๐๐๐๐๐๐: DOLE-Bureau of Labor Relations Director Arturo Alfonso J. Herbosa paid homage to the work of the Commission on Human Rights of the Philippines (CHR), recognizing its enduring commitment since its establishment in 1987 through an Executive Order issued by then President Corazon Aquino to investigate human rights violations and promote human rights.
โThe work is heavy and oftentimes dangerous, but the Commission and its employees have remained steadfast and true to their role as the countryโs perennial Human Rights Defenders,โ Dir. Herbosa emphasized.
He delivered these remarks on 20 February 2026, during the closing ceremony of the Trainersโ Training on Freedom of Association and Workersโ Rights for the CHR that ran from February 16 to 20, 2026, at Clark City, Pampanga. The activity is a joint initiative of the International Labour Organization (ILO) and the Department of Labor and Employment (DOLE), sponsored by the Canadian Government.
Director Herbosa also highlighted the strong kinship between the CHR and DOLE, rooted in their shared mandate to promote, protect, and fulfill human rights. While the CHR advances human rights in general, DOLE focuses on safeguarding freedom of association and the right to collective bargaining.
In this regard, both agencies will continue to collaborate with government institutions, civil society, workersโ and employersโ groups, and the ILO to uphold the rights of every individual, particularly the right of workers to freely form and join unions for purposes of collective bargaining.
Director Herbosa also served as one of the trainers in the program, wherein he discussed Key Philippine Laws and Policies on the Exercise of FOA and Related Labor Rights and the National Enforcement and Monitoring Mechanisms on FOA and Related Labor and Human Rights.
The training program forms part of the outcomes of the High-Level Tripartite Mission conducted by the ILO in 2023 and serves as a comprehensive resource designed to educate and equip various sectors of Philippine society in promoting and protecting workersโ fundamental rights to organize and bargain collectively without fear or intimidation.

The Online Union Registration System (OURS) may experience occasional performance lags due to an ongoing security testing by the Department of Information and Communications Technology (DICT). This process is intended to identify and resolve possible system vulnerabilities and may take approximately two weeks or more to complete, depending on the findings.
While the OURS will generally remain functional, you may also visit the nearest DOLE office to register your labor organization or collective bargaining agreement (CBA).

The Department of Labor and Employment (DOLE) dedicated a portion of the 3- day National Tripartite Conference (NTC) to recognize and honor outstanding beneficiaries of the Workersโ Organization Development Program (WODP) who graduated with academic distinction or passed professional board and licensure examinations from 2022 to 2025.
A total of 22 WODP scholars were recognized, with 10 awardees personally present during the ceremony. The honorees were formally acknowledged on stage, alongside DOLE Senior Officials, Regional Directors, and WODP regional program implementers.
Among those recognized were Ms. Frenette Guiab of DOLE Regional Office No. 2, who graduated Cum Laude in 2023 and later passed the Licensure Examination for Teachers; Engr. Angelica Garcia, a beneficiary of DOLEโMIMAROPA, completed her degree in 2024 and successfully passed the 2025 Civil Engineering Licensure Examination. Also from MIMAROPA, Ms. Jarisca Corpuz, who graduated in 2024 and passed the Licensure Examination for Teachers in the same year.
The ceremony also honored Atty. Melchor Abbarientos of DOLE Regional Office No. 5, who completed his law degree in 2024 and passed the December 2024 Bar Examination. Ms. Aira Altar from DOLE Regional Office No. 6 was also recognized for graduating in 2022 and passing the 2024 Licensure Examination for Teachers.
Other awardees included Ms. Lunefe Saldasal of DOLE Regional Office No. 7, who graduated Cum Laude with a Bachelor of Physical Education in 2025; Ms. Elaiza Polentisima of DOLE Regional Office No. 9, who graduated in 2024 and passed the March 2025 Licensure Examination for Teachers; and Ms. Jumelyn Aluyen of DOLE Regional Office No. 10, who earned her degree in Technology Communication Management in 2024, graduating Magna Cum Laude.
Also recognized from DOLE Regional Office No. 10 was Ms. Zairah Ayon-ayon, who completed her degree in 2023 and passed the Medical Technology Licensure Examination. Completing the list of awardees present was Ms. Maebhret Mabida of DOLE Regional Office No. 11, who graduated Summa Cum Laude with a degree in Social Work in August 2025 and placed 9th in the September 2025 Social Workers Licensure Examination.
Awardees who were unable to attend the celebration were likewise acknowledged, with tokens of recognition distributed through their respective DOLE Regional Offices.
The awardees represented a wide range of academic disciplines, including education, engineering, law, social work, medical technology, communication, and physical education, reflecting the range of opportunities supported by the WODP Scholarship Grant across regions and professions.
Over the 31 years of its implementation, the WODP Scholarship Grant has benefited 6,763 students under the scholarship grant, 110,940 workers, and 21,939 labor organizations through its training component.
The Workers Organization Development Program (WODP), a flagship program of the Department of Labor and Employment (DOLE) under the Bureau of Labor Relations (BLR), aims to strengthen workersโ organizations by enhancing their capabilities as independent and active partners in national development. The program empowers workers and their legitimate dependents through access to education, training, and capacity-building interventions.
WODP is implemented through two major components: the Training Grant, which supports the development and upgrading of workersโ organizations through leadership, labor relations, organizational management, and other skills-based trainings; and the Scholarship Grant, which provides educational assistance to officers and members of workersโ organizations as well as their legitimate dependents under the Isabelo Delos Reyes Scholarship.

A DOLE Workersโ Organization Developnent Program (WODP) Scholar who was recently recognized for his outstanding academic achievement during the 2026 National Tripartite Conference.
The WODP, an initiative of the Department of Labor and Employment (DOLE) in the Philippines, strengthens trade unions and workersโ organizations by providing training grants for union leaders and scholarships for members and their dependents, supporting education, skills development, and organizational capacity-building.

๐๐๐๐๐๐: Once again, the importance of giving platform workers the appropriate Government support took center stage with the holding of the ASEAN High Level Forum on Decent Work in the Platform Economy last 03-05 February 2026 in Cebu City.
DOLE-Bureau of Labor Relations Director Arturo Alfonso J. Herbosa highlighted three key challenges that the platform economy faces, that the tripartite sectors must focus on to achieve decent work for platform economy workers. Referring to the challenges as a โtrilemmaโ to emphasize that the dilemma is shared by the Government, workersโ, and employersโ organizations. For trade unions, the independent contractor status of platform workers prevents them from forming or joining unions for collective bargaining.
For employer organizations, digital platforms and algorithms are not business organizations that have legal personalities, and while some persons serve as employers of online professionals, they are overseas.
For Governments across the globe, the current legal and policy frameworks do not seem to be adequate anymore to fully cover and protect platform workers from โalgorithmic decision makingโ that does not fully recognize due process and prevent existing dispute resolution processes from being fully utilized, and provide platform workers with comprehensive social protection.
The delegates from the ASEAN member states participating in the high-level forum were unanimous in resolving these concerns through social tripartite consultations and social dialogue at the national level and by sharing experience and best practices at the international level.
The platform economy was also one of the important items on the agenda of the National Tripartite Conference which was held from Jan. 28-30, 2026 in the City of Manila.
