| 𝐀𝐠𝐫𝐨-𝐄𝐧𝐭𝐞𝐫𝐩𝐫𝐢𝐬𝐞 𝐂𝐥𝐮𝐬𝐭𝐞𝐫𝐢𝐧𝐠 𝐀𝐩𝐩𝐫𝐨𝐚𝐜𝐡 (𝐀𝐄𝐂𝐀) 𝐏𝐡𝐚𝐬𝐞 𝟏

Malampusong nahuman ang Agro-Enterprise Clustering Approach (AECA) Phase 1 nga gipahigayon niadtong Abril 16–17, 2026 sa Siayan, Zamboanga del Norte. 🌾

Gipasiugdahan kini uban sa aktibong partisipasyon sa mga mag-uuma nga miyembro sa Siayan Pangkabuhayan Federation of Cooperatives (SIAPAFEDCO), nga nagpakita sa ilang lig-on nga panaghiusa, kooperasyon, ug tinuod nga dedikasyon sa pagpalambo sa ilang panginabuhian ug komunidad.

Atol sa maong pagbansay, gihisgutan ug gipraktis sa mga partisipante ang mga batakang konsepto sa clustering, lakip na ang paghiusa sa produksyon, pag-ila sa merkado, ug pagplano sa mga lakang aron mas mapauswag ang ilang negosyo sa agrikultura. Nakahatag usab kini og oportunidad sa mga mag-uuma nga magbahin sa ilang mga kasinatian, mga hagit nga ilang giatubang, ug mga posibleng solusyon pinaagi sa panagtinabangay.

Pinaagi niini, mas napalig-on ang ilang kapasidad sa pag-organisa, pagdesisyon isip grupo, ug pagtan-aw sa mas dako nga oportunidad sa merkado. Ang maong lakang usa ka importante nga pundasyon padulong sa mas episyente, organisado, ug lig-on nga agro-enterprise nga makahatag og mas taas nga kita ug mas sigurado nga panginabuhian sa umaabot.

The Department of Agriculture – Farm and Fisheries Clustering and Consolidation (F2C2) Program successfully conducted a Training on Leadership Development and Organizational Strengthening for the identified clusters in Zamboanga del Norte on March 18-19, 2026. This initiative is part of the program’s continuous effort to capacitate farmer leaders and enhance the overall functionality and sustainability of clustered farmer cooperatives and associations.

The activity focused on developing effective leadership skills, strengthening organizational structures, and promoting good governance among cluster members. Participants were equipped with essential knowledge on decision-making, communication, conflict management, and strategic planning—key components in ensuring that clusters are not only organized but are also efficient, accountable, and responsive to the needs of their members.

Moreover, the training highlighted the importance of unity, shared vision, and collective action in achieving common goals. By reinforcing organizational systems and leadership capacities, the clusters are better positioned to manage their enterprises, access market opportunities, and maximize the benefits of government interventions.

This initiative reflects the Department’s commitment to empowering farmers beyond production—by nurturing strong leaders and sustainable organizations that will drive inclusive growth in the agriculture sector.

The Farm and Fisheries Clustering and Consolidation (F2C2) team headed by Mr. Hannibal Bayo-ang conducted a coordination meeting with the Cooperative Development Authority (CDA) Regional Director Ruben L. Cunanan, JD on March 24, 2025.
The primary goals of the said meeting were to conduct collaboration on capacity - building activities, conduct pre - registration seminar, and to coordinate and validate activities on cooperative development.

The Farm and Fisheries Clustering and Consolidation (F2C2) Program - Central Office representatives Miss La Pia Paula Napuli, PDO III and Ms. Shiryle C. Estoque - PDO II paid a courtesy visit to the Department of Agriculture Regional Field Office 9, Lenienza, Pagadian City on March 24, 2025.
Mr. Hannibal Bayo-ang, Field Operations Division Chief and F2C2 Focal together with Mr. Jose Jacinto Antonio, Agricultural Cooperative Enterprise Development (ACED) Chief warmly welcomed the guests to discuss the current plans and guidelines of the F2C2 Program.
