FILTERED BENEFITS.

We pay trillions in taxes. Yet when government services reach the people, somehow, the benefits come out like water through a filter, less substance, less pressure, and far less than what we paid for.

Somewhere between the national budget and the people, public services pass through a political “purification process”, diluted by inefficiency, weakened by misplaced priorities, and compromised by corruption.

The result? We pay premium prices but receive substandard healthcare, underfunded education, questionable infrastructure, and inadequate public safety.

And when the bare minimum finally reaches us, it is repackaged as ayuda, distributed with a politician’s face, and presented as an act of generosity. As if the money came from their own pockets, not from our hard-earned taxes.

They collect our money as an obligation, return a fraction as a favor, then expect gratitude for the privilege.

WE PAY LIKE FIRST-WORLD CITIZENS. WE RECEIVE LIKE BEGGARS. AND THEY CAMPAIGN LIKE SAVIORS.

Gamitin ang panahong ito upang mas pagbutihin ang serbisyo, tapusin ang mga nasimulang programa at mas tutukan ang pangangailangan ng bawat komunidad, pamilya at kabataan.

The 'Lumped' Illusion: How Sara Duterte’s SALN Acrobatics Crumble Under the Weight of the Law and Billions in Bank Flows

The core mandate of Republic Act No. 6713 is transparency, but Vice President Sara Duterte’s legal defense has attempted to turn the Statement of Assets, Liabilities, and Net Worth (SALN) into a shell game.

From 2019 to 2024, as her declared net worth climbed steadily from ₱55.61 million to ₱88.51 million, Duterte reported a startling figure on her official filings: exactly zero cash on hand and zero cash in bank.

This total absence of declared liquid assets stood in stark, irreconcilable contrast to disclosures from the Anti-Money Laundering Council (AMLC), which recorded over 600 transactions totaling roughly ₱6.77 billion in accounts linked to Duterte and her husband, Atty. Manases Carpio, alongside evidence presented by former Senator Antonio Trillanes IV detailing massive multi-million peso deposits.

Faced with this damning discrepancy, defense spokesperson Atty. Michael Poa offered a convoluted defense, claiming that zero cash on hand "doesn't mean she has no money," but that the funds were simply "lumped under 'others' along with other personal properties."

Defense lawyer Mark Vinluan went even further, brazenly arguing before the Senate impeachment court that Section 8(c) of RA 6713 contains "no specific line disclosure for cash" nor any prohibition against lumping assets.

That legal tightrope walk collapsed under expert testimony on September 14, 2026.

Taking the witness stand, retired Sandiganbayan Presiding Justice Amparo Cabotaje-Tang dismantled the defense’s acrobatic interpretation of the law. Cabotaje-Tang stated flatly that under RA 6713, cash on hand and cash in bank must be specifically and individually declared.

"Hindi pwedeng i-lump 'yun sa ibang other personal properties," she testified, affirming that while lumping may happen, doing so is a direct violation of Section 8.

As House Prosecutor Chel Diokno pointed out, this massive chasm between billions in bank movements and half a decade of zero declared cash lies at the absolute center of the unexplained wealth charge.

The defense's argument is not just legally baseless; it defies common sense and ordinary human experience. To suggest that a high-ranking public official handling millions of pesos in public duty lived for five consecutive years without a single declared centavo of liquid cash—while billions moved through linked accounts—is an insult to public intelligence.

A SALN is a sworn, notarized public instrument meant to foster public trust, not a hiding place for vague line items labeled "Others."

When public servants treat itemization as optional and hide liquid wealth behind legal semantic gymnastics, the law ceases to be an oversight tool and becomes a cloak for concealment.
