As part of its continuing commitment to ensure that socio-economic interventions translate into timely, responsive, and sustainable benefits for Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), the National Commission on Indigenous Peoples (NCIP) Central Office โ Office on Socio-Economic Services and Special Concerns (OSESSC) spearheaded site visits, coordination, and monitoring of selected socio-economic projects in Tuburan, Basilan; Sirawai, Zamboanga del Norte; and Kumalarang, Zamboanga del Sur.
The initiative is particularly aimed at ensuring that OSESSC-supported socio-economic projects are implemented within the prescribed timelines, implementation issues and concerns are immediately identified and addressed, and appropriate measures are undertaken to facilitate completion and sustainability of the interventions.
The activity was led by Ms. Glenda Alcantara-Pua, Chief of the Socio-Economic Development Division (SEDD) of the NCIP Central Office โ Office on Socio-Economic Services and Special Concerns (OSESSC), together with Ms. Maribel Guemo-Dato, and Mr. Joseph Ian Manlulu.
The initiative underscores the NCIP Central OfficeโOSESSCโs proactive approach to project monitoring - not only to determine the status of implementation, but more importantly, to work with implementers and communities in resolving bottlenecks, catching up on delayed activities, and ensuring that project investments ultimately reach and benefit the intended ICC/IP beneficiaries.

A coordination and implementation discussion was conducted with the lead implementer, Engr. George T. Jocutan, together with Mr. Abdulani Lakibul and Mr. Winnie Perian.
The discussion focused on the current status of the supported interventions and the need to catch up with implementation, considering that the projects were originally targeted for completion by June 30, 2026.
The monitoring provided an opportunity to identify issues and concerns affecting implementation, discuss possible solutions, and establish necessary follow-through actions to help move the projects toward completion.
For NCIP, timely implementation is essential - not only for compliance with project commitments, but more importantly, because every delay may also mean a delay in the delivery of intended benefits to ICC/IP communities.

In Kumalarang, a promising development was noted among the Subanen IP women, through their KWARB Association, with the support of the Kumalarang Ancestral Domain ICCs/IPs and Leaders, and Barangay Indigenous Peoples Mandatory Representatives (IPMRs).
The group is set to explore and forge a partnership with the Local Tourism Officer to strengthen the sustainability and market potential of their initiatives.
The proposed collaboration aims to create opportunities for product promotion, market access, tourism-related linkages, and sustained income generation, helping ensure that the benefits of the socio-economic intervention continue beyond the project implementation period.
This initiative demonstrates that monitoring is not merely about checking project status - it is also about looking ahead and identifying partnerships that can help communities sustain and expand the gains from their interventions.
The activities were facilitated by NCIP Region IX through its Regional Monitoring and Evaluation Team (RMET) composed of Ms. Zena May Dumandos, Mr. Wilbert Lopez, CPA, and Mr. Wenceslao Kling, and the Technical Services and Management Division (TSMD) Chief, Ms. Emily T. Silva.
The active participation of NCIP Region IX highlights the importance of strong coordination between the Central and Regional Offices in monitoring project implementation, providing technical guidance, addressing concerns, and ensuring appropriate follow-through at the community level.

The NCIP Central OfficeโOSESSC initiative reflects a commitment to results-oriented monitoring. Beyond documenting accomplishments, the monitoring activities seek to answer three important questions:
Are the projects being implemented on time?
What issues and challenges are affecting implementation, and how can these be resolved?
How can the benefits of the interventions be sustained and expanded for ICC/IP communities?
Through closer monitoring, stronger coordination with implementers, active participation of ICCs/IPs, and strategic partnerships with local stakeholders, NCIP continues to work toward ensuring that socio-economic interventions become functional, sustainable, and responsive investments for Indigenous communities.
