𝙋𝙖𝙧𝙖ñ𝙖𝙦𝙪𝙚 𝙇𝙪𝙥𝙤𝙣 𝙈𝙚𝙢𝙗𝙚𝙧𝙨 𝙅𝙤𝙞𝙣 𝙄𝙣𝙩𝙚𝙧𝙖𝙘𝙩𝙞𝙫𝙚 𝙆𝙋 𝙎𝙚𝙨𝙨𝙞𝙤𝙣
On the second day of the Lupon Week Celebration, City Director John A. Visca, CESO V, led an interactive dialogue session with members of the Lupong Tagapamayapa from the 16 barangays of Parañaque City, fostering meaningful discussions on key issues affecting barangay justice operations.
During the session, CD Visca addressed participants’ concerns on Katarungang Pambarangay and clarified issues related to program implementation and compliance requirements. He also facilitated an engaging question-and-answer portion, challenging participants through situational and thought-provoking questions on the provisions and application of the Katarungang Pambarangay system to reinforce their understanding of barangay justice mechanisms.
The interactive exchange encouraged active participation among Lupon members while helping improve their understanding of Katarungang Pambarangay, strengthen their conflict resolution skills, and deepen their appreciation of their role in keeping peace and order in their communities.

The City Government of Parañaque recognized the top-performing barangays under the Lupong Tagapamayapa Incentives Awards (LTIA) for Performance Year 2025 during the city’s flag-raising ceremony, marking the culmination of the weeklong observance of Lupon Week.
Barangay San Martin de Porres was named the city’s top-performing barangay, followed by Barangay Vitalez and Barangay Don Bosco. Cash incentives were awarded to recognize the exemplary efforts of their respective Lupong Tagapamayapa in fostering peaceful communities through accessible and effective settlement of disputes at the barangay level.
The awarding ceremony was facilitated by City Director John Visca alongside Mayor Edwin L. Olivarez, Vice Mayor Florencio Bernabe III, and Congressman Eric L. Olivarez. Members of the Lupong Tagapamayapa from the winning barangays personally received the recognition, highlighting their continued role in promoting dialogue, harmony, and grassroots justice in their communities.

𝗣𝗮𝗿𝗮ñ𝗮𝗾𝘂𝗲 𝗣𝗲𝗮𝗰𝗲 𝗮𝗻𝗱 𝗢𝗿𝗱𝗲𝗿 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗧𝗮𝗰𝗸𝗹𝗲𝘀 𝗞𝗲𝘆 𝗦𝗮𝗳𝗲𝘁𝘆, 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗖𝗼𝗻𝗰𝗲𝗿𝗻𝘀 𝗶𝗻 𝟮𝗻𝗱 𝗤𝘂𝗮𝗿𝘁𝗲𝗿 𝗠𝗲𝗲𝘁𝗶𝗻𝗴
The Parañaque City Peace and Order Council (PCPOC) held its 2nd Quarter Meeting on May 28 at the People’s Hall, presided over by POC Chairperson Mayor Edwin L. Olivarez. The Council discussed accomplishments, best practices, issues, challenges, critical next steps, and policy recommendations, with focus on preparations for the opening of classes for School Year 2026–2027, security concerns arising from the oil crisis, and rainy season preparedness measures of the city’s five Special Action Committees (SACs).
Council members also tackled various operational concerns and ongoing interventions related to law enforcement, emergency preparedness, disaster response capability, fire prevention, and infrastructure readiness. Updates from concerned offices and agencies were presented to strengthen inter-agency coordination and ensure the continuous delivery of responsive programs and services for the welfare and protection of Parañaque residents.
During the meeting, the Council adopted several resolutions aimed at further strengthening barangay-level peace and order mechanisms, supporting public safety initiatives, and recognizing the sustained efforts of communities.
Mayor Olivarez underscored the importance of collaboration, preparedness, and proactive governance in addressing emerging concerns and sustaining a safe and resilient Parañaque City.
