Maaaring mag-apply ang mga Pamahalaang Panlalawigan, Panlungsod, Pambayan, at Barangay.

📋 PAANO MAG-APPLY?

1️⃣ Pagsusumite – Ihain ang mga kinakailangang dokumento sa C/MLGOO o DILG Field Office.

2️⃣ Pagsusuri – Susuriin at ebalwasyon ng DILG ang mga dokumento alinsunod sa umiiral na mga patakaran.

3️⃣ Pag-apruba – Iisyu ng DILG ang Authority to Purchase kapag natugunan ang mga kinakailangan.

4️⃣ Pagbili – Maaari nang isagawa ng LGU ang pagbili ng sasakyan alinsunod sa naaprubahang awtoridad at mga batas sa procurement.

📌 ANO ANG MGA KINAKAILANGANG DOKUMENTO?

Kabilang dito ang Citizen's Charter Service Request Form (CCSRF), request letter ng Local Chief Executive, Certificate of Availability of Funds, kaukulang ordinansa at resolusyon, at updated inventory ng mga sasakyan ng LGU.

💡 TANDAAN: Ang maayos na proseso ng pagbili ng mga sasakyan ng pamahalaan ay mahalaga upang matiyak ang wastong paggamit ng pondo ng bayan at mas mahusay na paghahatid ng serbisyo sa mamamayan.

📌 KAILAN MAAARING MAIBIGAY ANG AUTHORITY?

Ang authority ay maaaring maibigay kung ang subject matter ng aktibidad ay:

1️⃣ Bahagi ng Capacity Development Program ng LGU na nakabatay sa assessment ng aktuwal na capacities;

2️⃣ Direktang tumutugon sa aktuwal na capacity development needs o gaps ng LGU;

3️⃣ Nakapag-aambag sa pagpapabuti ng mga capacity pillars na nakapaloob sa System on Capacity Assessment for Local Governments at Capacity Development Agenda; at

4️⃣ Hindi maaaring matugunan ng mas matipid na capacity development intervention sa loob ng territorial jurisdiction ng LGU.

📋 ANO ANG MGA KAILANGANG ISUMITE?

Kabilang sa mga kinakailangang dokumento ang:

1️⃣ Letter of Intent mula sa Local Chief Executive o Chapter President, kung league ang requester;

2️⃣ Approved Activity Design na naglalaman ng objectives, expected participants, methodology, budgetary requirements at source of funds, expected outputs, at monitoring and evaluation;

3️⃣ Program of Activities;

4️⃣ Written prior confirmation mula sa host LGU o institution;

5️⃣ Local League Resolution, kung naaangkop;

6️⃣ Certification mula sa C/MLGOO o Provincial Director na ang proposed activity ay reflected sa adopted CapDev Agenda ng participating LGU; at

7️⃣ Designation of Officer-in-Charge para matiyak ang continuity of services kapag official travel ng Local Chief Executive o Head of Office.

⏰ MAHALAGANG PAALALA!

🚫 ANO ANG IPINAGBABAWAL?

Mahigpit na ipinagbabawal ang:

❌ Excessive allowances para sa participants
❌ Excessive expenses, kabilang ang accommodation sa five-star hotels o pagkain sa mamahaling restaurants
❌ Pag-upa ng mamahaling halls o rooms sa luxury hotels o restaurants, maliban sa mga itinakdang exception
❌ Pagpasok sa casino o gambling establishments
❌ Pag-iskedyul ng aktibidad kasabay ng personal na okasyon ng participants, gaya ng weddings, birthdays, at anniversaries

💡 TANDAAN:
Ang Study Tour o “Lakbay Aral” ay hindi lamang simpleng official travel. Dapat itong nakabatay sa aktuwal na capacity development needs ng LGU at makapag-aambag sa pagpapalakas ng kakayahan nito.

The Municipality of Mercedes, Eastern Samar joins the people of Barangay Cabunga-an in mourning the sudden passing of their beloved Punong Barangay.

