An Information and Education Campaign (IEC) activity on the conversion of Certificate of Ancestral Domain Claim (CADC) to Certificate of Ancestral Domain Title (CADT) was conducted, led by the National Commission on Indigenous Peoples (NCIP) - Palawan for the Cabayugan CADC holders.
The activity provided community members with a clearer understanding of the process, requirements, rights, and responsibilities involved in the CADC to CADT application, serving as an important step toward strengthening ancestral domain recognition, Indigenous governance, and long-term stewardship of ancestral lands.
This IEC activity is part of the implementation of the FORTIFI PPSRNP 2.0 Project, implemented by the Sabang Sea Ferry Multi-Purpose Cooperative (SSFMPC) with the support of the Forest Foundation Philippines (FFP), and supports Indigenous Peoplesโ empowerment and participatory conservation within the Puerto Princesa Subterranean River National Park (PPSRNP) landscape.

The establishment of the CBST Federation reflects a shared commitment to strengthening cooperative governance, fostering collaboration among CBSTOs, and empowering communities as active partners in sustainable tourism development and resource stewardship.

The Sabang Sea Ferry Multi-Purpose Cooperative (SSFMPC) successfully conducted the Legal Clinic for Community-Based Sustainable Tourism Organizations (CBSTOs) and Cooperatives, bringing together community leaders, practitioners, and resource persons to strengthen legal awareness, governance, and risk-resilient tourism operations.
The activity provided practical discussions on cooperative laws and governance, licensing and regulatory compliance, intellectual property protection, and risk management in tourism product development, complemented by an open dialogue where CBSTO leaders raised key issues and concerns for expert response.
This Legal Clinic forms part of the implementation of the FORTIFI PPSRNP 2.0 Project, implemented by SSFMPC with the support of the (FFP), aimed at strengthening institutional capacities and promoting sustainable, community-led tourism within the Puerto Princesa Subterranean River National Park (PPSRNP) landscape.

SSFMPC, together with our dedicated partner Indigenous Peoples Organizations (IPOs) and community forest guardians, successfully conducted a refresher workshop on community-based forest protection and monitoring under the FORTIFI PPSRNP 2.0 Project.
This two-day activity brought together representatives from SATRIKA, MTA, TIKCA, CFA and community volunteers who continue to serve as the first line of defense for the forests of the Puerto Princesa Subterranean River National Park (PPSRNP). Through hands-on sessions and updated technical discussions, participants revisited key competencies such as:
๐ฑ Forest patrol protocols & reporting
๐ฐ๏ธ Geo-tagging and use of monitoring tools
๐ฒ ANR and forest rehabilitation techniques
๐ก๏ธ Roles of Bantay-CADC and community wardens
๐ค Coordination mechanisms with PPUR-PAMO, DENR, NCIP, and LGUs
The workshop also served as a venue to reaffirm shared responsibilities in protecting ancestral domains, address on-the-ground challenges, and strengthen collaboration across communities.

From Sabang to Honda Bay, the PPC Palawan CBST Cooperative Federation proudly showcased the strength and unity of community-led tourism in Puerto Princesa. Each participating cooperativeโincluding the Sabang Sea Ferry Multipurpose Cooperative (SSFMPC), Sabang Mangrove Paddle Boat Tour Service Cooperative, Tagabenit Hundreds Caves Consumers Cooperative, Tagabenit Ugong Rock Multi Purpose Cooperative, Tagkawayan Service Cooperative, Magayen It Buenavista Multi Purpose Cooperative, Canigaran Floating Cottage and Sandbar Cooperative, Honda Bay Boat Owners Service Cooperativeโbrought forward their unique stories, skills, and attractions.

Although the official start of FORTIFI PPSRNP 2.0 was on August 1, the Project Inception Meeting held on September 30 brought together our partner organizations, beneficiaries, and key stakeholders, reaffirming our shared commitment to protect the Puerto Princesa Subterranean River National Park (PPSRNP) through inclusive, community-led strategies.
Building on the lessons and achievements of FORTIFI 1.0, this new phase focuses on four interconnected objectives:
1๏ธโฃ Strengthen ancestral domain governance and forest protection โ by improving the management of 3,500 hectares of forest within Tagbanua ancestral domains through community-led monitoring and resource stewardship in partnership with SATRIKA, MTA, TIKCA, and CFA.
2๏ธโฃ Enhance enterprise development and forest-friendly value chains โ by refining the business plan of SATRIKA to expand participation in the almaciga and CBST value chain, including Almaciga RISE, Aralangan CBST Market Hub, Sari-sari store, rice retailing, and T-shirt printing.
3๏ธโฃ Diversify sustainable livelihood opportunities โ aligned with the ADSDPPs of SATRIKA, MTA, and TIKCA, and the community development priorities of CFA and SSFMPC, ensuring that conservation and livelihood go hand in hand.
4๏ธโฃ Strengthen policy and institutional partnerships โ through advocacy for the amendment of the CBST Code, representing 28 CBST organizations across Puerto Princesa City, to institutionalize inclusive and sustainable tourism practices.
Through these efforts, FORTIFI PPSRNP 2.0 continues to grow not only trees but also trust, stewardship, and resilience โ weaving together the people, forests, and futures of Palawan. ๐ฑ๐

Ang mga lugar na ito ay tinatawag na Biosphere Reserves โ mga espasyo kung saan pinapangalagaan ang kalikasan habang isinusulong din ang pag-unlad ng mga taong naninirahan dito. ๐ฟ
Hindi lang ito basta protektadong lugar. Dito, ang mga mamamayan mismoโmga magsasaka, mangingisda, at katutubong pamayananโay katuwang sa pangangalaga at pamamahala ng likas na yaman. Ang bawat hakbang at desisyon ay ginagabayan ng layunin na mapanatili ang balanse ng tao at kalikasan, para sa kabutihan ng lahat. ๐พ๐
Sa Pilipinas, isa ang Palawan sa kilalang Biosphere Reserves kasama ang Puerto Galera sa Mindoro, Albay, at Apayao. Sa mga lugar na ito, makikita kung paano nagkakaisa ang turismo, agrikultura, at konserbasyon upang makabuo ng mga komunidad na maunlad at may malasakit sa kapaligiran. ๐ช
Ngayong araw, paalalahanan natin ang ating sarili: bawat isa sa atin ay may papel bilang tagapangalaga ng ating sariling biosphere.
