Panabo City Veterinary Section facilitated the release of impounded dogs to their respective owners after they were caught during a dog impounding operation conducted on September 15, 2026 in Barangay Cagangohan, Panabo City. The dog owners were reprimanded for allowing their dogs to roam freely on the roads and streets without supervision, which poses risks to passersby and motorcycle riders. Prior to release, the dog owners were required to present the citation ticket, dog leash, and dog collar, and were also obliged to pay the impounding fee amounting to PhP100.

Under Republic Act No. 9482 (Anti-Rabies Act of 2007) and City Ordinance No. 34-03 (An Ordinance on Prohibiting the Loosening or Letting Astray Dogs in the City of Panabo, Providing for the Catching and Impounding of the Same, Collection of Fees for Impounding and Disposal When Not Claimed), dog owners should keep their dogs leashed and confined within their house premises or fenced surroundings. Imposition of fines for the violation is also provided in the aforementioned City Ordinance.

It is imperative for dog owners to observe responsible pet ownership and to submit their pets for yearly rabies vaccinations to protect the community from the risk of dog bites and rabies outbreaks, road accidents, and to prevent sanitation issues caused by roaming dogs.

Dog impounding and issuance of citation tickets to dog owners violating the City Ordinance No. 34-03 (Ordinance Prohibiting the Loosening and Letting Astray Dogs in the City of Panabo) was conducted in Barangay Cagangohan, Panabo City, earlier today.

The operation was initiated upon the request of the homeowners' association and other concerned individuals in response to the frequent reports of dog biting incidents, increased motorcycle accidents, and sanitary issues (animal waste) caused by stray and/or owned dogs roaming in public places.

According to the aforementioned City Ordinance, impounded dogs may be claimed by their owners within three (3) days at the Panabo City Dog Pound, Purok 1 (in front of Salvacion Elem. School), Brgy. Salvacion, Panabo City. Dog owners must present the citation tickets and pay the impounding fee of PhP100 per day and the corresponding penalty (1st Offense - PhP500; 2nd Offense - PhP700; 3rd Offense - PhP1,000 with seven (7) to thirty (30) days imprisonment at the discretion of the court. Also, dog owners are required to bring dog collar and leash prior to releasing.

As a reminder, dogs should be confined within the house premises or gated properties and should not be allowed to roam on the streets unsupervised in order to prevent resulting issues that can affect or endanger the animals, the people, and the entire community as a whole.
