NAGA CITY – “Let us now focus on how we can address these inadequacies, improve our processes, and establish a more efficient system in our division,” said Lilia B. Villegas, OIC-Chief Agrarian Reform Program Officer for Operations of the Department of Agrarian Reform (DAR) Camarines Sur II, during the LTID-MARPO conference held on August 25 to 26 at Crown Hotel, Naga City.
The activity strengthened coordination between its Land Tenure Improvement Division (LTID) and Municipal Agrarian Reform Program Officers (MARPOs) to address recurring field-level concerns, improve operational processes, and accelerate land acquisition and distribution (LAD) activities.
With mostly problematic landholdings remaining for LAD, the two-day conference served as a venue to identify operational and technical gaps, develop concrete action plans, and align strategies between the provincial division and municipal offices toward a more efficient coordination system.
In his message, Atty. Publio M. Peyra III, OIC-Provincial Agrarian Reform Program Officer I, emphasized the importance of the activity in helping the agency reassess its direction and priorities.
“Although our plates have always been full, conferences like this will enable us to find a sense of direction again in what we do,” he said.
Meanwhile, Engr. Rodel C. Martirez, OIC-Provincial Agrarian Reform Program Officer II, recognized the efforts of the LTID and municipal offices after the province exceeded its 169-hectare target for Claim Folder (CF) documentation for Calendar Year (CY) 2026, accomplishing more than 100 percent of its target.
Despite this achievement, Villegas stressed that continued efforts are necessary to sustain the province’s performance.
“As part of the Big 4 operating provinces in Bicol, the regional office relies on us,” she said.
Villegas presented the province’s January to August 2026 accomplishments and facilitated the review of the municipal commitments in addressing CY 2025 backlogs. The activity also provided an opportunity to assess current processes and identify areas requiring further improvement.
Among the strategies discussed were strengthening databases, improving reporting and updating mechanisms, and standardizing processes. The Legal Division, represented by Atty. Frances Claire Caceres-Agna, also took part in the discussions to provide legal inputs on identified concerns.
During her presentation on the status of submitted Claim Folders, Julie B. Datiles, Pre-Processing Unit Head, reported that DAR Camarines Sur II has consistently complied with the requirements of the Land Bank of the Philippines (LBP) for land valuation. She also provided updates on recent agreements between the two agencies aimed at streamlining the land valuation process.
Ma. Angelica C. Cendon, EP/CLOA Section Chief, discussed updates on registration matters, while Joseph I. Peñas, Agrarian Reform Program Officer II, presented concerns related to reconstitution and deductibles. Grace A. Singson, Senior Agrarian Reform Program Technologist, also provided updates on AGRI-AGRA, an initiative designed to expedite the completion of previously distributed landholdings that remain undocumented.
Engr. Maribel P. Teodones, Survey Section Chief, presented the status of ongoing survey activities and sought the assistance of the municipal offices in completing the province’s 297-hectare survey target for the year.
With only four months remaining in 2026, the conference served as a strategic checkpoint for DAR Camarines Sur II to reassess their commitments, address operational gaps, and strengthen coordination toward its common goal of accelerating the distribution of agricultural lands to landless farmers.
