📌PLGU-LdS Deploys 15 Scholars to Cebu City, Solidifies University Partnerships
The Provincial Government of Lanao Del Sur, through the Ranaw Youth Development Office (RYDO), successfully deployed 15 Ranaw Iskolar students to top higher education institutions in Cebu City.
The initiative commenced on July 19 with the early arrival of the Ranaw Iskolar Organizing Team, led by Ms. Nihaya Danganan Abdullah and youth volunteers. Settling at the Bayfront Hotel Capitol Site, the team spent the opening day procuring essential living supplies, including kitchenware, appliances, and bedding, systematically sorting them by team and host school to prepare for the incoming scholars.
On July 20, the team conducted strategic courtesy visits to fortify educational partnerships. Ms. Abdullah met with key leadership at three major institutions, including Ms. Margrete Deguilmo-Rosario of the University of San Carlos (USC) Office of Alumni Affairs, Scholarships, and Job Placement to discuss the program's Memorandum of Agreement (MOA); Southwestern University–PHINMA Chief Operating Officer Cheryl Jane Chan; and Mr. Jose Martin Balicoco, head of the Office of Scholarships and Multi-Faith Services at Cebu Doctors' University (CDU).
The scholars officially arrived on July 21. Led by RYDO Officer-in-Charge Haninah Bayabao Lucman, the cohort of 15 students departed Laguindingan Airport and landed safely at Mactan-Cebu International Airport. Following a welcome lunch, three scholars took their entrance examinations and processed admission documents at USC. That evening, RYDO hosted a Welcome Dinner and Fellowship Program. The event featured notable guests, including Assistant Dean Rashid Vedra Pandi of the USC College of Law and Governance, Judge Macaundas Hadji Rasul, and local Muslim student leaders who offered mentorship on balancing academic rigor with cultural and religious identity.
High-level institutional engagements continued on July 22. OIC Lucman and the delegation met with Cebu Doctors' University President Dr. Philip Anthony S.D. Larrazabal, touring the campus and finalizing enrollment for four scholars. The team then joined COO Cheryl Jane Chan at Southwestern University PHINMA for the formal signing of a Memorandum of Agreement between the university and the Provincial Government of Lanao del Sur, serving eight scholars. The day’s university circuit concluded with a dialogue alongside University of San Carlos President Fr. Francisco Antonio T. Estepa, SVD, Ph.D. By nightfall, RYDO volunteers completed the physical deployment of all 15 scholars, moving them and their essential supplies into their respective dormitories.
The transition process wrapped up on July 23 with dormitory welfare checks and campus familiarization. SWU–PHINMA scholars toured their campus with student guides, while CDU and USC students finalized their official registration. To secure long-term financial support, OIC Lucman guided all 15 scholars through opening individual bank accounts at Landbank to facilitate direct releases of their scholarship stipends.
