QUESTION NO. 745 - ANO ANG DAPAT KONG GAWIN KUNG ANG KAPITBAHAY KO AY PALAGING NAGSUSUNOG NG BASURA NA ANG USOK AT AMOY NITO AY NAKAKASAMA NA SA AMING KALUSUGAN?

Kung ang kapitbahay mo ay palaging nagsusunog ng basura at nakakaapekto na ito sa kalusugan ninyo, hindi lang ito simpleng abala—maaaring paglabag na ito sa batas sa Pilipinas.
⚖️ 1. May batas laban dito
Ang pagsusunog ng basura ay ipinagbabawal sa ilalim ng Republic Act No. 9003.
👉 Ipinagbabawal ang open burning dahil:
• Naglalabas ito ng nakalalasong usok
• Nakakasama sa kalusugan (ubo, hika, at iba pang sakit)
• Nakakapinsala sa kapaligiran

🪜 2. Mga hakbang na maaari mong gawin

✔️ Una: Makipag-usap nang maayos
• Subukang kausapin ang kapitbahay
• Ipaliwanag ang epekto sa kalusugan ninyo

✔️ Pangalawa: Magreklamo sa Barangay
• Lumapit sa inyong Barangay Hall
• Maghain ng reklamo para sa mediation (kasunduan)
• Maaaring patawan ng babala o multa ang kapitbahay

✔️ Pangatlo: I-report sa awtoridad
Kung hindi pa rin tumigil:
• Makipag-ugnayan sa:
o City/Municipal Environment Office
o Department of Environment and Natural Resources (DENR)
• Maaari silang magsagawa ng imbestigasyon at magpataw ng parusa

⚠️ 3. Posibleng parusa
Kapag napatunayang lumalabag:
• Multa
• Community service
• Iba pang penalties ayon sa batas at lokal na ordinansa

💡 Practical tips
• Magtago ng ebidensya (pictures, videos, petsa/oras)
• Isulat kung gaano kadalas at kalala ang usok
• Kung may naapektuhan sa kalusugan, magpa-check at humingi ng medical record

♻️ ADVISORY: The collection of recyclable waste will RESUME on Monday, April 27, 2026.
All households and establishments are encouraged to prepare and properly segregate recyclable materials in accordance with the regular collection schedule.

As of April 22, 2026, PAGASA has raised an El Niño Alert, indicating a 79% chance of El Niño development between June and August 2026, which may persist until early 2027.

In line with CLENRO’s commitment to environmental awareness and community resilience, here are some important reminders to help us prepare.

𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲: 𝐑𝐞𝐜𝐲𝐜𝐥𝐚𝐛𝐥𝐞 𝐰𝐚𝐬𝐭𝐞 𝐜𝐨𝐥𝐥𝐞𝐜𝐭𝐢𝐨𝐧 𝐨𝐧 𝐀𝐩𝐫𝐢𝐥 𝟐𝟏–𝟐𝟒, 𝟐𝟎𝟐𝟔 is temporarily cancelled due to vehicle breakdown.

The successful completion of the 5-Day Waste Analysis and Characterization Study (WACS) was made possible through the support and cooperation of our partners and stakeholders.

We also thank all participating barangays, especially Barangay Bagakay for allowing the use of its area as the venue. Our gratitude is likewise extended to DENR-EMB for their technical assistance and to OZAMCO for providing the use of its weighbridge free of charge for five (5) days.

This collective effort reflects strong teamwork and commitment toward improving solid waste management and maintaining a cleaner Ozamiz City. ♻️

Please be informed that the collection of recyclable waste scheduled for Thursday and Friday, 𝐀𝐩𝐫𝐢𝐥 𝟏𝟔–𝟏𝟕, 𝟐𝟎𝟐𝟔, is 𝐂𝐀𝐍𝐂𝐄𝐋𝐋𝐄𝐃.

All concerned households and establishments are advised to temporarily store their recyclable materials and wait for the next regular collection schedule.
