𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟 𝗦𝗧𝗔𝗧𝗘𝗠𝗘𝗡𝗧 𝗢𝗡 𝗧𝗛𝗘 𝗖𝗨𝗥𝗥𝗘𝗡𝗧 𝗦𝗧𝗔𝗧𝗨𝗦 𝗢𝗙 𝗧𝗛𝗘 𝗘𝗔𝗥𝗜𝗦𝗧 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 – 𝗠𝗔𝗡𝗜𝗟𝗔

In light of the comprehensive revision of the 1995 Constitution and By-Laws of the Eulogio 'Amang' Rodriguez Institute of Science and Technology Student Government, and pending the formal approval of the proposed 2025 EFSG Constitution and By-Laws by the Board, the scheduled Student Government Election for 2025 was necessarily postponed. This action, undertaken by the President upon the advice of the Institute’s Legal Unit, was a prudent and lawful consequence of the institutional transition to ensure that all electoral processes remain aligned with the updated governing framework.

In order to prevent any vacancy in leadership and to preserve the continuity of student representation, the current elected officers have temporarily retained and are diligently performing their respective mandates. This measure safeguards the stability of the Student Government and ensures that the voice of the student body remains represented in all institutional matters during this period of transition. We recognize that transitions may bring uncertainty; however, our foremost commitment is to protect the integrity of student governance and the welfare of the student community.

On 4 February 2026, the current elected student officers paid a formal courtesy visit to the President of the Institute. During this meeting, it was the students themselves who respectfully requested the administration of an oath of commitment, signifying their readiness to faithfully discharge their duties amid the ongoing constitutional transition. In response, the President administered the oath, formally affirming their continued mandate and reinforcing their solemn pledge to uphold the principles of accountability, integrity, and dedicated service to the student body. This initiative demonstrated not only procedural compliance, but also the officers’ sincere commitment to leadership grounded in responsibility and honor.

We also acknowledge that the position of Student Trustee has remained vacant for several months. It is our earnest hope that, upon the approval of the new Constitution and By-Laws, this vacancy will be duly addressed so that student representation at the Board level may be fully restored and strengthened.

At present, the institution awaits the Board’s final approval of the revised Constitution and By-Laws. Once approved, the new provisions shall be implemented accordingly, and a restructured electoral process—fully compliant with the updated constitutional framework—shall be conducted. Throughout this transition, we remain steadfast in our mission: to serve with integrity, to lead with responsibility, and to uphold the collective voice of our fellow students.

The Institute Student Government – Legislative Department, together with the Commission on Student Elections (COMSELEC), presents the official consolidated results of the 2025 Federated Student Government Constitution and By-Laws Plebiscite.

After the closing of precincts and the completion of ballot counting across all Colleges, the proposed amendments and the 2025 EARIST Federated Student Government Constitution and By-Laws have been approved by the student body.

In support of the Institute Student Government–Legislative Department (ISG-LD) and in affirmation of the Institute’s commitment to strengthening student governance, the Office enjoins all students, faculty members, subject teachers, and concerned administrative units to participate fully in the 2025 EFSG Constitution and By-Laws Presentation and Plebiscite.

• Room-to-Room Presentation: December 3–7, 2025, to ensure wide dissemination and informed student engagement.
• Faculty Accommodation: Subject teachers are requested to accommodate CSG presenters conducting information drives, with respectful coordination to minimize academic disruption.
• Plebiscite Voting: December 9, 2025, 8:00 AM–3:00 PM, in designated classrooms within each college serving as official voting precincts.
• No Class Suspension: Regular classes shall continue during both the information dissemination and the voting period. Students are required to report to school as usual.

All concerned are encouraged to extend full cooperation to ensure broad awareness, active participation, and the orderly and legitimate conduct of the plebiscite—reflecting the values of student empowerment, transparent governance, and institutional development.

To ensure the integrity and transparency of this process, the Commission on Student Elections (COMSELEC) will lead and oversee all voting proceedings, precinct management, and the final counting of ballots.

The 3-day Public Consultation for the Amendments of the 1995 Constitution and By-Laws, held on November 19, 20, and 21 and led by the ISG–Legislative Department, has officially concluded. With an impressive 417 attendees from various colleges across the campus, the sessions served as an open platform for students to voice their ideas, raise key concerns, and propose meaningful amendments to strengthen our governing system — upholding transparency in the entire process.

The active participation of students throughout the consultation reflects our shared commitment to fostering accountable and inclusive student governance. Your voices continue to shape a Constitution and By-Laws that truly represent the EARISTian community.
