𝐓𝐀𝐂𝐋𝐎𝐁𝐀𝐍 𝐂𝐈𝐓𝐘 – Under the leadership of Secretary Francis N. Tolentino, the Department of Labor and Employment (DOLE), through its Regional Office VIII, has extended assistance to the families of the victims of the shooting incident at San Jose National High School on June 22, 2026, through the Tulong Panghanapbuhay sa Ating Disadvantaged Workers (TUPAD) Program, with livelihood and youth employment opportunities also being made available to support their longer-term recovery.
DOLE-RO8 provided temporary employment to the parents of the three students who lost their lives in the tragic incident – Chris Lorenz T. Fabian, Joy Ann Cee Separa, and Ayessa Nicole R. Dazo. Their respective parents, Erbea T. Fabian, Jennelyn R. Badoria, and Ariet R. Dazo, were enrolled as TUPAD beneficiaries and engaged in 20 days of temporary employment at a daily wage of ₱470.00. Each beneficiary received a total of ₱9,400.00, for a combined TUPAD assistance of ₱28,200.00.
DOLE-RO8 OIC-Assistant Regional Director Engr. Martin T. Jequinto, together with DOLE-North Leyte Field Office Caretaker Shirley Ann B. Nebrija, personally handed the assistance on September 24, 2026, as part of the Department’s continuing efforts to provide support to families affected by the tragedy.
“While no assistance can undo the pain caused by this tragic incident, we hope that DOLE’s support can somehow help ease the financial burden of the affected families. Our assistance does not end with TUPAD. We are also looking at livelihood and employment opportunities that can help provide them with additional means of support as they move forward,” Jequinto said.
Beyond the immediate income support provided through TUPAD, DOLE-RO8 will also provide livelihood assistance to the families of the shooting victims to help them establish or strengthen income-generating activities. The intervention is intended to provide the families with opportunities for more sustainable sources of income.
In addition, relatives of the victims will be offered opportunities under the Government Internship Program (GIP), providing them with work exposure, skills development, and practical experience that may help prepare them for future employment opportunities.
These interventions form part of DOLE-RO8’s efforts to provide a comprehensive package of assistance to the affected families – from temporary employment and income support to livelihood opportunities and employment-oriented interventions.
DOLE-RO8 through the NLFO, will continue to coordinate with the concerned families and partners to facilitate the appropriate assistance and ensure that available DOLE programs are responsive to their needs.

𝐓𝐀𝐂𝐋𝐎𝐁𝐀𝐍 𝐂𝐈𝐓𝐘 - 205 jobseekers were hired on the spot (HOTS) while another 139 were identified as near-hired as the Department of Labor and Employment Regional Office VIII (DOLE-RO8) successfully conducted simultaneous Trabaho Agad Job Fairs across Eastern Visayas on September 14, 2026, as part of the Handog ng Pangulo: Serbisyong Sapat Para sa Lahat.

The region-wide employment initiative offered a total of 5,321 job vacancies from 99 participating local and overseas employers, providing jobseekers across Eastern Visayas with greater access to employment opportunities closer to their communities.

The simultaneous Trabaho Agad Job Fairs were held in Palo, Leyte; Ormoc City; Maasin City; Naval, Biliran; Catbalogan City; Borongan City; and Catarman, Northern Samar, bringing together employers and jobseekers in a coordinated effort to facilitate employment and expand access to decent work opportunities.

A total of 2,225 jobseekers registered during the activity, including 2,010 regular jobseekers, 106 senior high school students, two persons with disabilities (PWDs), and 107 beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps).

Of the registered jobseekers, 205 were hired on the spot, including 180 regular jobseekers and 18 4Ps beneficiaries, while 139 applicants were identified as near-hired and may proceed to the succeeding stages of the recruitment process, subject to the requirements of participating employers.

The 205 HOTS were recorded across the seven job fair sites, with 103 in Catarman, Northern Samar; 39 in Palo, Leyte; 21 in Ormoc City; 13 in Naval, Biliran; 11 in Catbalogan City; and nine each in Maasin City and Borongan City.

