This morning, the DepEd SDO Leyte Bids and Awards Committee (BAC) successfully conducted the online Pre-Procurement Conference for the procurement of School-Based Feeding Program (SBFP) Nutritious Food Products for School Year 2026โ2027.
Opening the activity, OIC-ASDS and BAC Chairperson Dr. Teodorico C. Peliรฑo Jr. emphasized:
โProcurement for the School-Based Feeding Program is not simply about purchasing food products. It is about protecting the health, nutrition, welfare, and future of our learners. Every specification, delivery schedule, inspection requirement, and safeguard we integrate into the procurement process directly impacts the quality of services our children receive.โ
The Pre-Procurement Conference is a critical requirement under procurement laws and regulations as it allows the Procuring Entity to thoroughly review the technical specifications, procurement strategy, delivery schedules, inspection requirements, contract provisions, and implementation safeguards before the conduct of the actual procurement process.
For a flagship and high-impact program such as the SBFP, the activity becomes even more important to ensure that procurement specifications are responsive and non-restrictive, delivery schedules are aligned with the approved cycle menu, nutritional and food safety standards are integrated, inspection and inventory controls are clearly established, and risks and implementation gaps identified in previous audits are properly addressed.
During the conference, the End-User Unit, through Nurse Riza Suyom, Doctora Iris Colilihan, and Dr. Gil Esplana, presented key program requirements and solicited safeguards to strengthen accountability, inventory management, supplier coordination, and compliance with nutritional standards. Valuable insights and recommendations were provided by the Technical Working Group (TWG), BAC Members, and participating offices to further improve the procurement documents and contract implementation mechanisms.
The BAC also highlighted the importance of integrating stronger monitoring, inspection, documentation, and supplier performance measures in response to prior implementation and audit observations, ensuring that public funds are utilized efficiently, lawfully, and transparently.
The BAC leadership expresses its appreciation to the End-User Unit, TWG, BAC Secretariat, BAC Members, and all participating offices from the Supply Section thru Atty. Paz Barbosa, and Accounting Section thru CPA Amiel Dennis Allado, for their collaborative efforts in strengthening procurement systems for the benefit of our schools and learners.

Today, the Bids and Awards Committee (BAC), together with the Head of Procuring Entity (HoPE), formally conducted the Ceremonial Vetting and Turn-Over of the Quality Control Procedure (QCP) on Procurement Management to the Procurement Unit (PU).
The QCP, which is fully compliant with Republic Act No. 12009 and its Implementing Rules and Regulations, establishes standardized procedures, control mechanisms, and process documentation that will further strengthen transparency, accountability, efficiency, and quality assurance in procurement operations of the Schools Division Office of Leyte.
The adoption of the QCP on Procurement Management marks another significant milestone for the Division as it moves toward full Quality Management System (QMS) and ISO Readiness Audit compliance. With this development, the SDO is now closer to completing and harmonizing all institutional processes aligned with quality management standards and good governance principles.
The ceremonial signing and turnover were witnessed by select BAC Members and BAC Secretariat personnel at the Procurement Transparency and Conferencing Center (PTCC), symbolizing the Divisionโs collective commitment to institutional excellence and continuous process improvement. The QCP has been accepted by the Procurement Unit through Atty. Paz Barbosa, one of the unit heads from Administrative Services Unit.
In his message, OIC-ASDS and BAC Chairperson Dr. Teodorico C. Peliรฑo Jr. emphasized:
โQuality procurement is not achieved by compliance alone. It is achieved through clear systems, documented procedures, accountability, and continuous improvement. The QCP ensures that procurement processes remain consistent, transparent, and responsive to the needs of our learners and stakeholders.โ
Meanwhile, Schools Division Superintendent and HoPE Dr. Mariza S. Magan underscored the importance of institutionalizing quality systems in governance:
โStrong institutions are built on strong processes. Through the adoption of this QCP, we reinforce our commitment to lawful, efficient, and quality public service anchored on integrity and professionalism.โ
The BAC leadership also expresses its sincere gratitude to the key offices, Technical Working Group (TWG), BAC Secretariat, and all personnel who contributed valuable inputs during the crafting, review, and validation of the QCP.
This initiative reflects the continuing transformation of procurement governance in SDO Leyteโfrom compliance-driven processes to quality-driven systems.

The DepEd SDO Leyte โ Procurement Unit, through the leadership of the Bids and Awards Committee (BAC), continues to advance procurement innovation through a series of orientations, onboarding activities, and system demonstrations for end-users and partner offices in line with the institutionalization of the Procurement Management and Tracking System (PMTS).
