Number 6 on the list of ICS principles brings us now to 'Incident Facilities and Locations'.
There are several types of these and which ones are utilized will largely depend upon the needs of the situation. Whether the incident is just a few minutes or extends to several months, the needed infrastructure to support incident management will have some of the same components. From there it really depends upon the size and scope of the incident, anticipated operational periods, number of resources responding and from how far away, etc...

These shots show the absolute devastation and just why it is so incredibly dangerous to build in a floodplain. 24 hours of rain caused the Mananga River to swell and overflow its banks, inundating everything in nearby.
According to the Cebu Province FB page, thankfully the residents were preemptively evacuated to Talisay Sports Academy, where 1,088 individuals from 262 households are currently sheltering. Bravo Zulu to the responders helping their fellow citizens and moving swiftly to get them out of the danger zone.
Hopefully we can all learn from these tragic events and plan accordingly!

Flood incidents in Cebu from earlier this morning, verified through open source intel gathering.
What appears to have happened is the mountains to the west of the Cebu Metro area acted as a catch basin for the rains from Typhoon Tino. As the water sped towards the coast, it overflowed the banks of most of the major rivers. Many people survived the flash flood by waiting on their roofs, while their subdivisions and homes were cut off from evacuation.