The newly hired workers landed various positions, reflecting the wide range of employment opportunities made available during the job fairs. Among the positions secured by the HOTS were cashiers, sales assistants, English as a Second Language (ESL) teachers, loan consultants, human resources clerks, carpenters/masons, warehousemen, scaffolders, and sales agents.

For Cindy Ceron, the first applicant hired on the spot at the job fair held at the Leyte Convention Complex in Palo, Leyte, the opportunity came at an important time as she had been searching for employment for months.

“I have been looking for a job for the past months, that's why I am very thankful to DOLE for having this job fair. This will be a big help for me and my younger siblings who are still studying,” Ceron said.

Ceron's experience reflects the impact of bringing employment opportunities closer to communities, particularly for jobseekers who are actively looking for work to support themselves and their families.

DOLE-RO8 OIC-Regional Director Atty. Joan N. Noya-Nidua emphasized that the simultaneous conduct of the job fairs across the region reflects its continuing commitment to making employment services accessible to more workers and jobseekers in Eastern Visayas.

“The successful Trabaho Agad Job Fairs underscore DOLE-RO8's commitment to putting clients at the center of its programs and services, bringing government closer to the people and helping turn employment opportunities into meaningful pathways toward improved livelihoods’”, Noya-Nidua said.

With Trabaho Agad, jobs are brought closer to the people—opening doors to employment and creating opportunities for a better future for Eastern Visayas workers and their families.

Under the leadership of Department of Labor and Employment (DOLE) Secretary Francis N. Tolentino, the Department, through its Regional Office VIII (DOLE-RO8), brought employment opportunities, livelihood assistance, and worker services closer to communities across Eastern Visayas through the Handog ng Pangulo: Serbisyong Sapat Para sa Lahat, conducted in seven areas across the region on September 14, 2026.

The event was simultaneously held in Palo and Ormoc City in Leyte; Maasin City, Southern Leyte; Naval, Biliran; Catbalogan City, Samar; Borongan City, Eastern Samar; and Catarman, Northern Samar, where DOLE-8 brought its employment, livelihood, and worker assistance programs directly to beneficiaries and jobseekers.

A major component of DOLE-RO8’s participation was the Trabaho Agad Job Fair, which offered a total of 5,321 local and overseas job vacancies from 99 employers across the seven participating areas, providing jobseekers with direct and immediate access to employment opportunities.

In Palo, OIC-Regional Director Atty. Joan N. Noya-Nidua led the DOLE-8 delegation at the Leyte Convention Complex, where the Department awarded P6,105,600.00 in livelihood assistance to 143 beneficiaries from Tanauan, Barugo, and other municipalities in Leyte, providing additional support for beneficiaries seeking to establish or strengthen their livelihood activities .

DOLE-RO8 also conducted the payout of P16,176,150.00 to 1,683 TUPAD beneficiaries from Tacloban City, Sta. Fe, Palo, and Tanauan, Leyte.

For TUPAD beneficiary Mary Rose Leuterio of Sta. Fe, Leyte, the assistance provided immediate support for her family. She received P9,800 for her 20-day employment under the program.

“Nagpapasalamat po ako sa programang TUPAD ng DOLE dahil malaking tulong po ito para matustusan ang pangangailangan ng aking pamilya,” Leuterio said.

Meanwhile, Assistant Regional Director Engr. Martin T. Jequinto led the DOLE delegation at the Ormoc City Superdome, one of the seven venues where programs and services of the department were made available to workers.

Across Eastern Visayas, DOLE-RO8 facilitated TUPAD payouts amounting to P61.4 million for 9,950 beneficiaries and provided P20.8 million worth of livelihood assistance to 677 beneficiaries in the seven participating areas. In West Leyte, 89 beneficiaries of the Special Program for Employment of Students (SPES) also received stipends totaling P455,07.

Overall, DOLE-RO8 delivered P82.7 million in emergency employment, livelihood, and student employment assistance, benefiting a total of 10,716 beneficiaries across the region.

