𝗬𝘂 served as the 𝗚𝘂𝗲𝘀𝘁 𝗼𝗳 𝗛𝗼𝗻𝗼𝗿 𝗮𝗻𝗱 𝗥𝗲𝘀𝗼𝘂𝗿𝗰𝗲 𝗦𝗽𝗲𝗮𝗸𝗲𝗿, delivering an inspirational message that underscored the importance of innovation and integrity in public service.

This year’s celebration carried the theme “𝗡𝗲𝘅𝘁𝗚𝗲𝗻 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲,” with the sub-theme “𝗠𝗮𝘁𝗶𝗻𝗼𝗻𝗴 𝗣𝗮𝗴𝗹𝗶𝗹𝗶𝗻𝗴𝗸𝗼𝗱. 𝗠𝗮𝗵𝘂𝘀𝗮𝘆 𝗻𝗮 𝗦𝗲𝗿𝗯𝗶𝘀𝘆𝗼. 𝗠𝗮𝗮𝗮𝘀𝗮𝗵𝗮𝗻𝗴 𝗣𝗮𝗺𝗮𝗺𝗮𝗵𝗮𝗹𝗮.” The theme emphasized the collective commitment of local government workers to uphold transparency, efficiency, and accountability in serving their communities.

The kick-off ceremony featured various activities aimed at fostering camaraderie among DILG IX personnel and reinforcing their shared vision for the future of local governance. It also served as a platform to celebrate the achievements of local government units and to inspire continued excellence in public service.

The 𝟯𝟱𝘁𝗵 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗠𝗼𝗻𝘁𝗵 celebration is observed annually every October, pursuant to 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟲𝟯. 𝗦𝗲𝗿𝗶𝗲𝘀 𝗼𝗳 𝟭𝟵𝟵𝟯, which designated the month as Local Government Month to commemorate the enactment of the 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗖𝗼𝗱𝗲 𝗼𝗳 𝟭𝟵𝟵𝟭 (𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟭𝟲𝟬).

The event served to 𝗵𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁 𝘁𝗵𝗲 𝗗𝗲𝗽𝗮𝗿𝘁𝗺𝗲𝗻𝘁'𝘀 𝗰𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝘃𝗲 𝗮𝗱𝘃𝗼𝗰𝗮𝗰𝘆 𝗶𝗻 𝗽𝗿𝗼𝗺𝗼𝘁𝗶𝗻𝗴 𝗲𝘅𝗰𝗲𝗹𝗹𝗲𝗻𝗰𝗲 𝗶𝗻 𝗹𝗼𝗰𝗮𝗹 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲, bringing together various provincial and field offices from across the Region IX.

The four-day activity, facilitated by 𝗗𝗜𝗖𝗧 𝗜𝗫 𝗲𝘅𝗽𝗲𝗿𝘁𝘀, brought together LGU personnel involved in frontline services, revenue-related transactions, civil registration, business permitting, and administrative support. The training focused on familiarizing participants with the eLGU system and preparing them to effectively use its features in their respective offices.

A major component of the activity was the 𝘀𝘆𝘀𝘁𝗲𝗺 𝘀𝗲𝘁𝘂𝗽 𝗮𝗻𝗱 𝗵𝗮𝗻𝗱𝘀-𝗼𝗻 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗲𝗟𝗚𝗨 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗲𝘀. Participants worked through actual transaction scenarios to better understand how information moves through the system, how records are processed, and how the platform can support the day-to-day operations of their respective LGUs.

Beyond system familiarization, the sessions encouraged participants to examine their existing workflows and determine how these can be properly translated into the digital platform. The discussions allowed the participating LGUs to raise operational concerns, verify process requirements, and address areas that may require coordination among different offices.

Particular attention was also given to processes involving 𝗯𝘂𝘀𝗶𝗻𝗲𝘀𝘀 𝗽𝗲𝗿𝗺𝗶𝘁𝘀, 𝗯𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗰𝗹𝗲𝗮𝗿𝗮𝗻𝗰𝗲𝘀, 𝗮𝗻𝗱 𝗹𝗼𝗰𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗰𝗹𝗲𝗮𝗿𝗮𝗻𝗰𝗲 𝗿𝗲𝗾𝘂𝗶𝗿𝗲𝗺𝗲𝗻𝘁𝘀 𝗳𝗼𝗿 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗽𝗲𝗿𝗺𝗶𝘁-𝗿𝗲𝗹𝗮𝘁𝗲𝗱 𝘁𝗿𝗮𝗻𝘀𝗮𝗰𝘁𝗶𝗼𝗻𝘀. These discussions provided an opportunity to clarify how existing procedures and applicable policies should be reflected in the implementation of the eLGU system.

