The Department of Agrarian Reform Provincial Office of Masbate reinforced its workforce by spearheading the 2-day Tactical Training, Technical Review and Validation of Survey Returns (SR) Cum Capacity Building Workshop under the SPLIT Project (Batch 1) last September 15-16, 2026 at Bamโs Restobar, Boulevard Extension, Masbate City.
In attendance were OIC-PARPO II Eleanor F. Torres, OIC-PARPO I Norberto I. Esquillo, facilitators from the DARPO Masbate survey unit, and the selected Technical Personnel (TPs) from different DAR Municipal Offices.
This initiative of the Survey Unit under Survey Chief Engr. Ace M. Llabore, aimed to enhance the technical knowledge and skills of participants particularly in the preparation, review, verification, and validation of Survey Returns. It also served as a forum to discuss existing procedures and practices, address technical concerns, share experiences, and boost the agencyโs capacity toward ensuring the accuracy and quality of survey-related outputs.
Given the strict time frame and the 12K registration targets for 2025-B expected to be accomplished in the remainder of the year, Torres emphasized the need to expedite the process of submitting complete and error-free documents from DARMO up to DARPO level. It is therefore crucial for DARMO personnel to be educated on the specifics of the process and its requirements to avoid or minimize errors and operational lapses that lead to delays in the land title registration.
Participants were able to grasp essential knowledge and hands-on experience on Keyhole Markup Language (KML) using AutoCAD, QGIS, and Google Earth software. They checked actual SRs, wrote the PINCs, and generated map projections from the given Survey Plan as an application of the theory.
"The workshop was highly interactive and engaging, fostering fruitful exchanges of ideas and meaningful discourses. Surely, the active participation and valuable inputs of the TPs contributed to the success of the undertaking," Torres remarked.
This Tactical Training and Capacity-Building Workshop stands as a testament to DAR Masbateโs commitment to investing in its people, believing in the positive impact that each personnel can contribute to the agencyโs goals and mandate of improving land tenure security of farmer beneficiaries in the land.
