CSO Desk Office - Province of Leyte

The 2026 First Quarter Local People's Council Meeting and Accomplishment Report together with the LPC Presidents of (1) City and (40) Municipalities of the Province of Leyte held on March 4, 2026 at the SP Caucus Hall, Leyte Provincial Capitol Complex, Palo, Leyte.

A very productive executive committee meeting with the officers of the Leyte People's Council which was held last February 4, 2026. Important issues concerning the CSOs were discussed fruitfully.

A glimpse of the recently concluded Leyte People's Council meeting on January 7, 2026 held at the 4th floor SP Caucus Hall, New Provincial Capitol Complex, Palo, Leyte. The meeting was presided by the President Cyril Jose Ignacio and was adjourned at 12:00 noon with a closing prayer. The following items on the agenda were tackled and approved:

I. Prayer, National Anthem, Leyte Hymn

II. Welcome remarks

III. Acknowledgment of Quorum

IV. Approval of the last minutes of the meeting

V. Agenda:

1. Presentation and Approval of the Leyte People's Council official LOGO and insignia
2. Approval of the Leyte People's Council Constitution and By-laws
3. Approval of the Leyte People's Council Internal Rules and Procedures
4. Proposal for Income Generating Projects
5. Proposal for the benchmarking of the officers of the Leyte People's Council
6. Other matters

A collage of photos depicting the just concluded Training of Trainors for the Civil Society Organization (CSO) Capacity Development Program on December 15, 2025 held at the Multi Purpose Hall, Leyte Provincial Capitol Complex, Palo, Leyte.

The event was in partnership between the Department of the Interior and Local Government (DILG-Leyte) and the Provincial Government of Leyte. It was participated by the 11 CSO Desk Officers and 11 Local People's Council representatives from the Municipality of Hindang, Julita, La Paz, MacArthur, Mayorga, Merida, Pastrana, Sta. Fe, Tabontabon, Tolosa and Tunga. Among also in attendance were the City and Municipal Local Government Operations Officers comprising the 40 municipalities and one city of the Province of Leyte.

An inspirational message from Governor Carlos Jericho L. Petilla was delivered through his representative Hon. Wilson S. Uy, Board Member of the First District of Leyte.

The core group composed of the following representatives from the DILG thru Engr. Nida Dela Cruz, Provincial Planning and Development Office headed by Ms. Agnes Rafon, the Sangguniang Panlalawigan headed by SP Secretary Florinda Jill S. Uyvico, Provincial CSO Desk Officer Designate, Mr. Aniceto Oquina and the Leyte People's Council President, Mr. Cyril Jose Ignacio convened for an initial meeting on November 6, 2025 and discussed the planned CSO Capacity Development initiatives for the Province of Leyte. A round table discussion will be set again on December 11, 2025 for the finalization of the program with other stakeholders from academe and other government agencies to include the Officers of the Leyte
People's Council as partners in ensuring the successful implementation of these initiatives.

Acknowledging the active participation of the Civil Society Organization through Mrs. Luz Alao, Secretary of the Leyte People's Council for being part in the conduct of the 2025 Local Legislative Award (Provincial Level) on October 29, 2025 held at Binaybayon Complex, Baybay City, Leyte together with other representatives from various government agencies as co-evaluators of this prestigious award.

The Regional Development Council VIII warmly welcomes Hon. Carlos Jericho “Icot” L. Petilla, Governor of Leyte, as the newly appointed Chairperson of the Regional Development Council (RDC) VIII for 2025–2028!

Chairperson Petilla previously served as RDC VIII Chairperson from 2011 to 2012, prior to his appointment as Secretary of the Department of Energy (DOE) from 2012 to 2015.

His return to the Council brings renewed energy and leadership as we continue working together for a more inclusive, sustainable, and resilient Eastern Visayas. 🌅✨

The first ever Eastern Visayas Regional Local People's Council Forum held at Hotel de Fides, Tacloban City on October 8-9, 2025 initiated by the DILG Regional Office VIII through Regional Director Arnel M. Agabe, CESO III.

An initial meeting stage for possible collaboration and partnership between the Leyte People's Council thru President Cyril Jose Ignacio and the representatives from World Vision headed by Project Manager Romil Jeffrey R. Juson together with his team Ms. Aiza C. Marmita, Project Officer-Leyte and Ms. Famela T. Torrion, Field Facilitator.