Through this activity, the participating LGUs continue to build their readiness for the effective adoption of eLGU systems. 𝗣𝗮𝗴𝗮𝗱𝗶𝗮𝗻 𝗖𝗶𝘁𝘆, 𝗭𝗮𝗺𝗯𝗼𝗮𝗻𝗴𝗮 𝗱𝗲𝗹 𝗦𝘂𝗿 - Two 4th-year student interns from Saint Columban College (SCC) successfully completed their 327-hour internship at the Department of the Interior and Local Government (DILG) Region IX.

The interns, Rex Willie D. Pogado, BS Management Accounting, and Rhenna Faith L. Tampos, BS Accountancy, presented their Intern Handbook as their culminating output following the completion of their internship.

The Intern Handbook reflects their experiences, learnings, and insights gained throughout their internship at DILG Region IX, including relevant information about the Department, the workplace environment, and their overall internship experience.

The presentation served as a meaningful culmination of their 327-hour internship, highlighting the knowledge and experiences they gained during their time with the Department.

𝗣𝗮𝗴𝗮𝗱𝗶𝗮𝗻 𝗖𝗶𝘁𝘆, 𝗭𝗮𝗺𝗯𝗼𝗮𝗻𝗴𝗮 𝗱𝗲𝗹 𝗦𝘂𝗿 - The Department of the Interior and Local Government (DILG) Region IX spearheaded the 3rd Quarter Regional Inter-Agency Committee on Anti-Illegal Drugs (RICAD) IX Advocacy Cluster Meeting on September 29, 2026, at Hotel Guillermo, gathering regional line agencies and institutional partners to evaluate quarterly accomplishments and map out strategic targets for the remainder of the year.

In his opening remarks, DILG IX Assistant Regional Director Engr. Carmelo Enrique B. Libot, CESO V, highlighted the critical role of inter-agency synergy in advancing the region's anti-illegal drug campaign. He commended member agencies for their sustained participation and grounded ex*****on of drug demand reduction and community rehabilitation initiatives across the Zamboanga Peninsula.

Throughout the session, partner agencies—including the Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG), Department of Health (DOH), Department of Social Welfare and Development (DSWD), Technical Education and Skills Development Authority (TESDA), Department of Labor and Employment (DOLE), Department of Justice Parole and Probation Administration (DOJ-PPA), Commission on Higher Education (CHED), Philippine Statistics Authority (PSA), Department of Information Communications Technology (DICT), and the Department of the Interior and Local Government (DILG) —presented their 3rd Quarter accomplishments and discussed scheduled activities for the 4th Quarter of CY 2026. Discussions focused on resolving operational challenges, evaluating the status of Barangay Drug Clearing Programs, and aligning regional efforts with community needs.

The RICAD IX Advocacy Cluster reaffirmed its resolve to sustain its anti-drug advocacy programs and hit its target milestones for the final quarter of CY 2026 to ensure a safer, drug-resistant Zamboanga Peninsula.

𝗜𝗽𝗶𝗹, 𝗭𝗮𝗺𝗯𝗼𝗮𝗻𝗴𝗮 𝗦𝗶𝗯𝘂𝗴𝗮𝘆 - The Joint Regional Task Force to End Local Communist Armed Conflict IX (JRTF-ELCAC IX) conducted its 𝗖𝗮𝗽𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗬 𝟮𝟬𝟮𝟲 𝗙𝗶𝗿𝘀𝘁 𝗦𝗲𝗺𝗲𝘀𝘁𝗲𝗿 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 on September 29, 2026, at Badsbrotel Suites, Ipil, Zamboanga Sibugay.

