management excellence as a pillar of nation-building. Recognizing education as a key driver of progress, the training responds to urgent challenges faced by PHEIs, including quality assurance, graduate readiness, digital transformation, research productivity, and accessibility.
The Philippine Quality Award Foundation, Inc. (PQAF), an organization created and recognized by the PQA Committee to raise funds and provide vital support for the PQA Program, also joined the event as a key stakeholder, represented by its President, Mr. Ruy Moreno. During the session, the PQAF emphasized the importance of forging partnerships with Higher Education Institutions to ensure the programโs sustainability. The Foundation underscored that the PQAโs education criteria can serve as a powerful tool for HEIs to systematically assess and improve their processes, resulting in better quality education, enhanced global competitiveness, and more efficient institutional operations.
The well-attended training brought together distinguished leaders who shared valuable insights on promoting performance excellence in quality education. Among the speakers were Ms. Marivic C. Espano, Vice Chair for Lifelong Learning of the MAP Education Committee and Independent Board Adviser at Alternergy Holdings Corporation; Mr. Alfredo S. Panlilio, President of the Management Association of the Philippines (MAP); Atty. Angelo A. Jimenez, President of the University of the Philippines; Ms. Maria Cristina Aldeguer-Roque, Secretary of the Department of Trade and Industry; Sr. Merceditas O. Ang, SPC, Co-Vice Chair of the MAP Education Committee and President of St. Paul University Philippines; Dr. Federico M. Macaranas, Chair of the MAP Education Committee and Board Member of Bayan Innovation Group Inc.; and Dr. Ma. Teresita P. Medado, Member of the MAP Education Committee and President of Asia Pacific College. The event was highlighted by keynote addresses from Mr. Alfredo E. Pascual, former DTI Secretary, UP President, and MAP President, and CHED Chairperson Dr. Shirley C. Agrupis.
The event also reflected key insights from the EDCOM II report, which identified systemic gaps in education quality and outcomes. By integrating the PQAโs performance excellence framework, MAP, DTI, and PQAF aim to help educational leaders address these challenges through clear, measurable standards of leadership and institutional performance.
Director Darong further noted, โThe competitiveness of our country hinges on the competitiveness of our Higher Education Institutions. Our HEIs are not just centers of learning; they are the engine rooms of our nationโs progress.โ
Highlighting the transformative power of quality systems, PQA award recipientsโUnilab, Bulacan State University, and Southville International School and Collegesโshared their testimonials, underscoring that โexcellence is serving as a benchmark, and quality as a way of life.โ
As the MAP Education Committee takes the lead in championing the PQA in the education sector, DTI-BCD reaffirmed its commitment to support initiatives that strengthen the culture of quality and competitiveness across Philippine institutions, in collaboration with PQAF and other PQA stakeholders.
