-Students or Out-of-School Youth (OSY) who are at least 15 bu not more than 30 years of age;
-Combined net income after tax or parents, including his or her own, if any, does not exceed the regional poverty threshold;
-Must have obtained a passing general weighted average during the last semester or school year attended;
-Must be certified by the Barangay or local Social Welfare and Development Office (MWSD) as OSY.

Pre-qualified applicants are advised to prepare the required documents in ADVANCE.
