NATIONAL CHAMPIONS!

The Office of the Provincial Prosecutor of Zamboanga del Sur bagged the Champion and 1st Runner-Up titles in the Prosecutors’ League of the Philippines National Convention Pickleball Tournament held in Iloilo City.

The championship team was composed of PA Laurence Obaob and Assoc. PP Omar Loui Sebastian, while Assoc. PP Ralph Villa and Assoc. PP Xerxes Regala secured the 1st Runner-Up finish. Through teamwork, precision, and determination, they delivered an outstanding performance.

Their achievement shows that excellence goes beyond the courtroom, as they continue to succeed both in the pursuit of justice and in sport.

Prosecutor Ralph N. Villa delivered a heartfelt reflection at the conclusion of the Specialized Training Course on Handling Child Victims of Sexual Abuse and Armed Conflict.
“In every child we protect, we do not only uphold the law—we restore hope, reclaim dignity, and affirm that justice still stands for those who need it most, the children,” Villa emphasized.

Such reflections elevate training beyond a single event, transforming it into a meaningful journey of learning. They ensure that participants do more than simply attend—they internalize, grow, and carry forward a deeper commitment to safeguarding the children they serve.

Prosecutors Undergo Advanced Training to Enhance Protection for Child Victims |

Prosecutors Ralph N. Villa and Elias Orlando P. Dagohoy successfully completed the Specialized Training Course on Handling Child Victims of Sexual Abuse and Armed Conflict, held at Kingsford Hotel Manila, Parañaque, Metro Manila.

Organized by the NPS–Special Projects Division, the program is aimed at strengthening prosecutors’ expertise in handling highly sensitive cases involving children. The training equips participants with advanced skills and a deeper understanding of child-sensitive approaches, ensuring that justice is pursued with compassion, diligence, and a firm commitment to protecting the rights and welfare of vulnerable child victims.

In celebration of Women’s Month, the Municipal Government of Bayog successfully conducted a VAWC Awareness Forum aimed at strengthening community knowledge and protection for women and children.

PRESS RELEASE | DOJ hails SC ruling on stricter evidence standards in preliminary investigations

The Department of Justice (DOJ) welcomes the decision of the Supreme Court (SC) affirming the validity of Department Circular No. 015, series of 2024, which elevated the standard of proof in preliminary investigations and inquest proceedings from mere probable cause to prima facie evidence with reasonable certainty of conviction.

The rule change was introduced to address longstanding challenges in the justice system, including the filing of weak cases that overburden courts, prolong trials, and erode public trust.

By requiring a higher threshold, prima facie evidence demonstrating not just probable cause but a reasonable certainty of conviction, the DOJ ensures only meritorious cases proceed to trial and criminal cases, improving the overall quality of cases brought before the courts, as well as a higher conviction rate for the prosecution.

Justice Secretary Fredderick A. Vida hailed the SC ruling, describing it as an affirmation of the DOJ’s commitment to reform and advance the country’s criminal justice system.

"The Supreme Court's affirmation validates our bold step toward a more discerning and effective prosecution system. This is not about making justice harder to achieve. It’s about making it fairer, faster, and more reliable for all Filipinos,” Justice Secretary Vida stated.

This shift promotes efficiency, reduces judicial backlog, protects the rights of the accused, and upholds the presumption of innocence.

The Department will continue implementing these guidelines nationwide, providing training to prosecutors and collaborating with stakeholders to refine processes further.
