Implements programs and activities on disaster preparedness, disaster operation and rehabilitation and acts as the overall coordinator of all disaster management within the city. The LDCC also serves as the policy making body for disaster management and is in charge of maximizing the allocation of resources in the city to support the lower level Disaster Coordinating Council.
