In an effort to bring local governance directly to the grassroots level, the Sangguniang Bayan (SB) ng Mankayan convened its Regular Session off-site at Barangay Taneg on Monday, September 14, 2026.

The initiative is anchored on Section 50 of Republic Act No. 7160, also known as the Local Government Code of 1991, which empowers local legislative bodies to hold sessions outside their official seat of government. By taking the legislative process directly to the community, the municipal council aims to enhance transparency, foster public trust, and encourage active public participation.

Joined the SB members are key department representatives who conducted Information, Education, and Communication (IEC) campaign sessions to address local community issues:

Office of the Municipal Planning and Development Coordinator (MPDO)
Municipal Treasury Office (MTO)
Business Permits and Licensing Office (BPLO)
Municipal Local Civil Registrar (MLCR)
Philippine National Police (PNP)

Following the formal adjournment of the legislative session, municipal officials and agency representatives hosted an open forum. The segment allowed Taneg residents to raise immediate barangay concerns, consulted on local government services, and directly engaged with municipal leaders.

Mankayanโ€™s Indigenous Peoples Mandatory Representative (IPMR), Hon. Toriano C. Organo, was recognized as an Outstanding IPMR by the Provincial Government of Benguet during an awarding ceremony held on August 21, 2026 at the Provincial Capitol in La Trinidad, Benguet.

The recognition, under the leadership of Governor Hon. Melchor D. Diclas, honors Organoโ€™s contributions in advancing the interests, rights, and welfare of Indigenous Peoples in Mankayan throughout his term as IPMR.

Among his notable accomplishments was lobbying for the formulation of the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP), a community-based plan that guides the sustainable development, management, and protection of ancestral domains while upholding the rights, culture, and priorities of Indigenous Peoples. He also lobbied for funding for IP documentation, helping support efforts to properly document Indigenous Peoples and their concerns.

Organo likewise authored and co-authored several municipal ordinances, including those establishing the Mankayan IP Month Celebration, registration of migrants in Mankayan, creation of the Mankayan Historical Research Council, and the Mankayan Senior Citizensโ€™ Code, as well as an ordinance amending provisions related to Republic Act No. 8371 or the Indigenous Peoplesโ€™ Rights Act.

His accomplishments also include sponsoring and co-sponsoring several resolutions, active community involvement, performing other duties and functions of an IPMR, and supporting IPMR activities called upon by the National Commission on Indigenous Peoples (NCIP).

Accompanying Organo during the recognition were Mankayanโ€™s Barangay IPMRs and Vice Mayor Hon. Aldrin S. Camiling, who joined in celebrating the recognition of his service and contributions to the Indigenous Peoples of Mankayan.