His untimely demise is a profound loss not only to the bereaved family and loved ones, but also to the entire Barangay Cabunga-an community whom he served with dedication and commitment.

We extend our deepest sympathies to the family, relatives, friends, fellow barangay officials, and constituents during this difficult time. May the memories of his service, kindness, and contributions to the community remain a lasting legacy.

May the Almighty grant eternal rest to the departed soul and bless the bereaved family with strength, comfort, and peace as they face this difficult period.

Rest in peace, Punong Barangay Hon. Mike Odevilas. Your service to the people of Cabunga-an will always be remembered.

Who approves your Foreign Travel Authority (FTA)? What documents do you need? And where do you submit your application? Here’s your quick and complete guide to help you navigate the FTA process:

Pursuant to DILG Circular No. 2026-017, effective September 7, 2026, the authority to approve the foreign travel of local government officials and employees has been delegated to the appropriate DILG officials, depending on the position of the applicant, type of travel, duration of travel, and applicable circumstances.

⚠️ Before you submit your application, keep these important reminders in mind:

🔔 Apply early! Submit your complete FTA application at least seven (7) working days before your departure date.

📄 Complete your requirements. Make sure all required documents are properly accomplished, signed, notarized, and uploaded, as applicable. Incomplete or improperly accomplished documents may be returned for revision.

☑️ Check every applicable box. Make sure all applicable fields and boxes are properly accomplished. If an item does not apply, indicate “N/A.”

📝 Double-check your details. Ensure that all required information is complete and accurate to help avoid delays and repeated return of documents for correction.

📎 Check your file format and size. Required documents uploaded to the FTA Online System must be in PDF format, with a maximum file size of 25 MB.

📩 Check your email regularly. Monitor your email for your approved FTA or any request for revision from DILG.

📌 Additional documents may be required. The Department may request other documents, as may be necessary, for the evaluation and approval of the FTA application.

READ | LGUs can now tap 20% dev’t fund for energy projects under new policy

Local government units (LGUs) can now use their 20% Development Fund (DF) for projects aimed at cushioning the impact of the country’s energy crisis, under new guidelines jointly issued by the Department of the Interior and Local Government (DILG), Department of Budget and Management (DBM), and Department of Finance (DOF).

The new policy allows LGUs to use their Development Fund for the construction and/or establishment of local oil storage facilities; expansion of renewable energy projects and smart and green grid systems; and procurement of electric vehicles (EVs) for health services, uniformed services, and disaster risk preparedness and response operations.

Projects may also include the construction and installation of solar photovoltaic systems and infrastructure, as well as other applicable energy efficiency projects recommended by the Inter-Agency Energy Efficiency and Conservation Committee.

Under DBM-DOF-DILG Joint Memorandum Circular No. 1 dated August 4, 2026, LGUs may fund development-oriented and capital-intensive projects that support the government’s Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Framework.

The UPLIFT Framework was adopted under Executive Order (EO) No. 110, s. 2026, following President Ferdinand R. Marcos Jr.’s declaration of a State of National Energy Emergency. It provides a unified government response to safeguard energy stability, economic continuity, and public welfare.

The JMC supplements an earlier directive governing the appropriation and use of the 20% DF, giving LGUs greater flexibility to align local resources with the UPLIFT Framework and undertake interventions that mitigate the effects of the energy emergency.

LGUs are likewise encouraged to coordinate with relevant national government agencies to ensure that local interventions complement existing programs and provide additional support to sectors or areas not sufficiently covered by national or local initiatives.

The DILG emphasized that energy efficiency and conservation projects funded under the 20% DF must be integrated into local planning, investment programming, budgeting, and reporting mechanisms, including the Local Energy Efficiency and Conservation Plan.

The fund, however, cannot be used for recurring expenses such as fuel purchases, electricity and water bills, and other day-to-day administrative costs.

Through the newly issued guidelines, LGUs can mobilize local investments toward cleaner, more resilient, and energy-efficient communities while helping cushion the impact of global energy uncertainties on local economies and the delivery of essential public services.
