Turning Milestones into Momentum for IP Rights: Key Outcomes from the 21st NCIP Regular Session
The National Commission on Indigenous Peoples (NCIP) Region IX proudly shares the successful conduct of the 21st Regular Session of the 10th Commission, held in Pagadian City on April 20–24, 2026.
This significant gathering has led to remarkable and historic milestones for our Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs):
✅ Four (4) Ancestral Domains (ADs) were issued with Certificate of Recognition of Ancestral Domain Claim (CRADC):
AD North Sindangan
AD South Sindangan
AD RT Lim
AD Tampilisan
✅ Three (3) Ancestral Domains (ADs) were approved for the issuance of Certificate of Ancestral Domain Title (CADT):
AD S. Osmeña
AD Bayog
AD Imelda
✅ Two (2) Certifications Precondition (CPs) were granted in favor of Alsons Energy Development Corporation (AEDC) for their Hydropower projects covering applied areas in:
AD Dumingag
AD Siayan
These achievements represent long-awaited progress and reflect years of sustained dedication, careful preparation, and strong inter-office collaboration. They underscore the collective efforts of the Regional Office - past and present leadership, technical staff, and focal persons whose shared commitment contributed to the realization of these milestones.
Out of the 114 identified ancestral domains across the region, steady progress continues to be realized. To date, 16 ancestral domains have been approved for the issuance of Certificates of Ancestral Domain Title (CADT), affirming legal recognition of IP rights over their territories. Meanwhile, 5 ancestral domains have been issued Certificates of Recognition of Ancestral Domain Claim (CRADC), and 3 have already been formally awarded - marking important steps in the broader process of securing tenure and self-determination for Indigenous Cultural Communities/Indigenous Peoples.
With many more lined up for deliberation before the year ends—and additional areas set for commencement, we remain hopeful for continued support, including increased budget allocation, to further advance the recognition of IP rights.

Firm for Generations, First in Zamboanga Sibugay: AD Imelda Secures CADT Approval
A historic victory for the Subanen ICCs/IPs of Imelda, Zamboanga Sibugay!
Standing as one of the very first ancestral domains in the province, AD Imelda has finally achieved the long-awaited approval of its Certificate of Ancestral Domain Title (CADT) - a milestone born from perseverance, sacrifice, and unwavering faith. This is not only a triumph for Imelda, but also a historic milestone for all Subanen ICCs/IPs in Zamboanga Sibugay, paving the way for further recognition across the province.
The journey was far from easy. Over the years, the domain underwent multiple Project Delineation Teams (PDTs), which unfortunately resulted in data losses and led to a deferred outcome during the Commission En Banc (CEB) deliberation in September 2025. Yet, despite these setbacks, the commitment to pursue recognition never wavered.
The current Community Delineation Team (CDT), now composed of members from CSC Diplahan and supported by dedicated technical and legal personnel across NCIP Region IX, worked tirelessly - burning candles late into the night, to bring this long-standing aspiration to reality.
This achievement is also a solemn reminder of time’s passage. From the many leaders who first carried this vision over a decade ago, only four (4) remain today to witness this historic moment. Their resilience stands as a testament to the enduring spirit of the Subanen people.
Located in a resource-rich area, AD Imelda has long faced both internal and external pressures - from competing interests involving both ICCs/IPs and non-ICCs/IPs. With the CADT now approved, the community’s claim over their ancestral domain is strengthened and secured, providing a firm foundation to confront these challenges.
More than recognition, this is a legacy.
An assurance that the ancestral domain will be protected, governed, and nurtured - not only for today, but for the generations to come.
A victory of patience. A triumph of unity. A legacy secured for the future.

Rights Within the Domain: AD Tampilisan Moves Forward in Ancestral Recognition
Another milestone unfolds for the Subanen ICCs/IPs of Tampilisan, Zamboanga del Norte!
The approval of the Certificate of Recognition of Ancestral Domain Claim (CRADC) for AD Tampilisan marks a significant step toward the affirmation of their long-asserted rights over their ancestral lands.
While it is recognized that a portion within the ancestral domain is covered by a Presidential Decree (PD)-issued property, this development highlights an important truth: the presence of such titles does not negate the inherent rights of Indigenous Peoples over their ancestral domain.
Instead, the CRADC serves as a strong foundation—affirming that the Subanen community of Tampilisan holds legitimate and enduring claims rooted in history, culture, and tradition.
This recognition strengthens their position to:
✔ Assert their rights to self-determination;
✔ Engage in meaningful dialogue over overlapping claims;
✔ Protect and sustainably manage their ancestral resources.
Notably, the community already has an Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) in place. With both the ADSDPP and the CRADC, they are now better equipped to fully and responsibly utilize their ancestral domain, guided by their own plans, priorities, and indigenous knowledge systems.
As the process moves forward, the next crucial step will be the conduct of survey activities, paving the way for proper delineation and further validation of the ancestral domain.
More importantly, it signals a step toward balance—where legal frameworks and indigenous rights can be harmonized in pursuit of justice and inclusivity.
The journey continues, but this milestone stands as a testament to the resilience and unity of the Subanen people of Tampilisan.

From Roots to Rights: South Sindangan Moves Forward in Self-Determination
A long-awaited milestone has finally come for the Subanen ICCs/IPs of South Sindangan, Zamboanga del Norte!
The approval of their Certificate of Recognition of Ancestral Domain Claim (CRADC) marks the realization of a long-standing prayer for recognition - one deeply rooted in history, identity, and resilience.
South Sindangan is not just an ancestral domain, it is the very ground where the roots of Datu Tangkilan trace back. Yet despite this rich heritage, generations of descendants have continued to face threats, particularly in the utilization and control of the natural resources within their own domain.
Today, that narrative begins to change.
With the CRADC, the community is now better positioned to assert their rights and stand firm against external interests that have long benefited from their lands. This recognition empowers them to reclaim stewardship, protect their resources, and uphold their rightful place as custodians of their ancestral domain.
While survey activities have already been completed, the journey continues. There remain issues that must first be settled and resolved as the community prepares for the second deliberation and eventual approval of their ancestral domain claim.
Still, this progress signals hope.
A step closer to justice.
A step closer to unity.
A step closer to genuine self-determination.
