Commission on Population and Development Eastern Visayas

The Commission on Population and Development Region VIII (CPD VIII) recently took significant steps in strengthening the localization of Population and Development (POPDEV) programs in the province of Leyte.

In Palo, Leyte, CPD VIII, led by Regional Director Elnora R. Pulma, formalized its partnership with the municipality through a ceremonial signing of commitment with Municipal Mayor Remedios "Matin" L. Petilla during the LGU's flag raising ceremony. A subsequent program orientation with department heads further aligned local priorities and identified concrete strategies for advancing POPDEV implementation in the municipality.

In Dulag, Leyte, CPD VIII successfully presented its Devolution Transition Plan before the Sangguniang Bayan, underscoring the importance of adopting the 2026–2028 Local POPDEV Plan and strengthening local population structures, particularly the operationalization of the Local Population Office, to ensure responsive and sustainable delivery of POPDEV programs and services.

The Commission on Population and Development Regional Office VIII successfully conducted the Training on the Establishment of the Registry of Barangay Inhabitants and Migrants (RBIM) for Improved Population Data and Migration Tracking on May 21–22, 2026 in Dulag, Leyte.

Population workers, LGU partners, and barangay leaders came together to deepen their understanding of internal migration concepts and gain hands-on experience in operationalizing the RBIM system, from basic concepts and legal basis, to field interviews, data encoding, and report extraction.

CPD VIII participated in the Provincial Population Management Conference (PPMC) of Leyte on May 18, 2026, joining Municipal Population Officers across the province to discuss priority population and development concerns and align local strategies with national goals.

Representing the agency, Mr. Gerald S. Gajol presented updates on the localization of the Philippine Population and Development Plan of Action (PPD-POA), while Ms. Karen B. Tolentino discussed adolescent pregnancy trends in Eastern Visayas and the Adolescent Health and Development (AHD) Program.

The agency extends its appreciation to Provincial Population Officer Ms. Melchora E. Cawile and the Provincial Population Office of Leyte for spearheading this meaningful platform for coordination and collaboration.
