The Maritime Industry Authority (Maritime Industry Authority (MARINA) is pushing for the institutionalization of a risk-based compliance and enforcement system in the domestic shipping industry through the proposed MARINA Compliance, Operations, and Risk-Based Enforcement (MARINAโ€“CORE) Regulation. The initiative aims to strengthen maritime safety oversight and reduce the occurrence of maritime incidents.

MARINA Deputy Administrator for Operations Rear Admiral Loumer P. Bernabe said the MARINAโ€“CORE Regulation will enhance inspector competencies and sustain stakeholder engagement to ensure the effective implementation of the framework.

As part of the development process, MARINAโ€™s Enforcement Service conducted a five-day lock-in workshop with technical experts and representatives from various service units to refine the updated regulatory framework.

The proposed regulation seeks to establish a Risk-Based Compliance Monitoring and Enforcement (RBCME) System that will standardize procedures for risk assessment, inspections, compliance evaluation, and enforcement actions. It also promotes the use of analytics, automation, and interoperable information systems to modernize regulatory operations.

The initiative aligns with a directive from Department of Transportation Secretary Atty. Giovanni Z. Lopez, through a Presidential Directive, which calls for a risk-based audit and evaluation framework to strengthen maritime safety oversight.| via Ronna L. de los Santos

Compass Training Center
Far East Maritime Foundation
Mariana Academy of Maritime Studies
Nautical Options Training Institute of the Philippines (NOTIP)
STI Training Academy
Maritime Academy of Asia and the Pacificโ€“AMOSUP Seamenโ€™s Training Center (MAAP)
At VMA Global College and Training Center.

| via Merrowen Andong

The Philippines showcased its maritime industry and strengthened international maritime cooperation during the 2nd Philippine Maritime Forum held in Athens, Greece.

Philippine Ambassador to Greece Giovanni Palec highlighted the longstanding maritime partnership between the Philippines and Greece, emphasizing the countryโ€™s readiness to expand cooperation in shipping, investments, and maritime operations.

Representing MARINA, Deputy Administrator for Planning Nenita Atienza underscored the Philippine maritime sectorโ€™s ongoing efforts toward modernization, sustainability, and global competitiveness. She cited key initiatives including fleet modernization, regulatory reforms, green shipping programs, and capacity-building efforts aligned with international standards.

A major highlight of the forum was the ceremonial signing of a Memorandum of Understanding between MARINA and the Hellenic-ASEAN Business Council.

The agreement establishes a framework for cooperation in maritime development, investment promotion, policy dialogue, capacity building, and the exchange of best practices between the Philippine and Greek shipping industries.

The Memorandum of Understanding was signed in advance by MARINA Administrator Sonia Malaluan and Hellenic-ASEAN Business Council representative Nick Stasinopoulos, with the signing formally attested during the forum by Deputy Administrator Atienza.

The initiative is expected to further strengthen maritime ties between the Philippines and Greece while opening new opportunities for collaboration and investment in the maritime sector. | via Merrowen Andong
