12-YEAR HUNT ENDS: MOST-WANTED MURDER SUSPECT COLLARED IN CAVITE

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., scored a significant breakthrough with the arrest of a most-wanted murder suspect who had evaded arrest for 12 years.

The suspect, known by the alias “Mario,” 41, a male Filipino and tricycle driver residing in Punta II, Tanza, Cavite, was apprehended on September 27, 2026, in Tanza Luma, Imus, Cavite.

The operation was carried out by personnel of the 2nd Northern Samar Provincial Mobile Force Company, in coordination with Cubao Police Station 7 of the Quezon City Police District and the Criminal Investigation and Detection Group–Southern Luzon Police Field Unit. The arrest was effected by virtue of a warrant of arrest for murder issued on January 21, 2014.

Following the successful operation, “Mario” was brought to Cubao Police Station 7 for proper disposition and the appropriate legal proceedings.

“Every long-standing warrant represents a case that remains important to the pursuit of justice. This arrest demonstrates our determination to locate wanted persons and ensure that they face the legal process,” PGEN Nartatez said.

“Hindi natin hinahayaan na manatiling nakabinbin ang mga kaso. Patuloy nating hahanapin ang mga wanted na nagtatangkang umiwas sa batas,” he added.

The arrest reflects the PNP Focused Agenda, a framework for strengthening police service through responsive operations, particularly under its key priority of Enhanced Managing Police Operations in pursuing wanted persons.

As the PNP strengthens its pursuit of wanted persons and its commitment to the rule of law under the directive of President Ferdinand R. Marcos Jr., it continues to assure the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

PNP REMINDS PERSONNEL TO OBSERVE ETHICAL STANDARDS IN PUBLIC, ONLINE EXPRESSION

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the organization is reminding all personnel to exercise responsibility and sound judgment when expressing personal views, particularly on social media and other public platforms.

The reminder follows renewed attention to a social media post attributed to a PNP personnel expressing views on a political matter. While personnel may hold personal views, their membership in the police service carries professional responsibilities that also apply to public and online engagements.

PNP Memorandum Circular No. 2024-077, or the Guidelines in Posting of Contents on Social Media, provides standards for personnel’s social media activities, consistent with the PNP Ethical Doctrine, Republic Act No. 6713, and other applicable policies. These standards reinforce the importance of responsible, professional, and non-partisan conduct among PNP personnel.

Chief PNP PGen. Jose Melencio C. Nartatez Jr. reminded personnel that their responsibilities extend beyond official duties.

“May sarili tayong pananaw, and we recognize that. But when you are part of the PNP, you also carry the name of the organization with you. Kaya bago tayo mag-post o magsalita publicly, isipin muna natin kung naaayon ito sa ating ethical standards, sa ating tungkulin, at sa tiwala ng taong pinaglilingkuran natin,” PGen. Nartatez said.

He emphasized that the reminder is not intended to prevent personnel from being informed or participating in legitimate discussions, but to ensure that such engagement remains consistent with the professional standards of the police service.

“Hindi naman ibig sabihin na wala nang sariling boses ang ating mga personnel. Ang punto natin, gamitin natin ang judgment na hinihingi ng ating propesyon. Freedom comes with responsibility, especially when you belong to an organization that is expected to remain professional, disciplined, and fair,” the Chief PNP said.

The PNP is also verifying the social media account and the circumstances surrounding the post. If confirmed to belong to a PNP personnel, the matter will be evaluated under applicable laws, rules, regulations, and PNP policies. Should a violation be established, the concerned personnel will be dealt with accordingly, consistent with due process and existing procedures.

The PNP likewise reminded personnel to observe non-partisanship and avoid using their position, authority, uniform, or official association in ways that may affect public confidence in the impartiality of the police service. Any administrative action, when warranted, will be based on verified facts and established violations.

As the country pursues its peace, order, and public safety objectives under President Ferdinand R. Marcos Jr., the PNP reminds all personnel that their conduct, whether in the workplace or in public and online spaces, contributes to the credibility of the police service.

By observing established standards, exercising sound judgment, and remaining accountable, PNP personnel help uphold public confidence and advance the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.

“Ang trabaho natin ay hanapin ang mga taong may warrant at ipatupad ito nang maayos. Hindi natin hinuhusgahan ang kaso. We simply do our part, follow the law, and let the courts decide what comes next,” PGen Nartatez said.

He added that the PNP will continue to pursue wanted persons while observing due process and respecting the rights of all persons involved in the cases.

The operations are part of the PNP’s implementation of its Focused Agenda, particularly the Enhanced Managing Police Operations, which calls for sustained police action, better coordination, and the effective use of information and field resources in addressing public safety concerns.

The PNP’s continuing efforts to account for wanted persons support the peace and order priorities of the administration of President Ferdinand R. Marcos Jr., while ensuring that police operations remain grounded on law, due process, and accountability. These efforts form part of the PNP’s commitment to “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

THINK BEFORE YOU POST: PNP WARNS AGAINST ALARMING ONLINE CONTENT

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), the PNP is reminding the public that online threats and alarming social media posts must be treated seriously, as police acted on two separate reports in Sultan Kudarat and South Cotabato.

The incidents highlight the importance of responsible social media use and the need to promptly report online content that may pose a threat to public safety, particularly when schools and communities are involved.

In Lambayong, Sultan Kudarat, police responded early Monday, September 21, to a teacher's report regarding Facebook posts allegedly threatening a shooting incident at Kapingkong National High School. The posts reportedly included images of fi****ms.

Police, together with the Municipal Social Welfare and Development Office (MSWDO) and barangay officials, located a 13-year-old student allegedly linked to the posts. The minor was brought to the barangay hall with a guardian and was subsequently turned over to the guardian for appropriate counseling and support, with the intervention of social welfare personnel. Authorities continue to monitor the situation and coordinate with concerned offices.

In a separate incident in Tupi, South Cotabato, police arrested an 18-year-old student on September 20 after receiving a report that an individual was allegedly posting photographs while holding a fi***rm on social media. A cellular phone believed to have been used in the posts was recovered and will be submitted to the Regional Anti-Cybercrime Unit 12 for technical examination and preservation of relevant digital evidence. A complaint for alleged Alarm and Scandal is being prepared for filing before the appropriate prosecutor's office.

“Let this be a reminder that social media is not a place to make threats or create fear. Kahit online ginawa ang isang post, hindi ibig sabihin na wala itong epekto sa totoong buhay. We will take credible reports seriously, verify the facts, and respond accordingly. At the same time, we will uphold due process and ensure that cases, especially those involving minors, are handled with the proper care,” PGen Nartatez said.

The PNP continues to strengthen preventive and responsive operations under its Focused Agenda and Enhanced Managing Police Operations (EMPO), in support of President Ferdinand R. Marcos Jr.’s commitment to public safety and responsive service.
Through prompt police action and coordination with local authorities and communities, the PNP works to address potential threats before they escalate.

The public is urged to use social media responsibly, avoid spreading unverified threats, and promptly report credible safety concerns. Parents, schools, and communities are also encouraged to guide young people on responsible online behavior and the consequences of threatening posts.

The PNP remains committed to timely, responsible, and rights-respecting service under “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
