Community Collaboration Leads to Voluntary Surrender of Top 7 Most Wanted Person for Qualified R**e

Through enhanced collaboration between the Philippine National Police and the community, an accused individual listed as one of the Top 7 Most Wanted Persons for qualified rape—an offense for which no bail is recommended—has voluntarily surrendered. This development is a testament to the ongoing joint efforts of the Station Community Affairs Section and the Warrant and Subpoena Section, which have actively engaged with local residents to cultivate a sense of responsibility and support.

Under the leadership of PCOL NICOLAS S PIÑON, Chief of Police, the Parañaque City Police Station encourages everyone to assist the PNP by reporting any family members or friends who may have outstanding warrants. By promoting voluntary surrender over evasion, the police aim to create a safer environment for all. It is essential to understand that those who choose to evade the law may find that its reach is longer and more relentless than they anticipate. On May 5, 2026, the Parañaque City Police Station under the leadership of PCOL NICOLAS S PIÑON, Chief of Police, through the Training Section, successfully conducted a Continuing Legal Education for Police Investigators and Operations (CLEPI/CLEPO) with Atty. RHENIE S. REÑIDO, Senior Assistant City Prosecutor, Parañaque City, as the distinguished resource speaker.

A key highlight of the seminar was the in-depth discussion on the Rules of Preliminary Investigation and Inquest Proceedings. Atty. REÑIDO emphasized the critical role of prosecutors in establishing prima facie evidence, which is essential for securing a reasonable certainty of conviction. This process involves meticulously gathering all necessary evidence to ensure that only meritorious cases are presented in court.