The activity strengthened the capacities of JRTF-ELCAC IX focal persons and member-agencies through a reorientation on 𝗘𝘅𝗲𝗰𝘂𝘁𝗶𝘃𝗲 𝗢𝗿𝗱𝗲𝗿 𝗡𝗼. 𝟳𝟬, 𝘁𝗵𝗲 𝗥𝗲𝘁𝗼𝗼𝗹𝗲𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 (𝗥𝗖𝗦𝗣), 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔𝗰𝘁𝗶𝗼𝗻 𝗣𝗹𝗮𝗻 𝗳𝗼𝗿 𝗨𝗻𝗶𝘁𝘆, 𝗣𝗲𝗮𝗰𝗲, 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗡𝗔𝗣-𝗨𝗣𝗗) 𝟮𝟬𝟮𝟱–𝟮𝟬𝟮𝟴, facilitated by Elmer L. Another key highlight was the presentation of the 𝗡𝗧𝗙-𝗘𝗟𝗖𝗔𝗖 𝗳𝗲𝗲𝗱𝗯𝗮𝗰𝗸 𝗼𝗻 𝘁𝗵𝗲 𝗖𝗬 𝟮𝟬𝟮𝟲 𝗙𝗶𝗿𝘀𝘁 𝗦𝗲𝗺𝗲𝘀𝘁𝗲𝗿 𝗔𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁 𝗥𝗲𝗽𝗼𝗿𝘁 𝗼𝗳 𝗝𝗥𝗧𝗙-𝗘𝗟𝗖𝗔𝗖 𝗜𝗫, which provided member-agencies and clusters an opportunity to review their accomplishments, identify implementation gaps, and determine areas requiring further action.

Lapad, LPT, Senior Economic Development Specialist of DEPDev IX, facilitated the 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗖𝗬 𝟮𝟬𝟮𝟲 𝗙𝗶𝗿𝘀𝘁 𝗦𝗲𝗺𝗲𝘀𝘁𝗲𝗿 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗼𝗳 𝗝𝗥𝗧𝗙-𝗘𝗟𝗖𝗔𝗖 𝗜𝗫 𝗮𝗻𝗱 𝘁𝗵𝗲 𝗿𝗲𝘃𝗶𝗲𝘄 𝗼𝗳 𝗿𝗲𝗺𝗮𝗶𝗻𝗶𝗻𝗴 𝘁𝗮𝗿𝗴𝗲𝘁𝘀 𝗳𝗼𝗿 𝟮𝟬𝟮𝟳–𝟮𝟬𝟮𝟴. The discussion enabled participating agencies and cluster focal persons to assess their progress, revisit their respective commitments, and identify priority actions toward achieving the remaining targets of the Task Force.

Following the performance assessment, the activity proceeded with a discussion on 𝗲𝗻𝗵𝗮𝗻𝗰𝗶𝗻𝗴 𝘁𝗵𝗲 𝗺𝗼𝗻𝘁𝗵𝗹𝘆 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁 𝗿𝗲𝗽𝗼𝗿𝘁𝗶𝗻𝗴 𝗺𝗲𝗰𝗵𝗮𝗻𝗶𝘀𝗺 𝗼𝗳 𝗝𝗥𝗧𝗙-𝗘𝗟𝗖𝗔𝗖 𝗜𝗫 to make the submission, consolidation, and monitoring process, and more efficient for cluster member-agencies. The JRTF-ELCAC IX Operations Center (OPCEN) emphasized the importance of the 𝗮𝗰𝗰𝘂𝗿𝗮𝘁𝗲, 𝗰𝗼𝗺𝗽𝗹𝗲𝘁𝗲, 𝗮𝗻𝗱 𝘁𝗶𝗺𝗲𝗹𝘆 𝘀𝘂𝗯𝗺𝗶𝘀𝘀𝗶𝗼𝗻 𝗼𝗳 𝗠𝗼𝗻𝘁𝗵𝗹𝘆 𝗔𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁 𝗥𝗲𝗽𝗼𝗿𝘁𝘀 𝗯𝘆 𝗲𝗮𝗰𝗵 𝗰𝗹𝘂𝘀𝘁𝗲𝗿, as these reports serve as an essential basis for tracking progress, consolidating regional accomplishments, assessing performance, and promptly identifying implementation gaps that require appropriate action.

Through the activity, JRTF-ELCAC IX further strengthened inter-agency coordination, performance monitoring, and reporting mechanisms while ensuring the alignment of regional initiatives with the government's whole-of-nation approach toward sustainable peace and development.
