Forging Stronger Market Linkages through Innovation under the RAPID Growth Project

Tacloban City, Leyte — In a continuing effort to strengthen inclusive, market-oriented agro-enterprise development, the Rural Agro-enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Project convened a Business-to-Business (B2B) Matching Between Farmers Organizations (FOs), Micro, Small and Medium Enterprises (MSMEs), and Innovative Startups and Organizations on 25–26 March 2026.

The activity gathered 29 smallholder farmers and MSME representatives from Leyte, Southern Leyte, and Northern Samar, most of whom are engaged in coconut- and cacao-based enterprises under their respective Detailed Investment Plans (DIPs). Framed within RAPID Growth’s strategy of linking rural producers to markets and innovation, the B2B Matching served as a platform not only for technology demonstration, but more importantly, for practical dialogue between those who produce and those who innovate.

Beyond the formal sessions, the B2B Matching fostered meaningful engagement through open forums, networking sessions, and one-on-one consultations. These interactions allowed participants to articulate their enterprise needs, explore possible collaborations, and assess the applicability of presented technologies within their respective operations. The exchanges reflected a shared recognition that innovation must be both accessible and responsive to the realities of smallholder farmers and rural enterprises.

The Department of Trade and Industry (DTI) Leyte, through the RAPID Growth Project Provincial Coordination Unit (PCU), successfully conducted the PCU Leyte Coordination Meeting cm Ceremonial Distribution of Matching Grant for the SALT Area Expansion of the Leyte Cacao Farmers’ Organization on 15 December 2025 in Calubian, Leyte.

The activity formally marked the distribution of matching grant support to the Calubian Cacao Coconut Agriculture Cooperative (CCCAC), benefiting 34 farmer-members who expressed their strong commitment to support DTI Leyte’s initiatives toward the expansion and strengthening of the cacao industry in the Province of Leyte. A total of 12,396 cacao seedlings will be distributed to CCCAC members to support increased production and sustainable farm development.

The program was highlighted by a Welcome Message from DTI Leyte Provincial Director Faustino V. Gayas Jr., DMT, and a Message of Support from Hon. Marciano A. Batiancela Jr., Municipal Mayor of Calubian, underscoring the strong partnership between DTI and the Local Government Unit. The activity concluded with a message of commitment from the farmers, delivered by CCCAC Chairman Primitivo Pairez, reaffirming their support for the continued growth of the local cacao industry.

Ten empowered Youth Champions from Region 8 proudly represented the region during the Training of Trainers (TOT) held on October 8–9, 2025, in Butuan City, spearheaded by the RAPID Growth Project’s National Program Coordination Office (NPCO) under the UPGRADE (Unlocking Potential for Growth, Resilience, and Agripreneurship Development & Empowerment of) Youth Champions initiative. The activity gathered young leaders from three Regions under the RAPID Growth Project, engaging them in dynamic sessions on agripreneurship, leadership, and value chain development to strengthen their role in promoting inclusive growth in the agriculture sector.

Armed with new knowledge and inspiration, our Region 8 Youth Champions are now set to re-echo their learnings to other youth beneficiaries in the region. Through upcoming trainings and mentoring activities, they aim to empower fellow young agripreneurs in the cacao, copra, and coconut value chains—contributing to a more resilient, innovative, and youth-driven agri-enterprise ecosystem in Eastern Visayas. 🌱💪 #

RAPID Growth Project Financing Fora

The DTI, through the RAPID Growth Project, conducted Financing Fora in three provinces:
Southern Leyte - March 11, 2025
Northern Samar - March 14, 2025
Leyte - March 18, 2025

The activities are part of the project's intervention to provide beneficiaries access to financial services, including loans, grants, and other investment opportunities.

The event provided farmers and farmer organizations with comprehensive information on local credit facilities. Microfinance institutions, multipurpose cooperatives, and government agencies were invited to present their financial services and explore potential partnerships to support the growth of farmer-beneficiaries.

Below is the breakdown of participants who were oriented and linked to finance service providers (FSP):
41 farmers/farmer organizations (FOs)/MSMEs – Southern Leyte
37 farmers/farmer organizations (FOs) – Northern Samar
40 farmers/farmer organizations (FOs) - Leyte

Fourteen (14) FSPs, including non-government organizations (NGOs), government banks, microfinance institutions, and multi-purpose cooperatives, presented their financial products and services.

Through these fora, the RAPID Growth Project hopes to empower farmers and farmer organizations to maximize financing opportunities, strengthen their enterprises, and drive sustainable growth in their communities.

DTI- Northern Samar Provincial Office is seeking qualified applicants for the position of M & E (Monitoring and Evaluation) Assistant as part of the RAPID Growth Project.
Minimum Qualifications:
1. Graduate of a Bachelor's Degree in Economics, Statistics, Public Administration or related field or discipline. A graduate degree or masteral units earned in the related field is an advantage but not required.
2. At least one (1) year of M&E working experience, preferably in government agencies/foreign assisted projects implemented by an economic government agency with preferred experience in any of the following: project planning, monitoring and evaluation, database management information analysis, research techniques and methodologies, report writing, use of MS Spreadsheets/Excel
3. With at least eight hours of relevant training in project design, development, coordination, monitoring, and evaluation or related field.

Skills:
Ability to communicate effectively both in writing and orally, in English; and work independently and/or as part of a team. Proficient in the use of Microsoft Office – i.e. Word, Excel, Powerpoint, and Access.

Monthly Salary: PHP 20,340.00
