National Teacher Education Research Agenda (NTERA) 2026โ2030
The Teacher Education Council, in partnership with Philippine Normal UniversityโManila, spearheaded the development of the National Teacher Education Research Agenda (NTERA) 2026โ2030, one of the twelve (12) research projects under the Research Initiatives in Teacher Education (RITE) Program during its first year of implementation. The project was implemented from November to December during the first year of RITE.
NTERA 2026โ2030 responds to Pillar 4 of the Teacher Education Roadmap 2035 by providing a unified and forward-looking framework that guides teacher education research toward policy relevance, equity, and future readiness. It aims to align scholarly work, research funding, and institutional initiatives with national education priorities and emerging societal challenges.
The agenda is organized around five priority research areas:
(1) Standards, Governance, and Equity in Teacher Education Reform;
(2) Inclusive and Context-Responsive Education for Equity and Well-Being;
(3) Transformative and Inclusive Teacher Education for Equitable, Culturally Rooted, and Future-Ready Learning;
(4) Digital Education for the Future; and
(5) Education for Health, Sustainability, and Inclusive Economic Development.
Through these areas, NTERA provides a coherent national roadmap to support teacher education institutions, researchers, and policymakers in generating evidence that informs reforms, strengthens teacher preparation and development, and advances inclusive and sustainable education.
The NTERA 2026-2030 is now available on the TEC website and can be accessed by TEI and fellow researchers, subject to TEC guidelines and proper attribution to the authors. Please visit https://tec.gov.ph/ntera-2026-2030/ for more information.

Tracer Study Instrument of Teacher Education Institutions (TEIs) in the Philippines
Under the research priority areas of the Teacher Education Council (TEC), a tracer instrument was developed to measure the success of teacher education programs based on the employability and placement of teacher education graduates. The study, led by Dr. Elvira Chua of the Philippine Normal UniversityโMindanao and Dr. Louie B. Dasas of the University of Santo Tomas, produced a standardized tracer tool under TECโs Research Initiatives in Teacher Education (RITE) 1.
The instrument enables Teacher Education Institutions (TEIs) to collect national data on graduates across four major areas: 1) employment, 2) relevance of teaching and professional competencies, 3) institutional support programs, and 4) graduate profiles. These data provide TEIs and researchers with opportunities to inform policy-making and enhance teacher education programs.
The tracer instrument is freely available on the TEC website and can be accessed by TEIs, subject to TEC guidelines and proper attribution to the authors. Please visit https://tec.gov.ph/te-tracer-study-instrument/ for more information.