“Through the Handog ng Pangulo, we are bringing our programs and services closer to our workers, ensuring that government assistance reaches those who need it. This simultaneous regional rollout reflects our commitment to make our services accessible to workers and communities across Eastern Visayas,” Noya-Nidua said.

Adding a livelihood and enterprise component to the celebration, DOLE-RO8 also participated in the Kadiwa ng Pangulo, where DOLE-assisted entrepreneurs were given an opportunity to showcase and sell their products, promote their livelihood ventures, and reach more consumers.

Through its simultaneous region-wide participation in the Handog ng Pangulo, DOLE-RO8 reaffirmed its commitment to bringing employment opportunities, livelihood support, and worker services closer to the people, ensuring that government assistance reaches workers and communities across Eastern Visayas.

𝐓𝐀𝐂𝐋𝐎𝐁𝐀𝐍 𝐂𝐈𝐓𝐘 — In line with the commitment of the Department of Labor and Employment (DOLE), under the leadership of Secretary Francis N. Tolentino, to modernize the delivery of public employment services, the DOLE Regional Office VIII, in partnership with the International Labour Organization (ILO) Philippines and other government agencies, conducted the Capacity Building Training on the Digitalization of Labor Market Information (LMI) and Career Development Support Services on September 7–11, 2026 at Hotel De Fides, this city.

Joining the five-day training were 80 PESO Managers and Job Placement Officers from across Eastern Visayas, along with representatives from the Philippine Statistics Authority (PSA), Technical Education and Skills Development Authority (TESDA), Department of Migrant Workers (DMW), Department of Economy, Planning, and Development (DEPDev), Department of Information and Communications Technology (DICT), and Department of Education (DepEd), who supported the activity through their respective mandates and areas of expertise.

The activity forms part of the government's continuing efforts, under the UN Joint Programme Digital PINAS, to modernize Labor Market Information (LMI) systems and mainstream digital technologies in public employment service delivery, consistent with the Philippine Labor and Employment Plan (LEP) 2023–2028 and DOLE's Digital Transformation Roadmap.

During the training, participating resource persons and partner agencies delivered inputs within their respective areas of expertise, equipping PESO personnel with practical, low-cost, and simple digital tools—including Artificial Intelligence (AI) applications—for collecting, analyzing, and disseminating LMI, as well as for delivering career development support services to jobseekers and enterprises in their localities.

DOLE-RO8 OIC-Regional Director Atty. Joan Noya-Nidua emphasized the importance of equipping PESOs with the digital know-how needed to keep pace with the evolving labor market.

"Our PESOs are at the frontline of employment facilitation, and it is important that they are equipped not just with the right information, but with the right tools to reach jobseekers and employers more efficiently. This training is a step toward ensuring that our public employment services remain responsive, relevant, and accessible-even in far-flung areas," Atty. Noya-Nidua said.

For his part, DOLE-RO8 OIC-Assistant Regional Director Engr. Martin Jequinto emphasized the value of collaboration among government agencies and development partners in building the digital capacity of frontline PESO personnel.

"This partnership with the ILO and our fellow agencies allows us to bring the best available knowledge and tools closer to our PESOs. Strengthening their capacity in digital LMI and career guidance services is a concrete step toward more efficient, inclusive, and future-ready employment facilitation across the region," Engr. Jequinto said.

Serving as lead resource person was Ms. Katherine Brimon, Program Officer of ILO Philippines, who provided technical inputs throughout the training on digital tools and approaches for generating LMI and delivering career development support services. She was joined by resource persons and representatives from BLE, PSA, DepEd, and Advance Thinkers Co., who enriched the sessions with inputs on labor market forecasting, official labor statistics, career guidance and counseling, and the use of big data in labor market analysis.

The training is being conducted as a pilot initiative of the ILO, with a manual or toolkit on digital tools for LMI and career development support services to be developed based on its results. The toolkit will then be tested in one pilot PESO in the region from January to June 2027, ahead of wider dissemination and adoption across other PESOs nationwide.

This initiative aims to strengthen PESO capacity in producing up-to-date LMI reports, formulating localized action plans, and tapping partnerships that ensure connectivity in service delivery, particularly in remote and underserved areas.
