MONDRAGON, NORTHERN SAMAR โ€” Members of the Municipal Council for the Protection of Children (MCPC), the Municipal Committee on Anti-Trafficking and Violence Against Women and their Children (MCAT-VAWC), and the Municipal Gender and Development Focal Point System (MGADFPS) were capacitated on child protection and gender-responsive planning during their 3rd Quarter CY 2026 joint meeting held on August 14, 2026 at 9:00 in the morning at the Covered Court of the municipality.

MLGOO Christine L. Dela Rosa of DILG Mondragon discussed the Local Council for the Protection of Children (LCPC) Functionality Assessment Tool, taking the body through the requirements the council has to meet and document for the assessment.

She explained that the LCPC Functionality Assessment is conducted annually every first quarter of the year, with the previous year's performance as the subject of the assessment. On this note, the members were instructed to prepare and keep their means of verification (MOVs) on or before February of the assessment year, so that nothing is scrambled for once the assessment begins.

MLGOO Dela Rosa also conducted a brief orientation on Gender Analysis, emphasizing its two views โ€” the View from Below and the View from Above.

The View from Below looks at the situation on the ground: the day-to-day realities, needs, and experiences of women, men, girls, and boys in the community, as gathered from the people themselves through consultations and sex-disaggregated data.

The View from Above, on the other hand, looks at the bigger picture: the laws, policies, systems, and institutional arrangements that shape those realities, including how programs and budgets are designed and delivered.

She stressed that both views are necessary in doing a sound analysis, and that gender analysis has to come ahead of the formulation of the GAD Plan and Budget so that programs and funds respond to the actual situation on the ground and no one in the community is left behind.

The members of the two bodies welcomed the discussions. Those from the MCPC said they now have a better grasp of the assessment tool, its indicators, and the MOVs they need to prepare and present to the Inter-Agency Monitoring Task Force (IMTF) during the assessment, while the MGADFPS members expressed appreciation for finally understanding the context of gender analysis and how it should inform their planning.

The joint meeting is part of the regular quarterly conduct of the three bodies in monitoring their programs and preparing for the next planning cycle.

MONDRAGON, NORTHERN SAMAR โ€” The Local Government Unit of Mondragon convened its concerned Department Heads and functionaries in a coordination meeting on August 14, 2026 at 2:00 in the afternoon, in preparation for the Regional Local Governance Champions (RLGC) Regional Validation set on September 2, 2026. The validation will assess the municipality's performance for Calendar Year 2025.

Municipal Mayor Mario M. Madera sat in for the entire duration of the meeting and impressed upon the body the need to take the preparation faithfully, with each office accountable for the requirements under its area.

MLGOO Christine L. Dela Rosa of DILG Mondragon discussed the updated technotes of the CY 2026 RLGC covering the 10 governance areas. She took up the indicators one by one, together with the corresponding means of verification, and as each was presented, the department head or functionary concerned confirmed that the required documents and compliance are in place.

The run-through showed that the municipality is prepared for the regional validation, with the offices concerned having their means of verification ready for presentation to the validators.

Mondragon is coming off a passing mark in last year's RLGC Assessment, and the LGU is working to sustain its performance in the current cycle.
