READ | PRESS RELEASE: NAPOLCOM to Lead Implementation of 2026 National Crime Prevention Program

The National Police Commission (NAPOLCOM) welcomed the issuance of Memorandum Circular No. 120, signed by Acting Executive Secretary Ralph G. Recto, directing government agencies and encouraging local government units (LGUs) to support the implementation of the 2026 National Crime Prevention Program (NCPP).

The Circular designates NAPOLCOM as the lead agency in implementing the NCPP, a nationwide initiative aimed at strengthening community-based crime prevention, modernizing law enforcement capabilities, improving criminal justice coordination, and enhancing institutional integrity.

NAPOLCOM Commissioner Ralph Calinisan said the directive reinforces the government's commitment to a whole-of-government approach to public safety.

“Ang Memorandum Circular No. 120 ay malinaw na pagkilala na ang pagpapanatili ng kapayapaan at kaayusan ay hindi lamang responsibilidad ng pulisya kundi ng buong pamahalaan at komunidad. Sa pangunguna ng NAPOLCOM, paiigtingin natin ang koordinasyon ng mga ahensya ng gobyerno at mga lokal na pamahalaan upang maisulong ang ligtas, maayos, at matatag na mga pamayanan para sa bawat Pilipino,” Commissioner Calinisan said.

Under the 2026 NCPP, NAPOLCOM will spearhead programs and initiatives focused on crime prevention, law enforcement modernization, knowledge management, and stronger collaboration among institutions across the criminal justice system.

The Commission said the directive strengthens efforts to mobilize national agencies, LGUs, and community stakeholders toward a unified and proactive strategy against crime nationwide.

READ | NAPOLCOM Supports the Quest for Truth

The National Police Commission (NAPOLCOM) expressed its support for the newly launched Truth Commission, an independent church and civilian-led body tasked to document and examine extrajudicial killings in the Philippines as part of broader efforts to promote accountability, institutional reform, and national healing.

NAPOLCOM Commissioner Ralph Calinisan said truth-seeking initiatives are essential to strengthening democratic institutions and restoring public trust, particularly for families who continue to seek answers and justice.

“The Commission supports the quest for truth. We owe it to the victims, their families, and future generations to confront difficult realities with honesty, fairness, and respect for due process. Uncovering the truth is not a threat to our institutions, it is what makes them stronger,” he said.

Commissioner Calinisan emphasized that acknowledging past failures and learning from them are necessary steps toward meaningful reform. He stressed that accountability and respect for human rights help preserve the integrity of law enforcement institutions and reinforce public confidence in the justice system.

He likewise underscored that the overwhelming majority of police officers serve honorably and faithfully, adding that efforts to investigate wrongdoing and address institutional shortcomings ultimately protect the reputation of those who wear the uniform with professionalism and integrity.

NAPOLCOM expressed its readiness to carefully study and act on recommendations that may be submitted by the Truth Commission within the bounds of its mandate. In doing so, the Commission reaffirms its commitment to accountability, institutional reform, and the continuing pursuit of justice, public trust, and respect for human dignity.

May mga pangarap na ipinagpapatuloy hindi lamang para sa sarili,
kundi bilang pag-alala sa mga naunang nagsakripisyo para sa pamilya at bayan.

Isa si Ethan Mathew C. Noromor sa mga benepisyaryo ng NAPOLCOM Scholarship Program sa Region VIII na patuloy na nagsusumikap maabot ang kanyang mga pangarap sa kabila ng mga hamon sa buhay. Bata pa lamang siya nang pumanaw ang kanyang ama na si Police Senior Inspector Nicolas R. Noromor noong October 2007. Sa kabila ng pagkawala ng isa sa kanilang haligi ng tahanan, pinili niyang magpatuloy sa pag-aaral dala ang inspirasyon ng alaala at sakripisyo ng kanyang ama.

Mula Grade 5 hanggang kolehiyo, naging katuwang niya ang NAPOLCOM sa kanyang paglalakbay bilang estudyante sa pamamagitan ng tuluy-tuloy na suportang pinansyal para sa kanyang edukasyon. Nakatulong ito sa gastusin para sa tuition at iba pang pangangailangan sa paaralan, kaya’t nabawasan ang bigat na pasan ng kanyang pamilya at mas nakapagpokus siya sa kanyang pag-aaral.

Higit pa sa pinansyal na suporta, naging inspirasyon para kay Ethan ang pagkakataong ibinigay sa kanya ng NAPOLCOM. Sa bawat tulong na kanyang natanggap, mas lalo siyang naging determinado na pagbutihin ang kanyang pag-aaral at balang araw ay makapagbigay rin ng tulong sa iba bilang sukli sa kabutihang kanyang naranasan.

“Ako po ay taos-pusong nagpapasalamat sa suportang aking natanggap mula sa NAPOLCOM. Maraming salamat po sa inyong patuloy na suporta at malasakit. Naging inspirasyon ito para sa akin upang harapin ang anumang pagsubok sa buhay. Nawa’y marami pa kayong matulungan.”

Sa patuloy niyang pag-abot sa kanyang mga mithiin, dala ni Ethan ang paniniwalang ang bawat tulong na ibinibigay nang may malasakit ay maaaring maging daan upang mas maraming kabataan ang magkaroon ng pag-asa at mas maliwanag na kinabukasan.
