OFFICIAL LEGISLATIVE SUMMARY: 10TH SANGGUNIANG PANLUNGSOD HOLDS 35TH REGULAR SESSION

Last May 28, 2026, the 10th City Council of Parañaque convened for its 35th Regular Session, presided over by Hon. Vice Mayor Florencio C. Bernabe III. The session was actively attended by our dedicated City Councilors from both District 1 and District 2, ensuring city-wide representation in the passage of critical local policies.

The Sangguniang Panlungsod successfully enacted vital ordinances and adopted key resolutions aimed at expanding social welfare, strengthening public safety, promoting inclusivity, streamlining healthcare missions, and preserving our local cultural heritage.

Here is the detailed breakdown of the approved legislative measures:

APPROVED ORDINANCES (Local Laws enacted for implementation)
✅Streamlining Grassroots Healthcare Outreach

Details: This amendment officially exempts all humanitarian medical, dental, and surgical missions from paying group activity fees, provided they operate independently and do not utilize PhilHealth or the local Yakap program. By removing these financial and administrative barriers, the city encourages more private medical groups and NGOs to conduct free, grassroots health missions for underserved communities.

✅Expanding the Safe Spaces Act in Parañaque

Details: In a major win for human rights and inclusivity, this amendment expands the definition and scope of public s*xual harassment. It explicitly criminalizes s*xual objectification against any individual in public spaces, regardless of their biological s*x, gender identity, or s*xual orientation. Parañaque reinforces its stance as a zero-tolerance zone for harassment.

✅Social and Financial Safety Nets for PWDs

Details: Recognizing the economic challenges faced by vulnerable sectors, this ordinance mandates a ₱2,000.00 financial subsidy dedicated to food and medical assistance for qualified PWD residents. Funding has been officially appropriated to ensure the continuous rollout of this social welfare initiative.

📜 APPROVED RESOLUTIONS (Council Expressions, Support, and Directives)
✅Promoting Secure Housing in Brgy. Sun Valley

Details: This resolution formally recommends that the residents of Sto. Niño Cul de Sac in Barangay Sun Valley coordinate closely with the Local Housing Office. This is the crucial first step toward implementing structured socialized housing programs and community development measures to provide residents with secure, decent, and lawful housing.

✅Boosting Cultural Tourism (Baclaran Church)

Details: The City Council expresses its full, official support for House Bill No. 5720 (principally introduced by Congressman Eric L. Olivarez). The bill seeks to declare the National Shrine of Our Mother of Perpetual Help (popularly known as the Baclaran Redemptorist Church) along Roxas Boulevard, Brgy. Baclaran, as an official Heritage Site and Tourist Destination, unlocking national funds for its development and preservation.

✅Honoring Religious Heritage (Don Bosco Shrine)

Details: In tandem with tourism efforts, the Council also formally backs House Bill No. 5721 (also introduced by Congressman Eric L. Olivarez). This supports declaring the Minor Basilica and National Shrine of Mary, Help of Christians located in Barangay Don Bosco as a Heritage Site and Tourist Destination, cementing Parañaque's status as a hub for historical pilgrimage and faith tourism.

✅✔Eliminating Public Safety Hazards ("Spaghetti Wires")

Details: Addressing a pressing safety concern, this resolution strongly urges all telecommunication and electric utility companies operating within Parañaque to immediately clear, fix, or remove dangling, loose, and hazardous wires, as well as replace defective utility posts. This directive aims to prevent accidents, clear road obstructions, and improve the visual layout of our city streets.

The 10th City Council remains steadfast in its mission to bring proactive leadership, compassionate social programs, and accountable governance to every corner of Parañaque.
